Promoting the role of farmers as the main subject in agricultural development, rural economy, and new rural construction

Over the years, the level, production capacity and living standards of Ha Tinh farmers have been increasingly improved. Members of the Provincial Farmers' Association have also actively participated and made important contributions, promoting their central role in agricultural and rural development, especially in building new rural areas.

Building strong organizations and peasant class

Ha Tinh Farmers' Association organized an incense offering ceremony at the Memorial Area of ​​Uncle Ho's visit to Ha Tinh (Ha Tinh City).

In each period, the work of educating political ideology, ethics, culture, and lifestyle for members has always been focused on by farmers' associations at all levels. In the 2018-2023 term, associations at all levels focused on disseminating resolutions of Party congresses at all levels, the province's political tasks; policies to encourage agricultural and rural development associated with building new rural areas for 1,516,300 people.

Propaganda and political and ideological education work is regularly innovated and deepened; propaganda forms are diverse, rich, and easy to access; propaganda content is concise, easy to listen to, easy to understand in many forms, suitable for members and farmers. Particularly, the 5th "Farmers' Competition" in 2022 was organized from the grassroots to the province to ensure progress and quality, participating in the national competition with good results.

The organization and development of the association has been given attention in both breadth and depth. During the term, the association admitted 23,171 members, bringing the total number of members in the province to 227,479, accounting for 86.7% of farmer households; established 653 association groups and 29 professional branches with effective operations.

The work of helping poor households is also directed by the association at all levels, annually mobilizing resources to support the repair and construction of new houses, and giving gifts to policy families and households with special difficulties.

In general, the propaganda and mobilization work has helped cadres, members and farmers to be aware of and comply with the Party's guidelines and policies, the State's policies and laws; especially, they have accessed and benefited from the mechanisms and policies of the Central and the province on encouraging agricultural and rural development and building new rural areas. The work of building and consolidating the association's organization has contributed to developing and improving the quality of members, the number of strong and excellent association bases has increased; many association officials at all levels have matured. The Provincial Farmers' Association has increasingly affirmed its position in the political system, promoting its role as a representative of the peasant class.

Mobilizing and supporting farmers to develop agriculture and build new rural areas

During the past term, members and farmers donated 16,322 ^m2 of land, contributed 199,450 billion VND, and over 1,588,200 working days to build new rural areas.

In recent times, the Association at all levels has continued to develop and improve the efficiency of the Farmers' Support Fund, with an average growth rate of 49.6% per year (the total outstanding debt of the fund in the province reached 55,841 billion VND). Continue to effectively implement the program of coordination with credit institutions to provide capital to farmers. As of September 2023, the total outstanding debt of banks reached 4,990 billion VND. Directly and jointly organize vocational training for 16,702 workers; combine training with the provision of input materials for production, support the establishment of production groups, cooperatives... to help farmers have new jobs, consolidate traditional jobs, and promote effective production and business development.

At the same time, providing fertilizer services, seeds, animals and all kinds of materials, equipment and machinery for agricultural production to people with the method of deferred payment to ensure quality. The Provincial Farmers' Association also issued a project "Building a chain of safe agricultural product stores in Ha Tinh province in the period of 2019-2023". Up to now, the whole province has 27 safe agricultural product stores associated with the movement against plastic waste. Thanks to that, members and farmers have actively transformed the structure of crops, livestock and production towards concentration and high technology application.

In localities, many large-scale models have generated an income of over 1 billion VND/year. On average, every year, 87,422 households have achieved the title of excellent production and business at all levels; many outstanding farmers have been awarded the Labor Medal by the President; the Prime Minister, the Vietnam Farmers' Union, and the Provincial People's Committee have awarded certificates of merit; 6 farmers have been awarded the title of "Outstanding Vietnamese Farmer" by the Central Association.

In particular, members and farmers have been highly aware of their roles and responsibilities, voluntarily donating land, trees, contributing money and working days to build rural infrastructure, welfare works, and traffic works; focusing on building model gardens, renovating household gardens, building ecological garden houses, ecological residential clusters, civilized ecological villages, model residential areas, and model residential groups; and effectively implementing the OCOP program.

During the term, the association at all levels mobilized farmers to donate 16,322 ^m2 of land, contributed more than 199.4 billion VND, over 1,588,200 working days, repaired and renewed 1,257 km of rural roads; solidified 2,432 km of canals, 3,543 bridges and culverts; renovated 56,950 household gardens; supported the construction of 6,375 model gardens; trimmed and planted 410.8 km of green fences, 713.2 km of flower beds; built 2,065 "bright, green, clean, beautiful" roads and self-managed roads; participated in the construction of 1,296 model residential areas...; supported families to build 12,500 domestic wastewater treatment pits; 1,398 collection and treatment points for pesticide packaging in the fields, 4,728 compost pits...

Transforming agricultural production thinking into agricultural economics

Leaders of the Central Farmers' Association and provincial leaders highly appreciated the safe agricultural product store chain of the Ha Tinh Farmers' Association.

In the 2023 - 2028 term, with the spirit of "Solidarity - Creativity - Cooperation - Development", Ha Tinh farmers continue to promote the spirit of innovation and creativity, the aspiration to become rich; solidarity, mutual love, mutual support and assistance in agricultural development, rural economy and new rural construction.

Promoting the role of the organization, the Ha Tinh Farmers' Association will develop programs, plans, organize training courses, and provide members and farmers with knowledge about ecological, organic, circular, smart agriculture, environmental protection, proper use of machinery, fertilizers, and pesticides in production; apply science and technology, economics, markets, laws, digital transformation, and digital economy; equip farmers with production, marketing, sales, information technology, and public service skills; improve the qualifications and capacity to participate in the market and manage farmers' members, farm owners, and cooperatives of farmers' members.

In the coming term, farmers' associations at all levels will focus on training, fostering knowledge, improving qualifications and skills for good farmers and excellent farmers who have the capacity to strive to become Chairman of the Board of Directors and Director of the Cooperative.

Enhance responsibility to the community; agricultural production is associated with environmental protection and meets food safety and hygiene standards.

In particular, propaganda, dissemination to raise awareness and mobilize members and farmers to participate in implementing action programs, plans to implement national target programs for the period 2021-2025, the Pilot Project to build Ha Tinh province to meet NTM standards for the period 2021-2025.
