On the occasion of the Global Conference of Young Parliamentarians (September 14-17), National Assembly Deputy Bui Hoai Son, one of the speakers in the conference's thematic discussion session 3 on "Promoting respect in cultural diversity for sustainable development" shared with TG&VN about the topic of digital culture and Vietnam's actions to promote the development of cultural values in the current period.

Non-traditional cultural challenges
One of the topics discussed at the Conference was promoting culture and cultural diversity. In your opinion, what does Vietnam need to improve to catch up with global trends?
In recent times, the Party and State have paid great attention to the development of culture and people, considering this one of the focuses of national development. In 2021, General Secretary Nguyen Phu Trong, when speaking at the National Cultural Conference, emphasized that culture is the soul of the nation, expressing the identity of the nation, as long as culture exists, the nation exists.
Vietnam has been implementing many different activities to preserve, build and promote cultural development. In the coming time, Vietnam also wishes to build a national target program on reviving Vietnamese culture. This shows the importance of the cultural sector to our country.
However, Vietnam faces many challenges in cultural development, similar challenges in other countries that many delegates raised at this conference. For example, the challenge of putting culture on the United Nations agenda on sustainable development.
In this agenda, there are 17 goals, in which culture is always a consistent factor, the glue that creates the sustainability of each goal. If we can exploit cultural values to create benefits that can spread to the socio-economic fields to eliminate hunger and reduce poverty, or in the field of education or any other field, then it will become sustainable, because that means we know how to promote our values to make a difference. Culture is the factor that brings added value, is specific, creating uniqueness for the development of each community and country.
More specifically, the theme of this conference emphasizes digital transformation. This is an area where Vietnam is also facing many cultural issues. These issues mostly come from social networks and digital space, making us confused about how to behave.
It can be said that we always want to take advantage of the opportunities and advantages of digital space while still being able to cope with the challenges and difficulties that digital space brings. However, it is clear that nowadays people talk a lot about digital society, digital economy, digital citizens but do not pay enough attention to digital culture.
These challenges require solutions, and these solutions must not only come from Vietnam’s efforts but must be global solutions. In this, the role of young parliamentarians is extremely important.
Now, non-traditional cultural challenges, not just non-traditional security challenges, are putting the world under a lot of different pressures. We need to have the right, full awareness, high determination and appropriateness to respond to these challenges.

So what specific initiatives and measures has the Vietnamese National Assembly had?
Digital culture issues such as cyber behavior, social evils, deviant attitudes, etc. are no longer virtual but very real. The challenges related to digital culture are enormous, especially since they come from the future, because technology is of the future, and humans do not have experience in dealing with it. Therefore, in the process of coming up with solutions, we mainly explore and learn from international experiences, thereby finding ways that are suitable for the Vietnamese context.
In recent times, Vietnam has taken some measures to respond, such as issuing a law on cyber security, issuing a number of decrees, circulars, codes of conduct on the internet, or codes of conduct for artists on the internet. However, it seems that these are not enough. Cultural deviations, moral degradation, etc. are still quite common. Therefore, in the coming time, we still have to find ways to do better based on our own experiences combined with international experiences.
From the Party's guiding viewpoints, the National Assembly has actively promoted cultural development in general and cultural diversity in particular into laws and major national programs.

In 2022, the National Assembly held a workshop on institutions, policies and resources for cultural development. Through this, many bottlenecks were discovered that prevented culture from developing as expected in what we consider the most brilliant period in history. In the near future, the National Assembly will have a number of explanatory sessions related to culture. Hopefully, from there, we can find and remove the difficult bottlenecks in cultural development.
Recently, Vietnam has amended the Cinema Law in the direction of cultural industry, bringing new breath to promote creative values in culture from the country's internal strength and cultural and artistic potential, to create values not only in the cultural field but also spread to other fields. The amendment of the Cinema Law is expected to become a good example to amend other laws in the direction of promoting national cultural advantages, creating development conditions not only for the cultural and artistic fields but also other fields.
In the world, there are many countries that do not have a Ministry of Culture, but through open policies, they create a positive environment to help develop the country's culture so that culture can spread its power to many fields. In the coming time, the Vietnamese National Assembly will also take more specific actions, not only promulgating laws related to culture, national target programs on culture, or cultural supervision, but also other related factors such as tax laws, land laws, laws on the use of public assets, public-private partnership laws, etc. to create a favorable environment to support cultural development. That is what our National Assembly deputies desire, and will contribute more positively to the development of Vietnamese culture and people, meeting the requirements of national development in the coming period.
Spreading Vietnam's message to world parliaments
How do you feel about participating in the Global Conference of Young Parliamentarians?
The Global Conference of Young Parliamentarians is an extremely important event of the Party, State and National Assembly in 2023.
The importance of the Conference is reflected in the participation of more than 500 parliamentarians from around the world. Parliamentarians are legislators, playing an advisory role and making important decisions in countries, from which countries make decisions in line with the development and general trends of the whole world.
Despite being extremely busy with their own national agendas, the parliamentarians still took the time to attend the event because the content and topics of the Conference met their needs for information exchange and sharing. The topics that Vietnam raised were also topics of great interest. Through the very lively discussion sessions, often exceeding the time limit, but still having many comments and debates, it proved that this was an event of special interest and importance to young parliamentarians of all countries.
That is also the reason why Vietnam attaches great importance to this event. Once again, the role of Vietnam is emphasized through the messages, images, and viewpoints that Vietnamese delegates presented at the conference, thereby contributing to demonstrating the country's development at a new level and position.
Through my discussions with young parliamentarians from various countries, they all thanked Vietnam. In addition to the content of the discussion and the conference topic that interested them, the experiences in Vietnam, the organization, the respectful attitude, hospitality and other related activities made them very satisfied. This shows that our event organization is very good, professional, meeting the requirements of organizing major international events. This is also the pride of the people and the Vietnamese National Assembly.

What is your assessment of the contributions of the Vietnamese delegation at this Conference?
Young Vietnamese parliamentarians are very dynamic and actively participate in discussions. They receive respect from parliamentarians around the world.
Vietnam's participation at the event once again affirms the maturity of our young parliamentarians in particular and the National Assembly in general in bringing Vietnam's voice and initiatives to the agenda of organizations around the world, especially parliaments.
The rich, diverse and powerful voices of Vietnamese delegates really received the attention of the Organizing Committee as well as all young parliamentarians at the Conference.
Hopefully, these messages will spread to more parliaments around the world, thereby helping us to more clearly define the country's new position.
