Promoting the role of the learning promotion association in building the model of "Learning family"

Representatives of Thieu Hoa district leaders awarded prizes to students in the district with excellent achievements in studying and training the district.

According to the Chairman of the Thieu Hoa District People's Council, Nguyen Ba Hue, the family's education promotion has aroused the tradition of studiousness and academic achievement. When the family has a science and technology movement, launching a lifelong learning movement and building a learning society will have many advantages. And when the family's education promotion movement develops strongly, with many families achieving DHHT, there will be many learning promotion communities and learning communities. However, to successfully build DHHT, in addition to the efforts of each family, it is impossible not to mention the role of the commune, ward and town's education associations. In which, the work of advising local Party committees and authorities on thoroughly understanding and effectively implementing the Party and State's policies and guidelines on science and technology work, and building learning models of the commune-level education associations plays a pivotal role.

Evidence shows that in Thieu Ngoc commune, with the advice of the commune's HKH, the commune's People's Committee successfully organized a meeting with 38 clan heads and clan councils in the whole commune. At this conference, the clan heads and clan councils contributed many good ideas on educating children and grandchildren, emulation and solidarity between families in the clan to help each other so that no one is left behind; rewarding and encouraging children with achievements in studying. The conference also called for emulation between clans and branches, including the establishment of a science and technology fund. Since then, clans and branches in the commune have responded positively and effectively implemented the science and technology movement in the clan. The learning movement of children of the clans has spread more and more with many typical examples. The establishment of a scholarship fund in the clans in the commune has also had a clear change. Typically, the Ngo clan's scholarship fund reached 750 million VND. Many families have funds from 100 to 200 million VND or more, such as: Nguyen Duy, Nguyen Phuc, Nguyen Van, Le Xuan families...

Learning from the experience of Thieu Ngoc commune, many commune and town councils in the district have also done a good job of advising local Party committees and authorities in organizing the extensive implementation of the Prime Minister's decisions as well as directive documents on planning, economics, and building a learning society at all levels, including building a learning society such as the commune councils of Thieu Vien, Thieu Phuc, Thieu Nguyen, and Thieu Hoa town... In addition to advisory work, over the years, the commune and town councils in Thieu Hoa district have also played a good role as a bridge, linking, and coordinating between local units and forces to participate in the work of promoting learning in general, the movement of building a learning society, and building learning models in particular, especially the learning society model.

In particular, to successfully build the DHHT, the commune-level HKH in the district has focused on training and instructing the heads of clans and sub-clans on the main contents and solutions for building the DHHT; at the same time, focusing on promoting the role of the heads of commune and town HKH in building the DHHT. "When the head of the commune-level HKH understands the clan, its characteristics and role, he will be able to build the content, plan, propose the right solutions, and effectively organize the movement to build the DHHT in the locality" - Chairman of the HKH in Thieu Hoa district, Nguyen Ba Hue added.

Current reality shows that the activities of science, technology, and building a learning society in clans in Thieu Hoa district are the most prominent activities compared to other learning models. Every clan has a learning promotion committee; its activities are stable and active. Most clan learning promotion committees have established operating regulations and clearly defined the responsibilities of members in participating in the clan's science and technology work. Clans that have actively and effectively operated have made an important contribution to the development of the local science and technology movement and building a learning society. Therefore, the policy of the Thieu Hoa district's learning association in the coming time is to continue promoting the role of the commune-level learning association in building a learning society. In particular, when Decision 387/QD-TTg of the Prime Minister approving the Program "Promoting lifelong learning movement in families, clans, communities, and units for the period 2021-2030" was issued with very specific criteria, setting higher requirements than the previous period, the core role of the commune-level learning association in directing and organizing implementation was given more attention.
