Promoting the role of party members as neighborhood leaders and village chiefs

The city has set a target of having 90% of residential group leaders and village leaders be Party members by 2025 and 100% by 2030. To achieve this target, it requires high determination and synchronous solutions. Some localities have already completed this target with good experiences that need to be spread.

Leading localities

Typically, Hoa Quy ward (Ngu Hanh Son district) has 64/66 residential group leaders who are party members, reaching 97%; Hoa Tien commune (Hoa Vang district) has 12/12 village leaders who are party members, Hoa Bac commune (Hoa Vang) has 7/7 village leaders who are party members, reaching 100%.

Sharing experience in implementation, Deputy Secretary of the Party Committee of Hoa Quy Ward Nguyen Nhi said that the Party Committee of the Ward organized a conference to deploy the work of developing Party members who are heads of residential groups and heads of the Front work committee. The residential area Party cells were assigned the task of introducing outstanding heads of residential groups to the Party Committee of the Ward to participate in Party awareness training courses to create sources and recruit them. The Party Committee assigned specific targets to the Party cell secretaries, including the work of developing new Party members in the emulation assessment criteria, and evaluating and classifying clean and strong Party cells at the end of the year.

Along with that, actively propagandize and raise awareness for Party cells and residential area organizations about the work of creating sources and developing Party members, it is necessary to identify this as one of the important tasks of the Party cell. At the same time, evaluate and review the team of residential group leaders. Thanks to this drastic approach, Hoa Quy has achieved a rate of 97% of residential group leaders being Party members.

Similarly, in Hoa Tien commune, the result of 100% of village chiefs being Party members is the result of the synchronous participation of the entire political system. Ngo Ngoc Hai, Standing Deputy Secretary of the Hoa Tien Commune Party Committee, said that based on Project 05-DA/HU of the Hoa Vang District Party Committee on improving the quality of activities of the grassroots political system, the Commune Party Committee issued a thematic resolution on developing Party members, assigning specific targets to each Party cell, ensuring both quantity and quality.

One of the effective solutions is to review the team of village chiefs, and arrange for cadres with sufficient qualities, capacity and prestige to take on this role. In particular, the Commune Party Committee focuses on discovering a source of young cadres with qualifications and knowledge of information technology. Outstanding people who are not yet Party members will be assigned tasks such as deputy heads of mass organizations or deputy heads of villages to familiarize themselves with the work, then trained and admitted to the Party. Thanks to this, the process of transferring tasks when becoming village chiefs takes place smoothly.

The group leader and village chief have many positive contributions.

In reality, when village chiefs and residential group leaders are party members, leadership and management at the grassroots level are much more favorable because this team not only promptly grasps policies and guidelines but also quickly reflects the local situation to the party organization for timely solutions.

According to Mr. Ngo Ngoc Hai, as party members, village chiefs promptly advise the Party cell on solutions in leading the implementation of political tasks in the locality, especially in new rural construction. The village chiefs proposed to the Party cell to issue a resolution on mobilizing people to donate land to open rural roads, mobilizing people to hand over construction sites for rural infrastructure projects in the direction of urbanization. From 2022 to 2024, the commune mobilized 22.3 billion VND to invest in new rural construction, of which people contributed 4.6 billion VND. In terms of economy, the commune established a transportation service cooperative, 2 agricultural cooperatives, built 2 OCOP products (Hoa Tien rice and fermented sticky rice wine) and many other effective economic models.

Mr. Nguyen Dung, Head of Le Son Bac Village (Hoa Tien Commune), was admitted to the Party in 2019 and assumed the position of village head in 2022. By participating in monthly Party cell meetings, he promptly grasped the Party's guidelines and policies, helping to deploy them to the people more quickly and effectively. In particular, the process of implementing work from the Party cell to the village and people was shortened. Thanks to that, the village took the lead in all activities and movements in Hoa Tien Commune. Up to now, the village has completed the removal of temporary houses, the appearance of the village is increasingly spacious, and the people's lives have improved significantly. In 2024, the Party cell will complete its tasks excellently. Currently, the village is proposing to be recognized as a "smart village" this April.

To achieve the goal of 100% of village chiefs being Party members by 2030, Head of the District Party Committee's Organization Board Nguyen Van Van proposed key solutions. Firstly, continue to assign Party committees to monitor, help and train village chiefs who are not Party members to be admitted to the Party. Secondly, select and discover Party members in villages who meet the standards of ethics, capacity, qualifications, and enthusiasm for the local movement, motivate and include them in the planning to elect village chiefs for the next term. Thirdly, after merging communes and adjusting the village organizational structure according to the Central's direction, mobilize non-professional cadres in communes with qualifications and capacity to take on the position of village chief.

Experiences from localities such as Hoa Quy, Hoa Tien or Hoa Bac show that developing a team of village heads and residential group leaders who are Party members is not only a political task but also a fundamental solution to improve the effectiveness of the Party's leadership and management at the grassroots level. When the head of the residential area is a Party member, the Party's policies and guidelines are implemented more quickly and effectively, contributing to consolidating the political system and promoting sustainable local development.
