Attending and directing the conference were Mr. Hoang Giang, Deputy Secretary of the Lao Cai Provincial Party Committee, along with leaders and representatives of the Provincial People's Council, Provincial People's Committee, and the Vietnam Fatherland Front Committee of Lao Cai province; leaders of departments, agencies, districts, towns, and cities; and exemplary collectives and individuals in mass mobilization work.
According to the report presented at the Conference, identifying the position and role of mass mobilization work is a strategically important task for the country's revolutionary cause, and is a crucial condition for ensuring the Party's leadership and consolidating and strengthening the close relationship between the Party, the State, and the People.
Immediately after the Central Committee of the Communist Party of Vietnam issued Resolution No. 25-NQ/TW and Conclusion No. 43-KL/TW, the Lao Cai Provincial Party Committee issued a plan for organizing the study, understanding, and implementation of Resolution 25-NQ/TW and Conclusion No. 43-KL/TW for key officials from the provincial to the grassroots level. At the same time, it issued Action Program No. 127-CTr/TU, dated August 7, 2013, of the Provincial Party Committee to implement Resolution No. 25-NQ/TW on “Strengthening and renewing the Party's leadership over mass mobilization work in the new situation,” with 7 groups of tasks and solutions.

After 10 years of implementing Resolution 25-NQ/TW, with the strong determination of the entire political system, the continuous efforts of cadres, Party members, civil servants, public employees, union members, members of people's organizations, and the team of cadres directly involved in mass mobilization work, the emulation movement to build models and exemplary cases of "Skilled Mass Mobilization" in Lao Cai province has achieved many positive results.
To date, Lao Cai province has built and effectively maintained 5,287 models and exemplary "Skilled Mass Mobilization" initiatives, including nearly 200 outstanding models across all fields. These initiatives have created a strong ripple effect within the community, making a significant contribution to socio -economic development, new rural construction, poverty reduction, and social security in the province.

The patriotic emulation movements and campaigns launched by the Vietnam Fatherland Front and political and social organizations at all levels have been effective and practical, such as: the "Excellent Workers, Creative Workers" movement; the "Farmers Competing in Excellent Production and Business, Uniting to Help Each Other Get Rich and Achieve Sustainable Poverty Reduction" movement; the "Youth Taking the Lead and Creating in Building and Defending the Fatherland" movement; the "5 Initiatives, 4 Accompanying Actions" movement; the "Women Actively Studying, Working Creatively, and Building Happy Families" movement; the "Building Families with 5 No's and 3 Cleanliness Standards" movement... have been actively participated in and supported by members, affiliates, and all strata of the people.
In particular, thanks to effective "People's Mobilization" efforts, environmental protection work has been significantly improved. Localities in the province have actively organized propaganda activities for young people and citizens to raise awareness of environmental protection and climate change adaptation through movements such as: combating plastic waste, limiting the use of plastic bags, protecting water resources, mobilizing young people to participate in monitoring and reporting environmental violations, responding to campaigns such as "Volunteer Saturday," "Green Sunday," and "10 Minutes to Clean the Environment"... aiming to create a clean and beautiful landscape in the area.


At the conference, delegates presented numerous papers sharing experiences in leadership and guidance to strengthen and innovate government-led mass mobilization work in the new situation; mass mobilization work contributing to the protection of national security and border sovereignty; and experiences in innovating mass mobilization work of the local political system in reforming outdated customs, building new rural areas, and developing environmental protection models, etc.
On this occasion, 26 collectives and 19 individuals were awarded Certificates of Commendation by the Chairman of the People's Committee of Lao Cai province for their outstanding achievements in the 10 years of implementing Resolution No. 25 of the Central Committee of the Communist Party of Vietnam and for their achievements in the "Effective Mass Mobilization" movement.
