Based on that historical reality of great political significance, in 1999, on the occasion of the 50th anniversary of the day Uncle Ho wrote the article "Mass Mobilization", the Politburo (VIII tenure) decided to take October 15 every year as "Mass Mobilization Day of the whole country". In 2000, the Politburo (VIII tenure) decided to take October 15, one of the days of the first Party Central Committee Conference, as "The Party's Traditional Day of Mass Mobilization". Since then, October 15 every year has entered the political life of our Party and People, encouraging and reminding cadres, party members, civil servants, public employees, cadres doing mass mobilization work of the Party and the political system to well implement the Party's policies and Uncle Ho's teachings on mass mobilization work.
Implementing the teaching of President Ho Chi Minh: "The people's strength is very large. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful", in recent times, the political system in the province has always thoroughly grasped this viewpoint in leading and directing mass mobilization work; considering mass mobilization work as both a premise and a driving force to promote socio-economic development, ensure security and national defense, contributing to strengthening people's trust in the leadership of the Party and the management and administration of the State.
2023 is the third year of implementing the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses at all levels, term 2020 - 2025. The mass mobilization system in the province has focused on propagating and mobilizing all classes of people to unify awareness and action, creating consensus in the entire political system, determined to successfully implement the goals and tasks set out for the year.
In the first 9 months of 2023, despite many difficulties, under the leadership of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee, our province has achieved comprehensive results in all fields: Economic development, GRDP estimated at 6.84%; new rural construction continues to be promoted; tourism and services recover, playing an important role in the overall growth of the province. Culture - society, social security are ensured, people's lives are improved and raised. The work of receiving people, handling complaints and denunciations, preventing and combating corruption and negativity has many positive changes; local defense and military are strengthened; political security, social order and safety are ensured. Party and government building work is deployed synchronously, comprehensively and effectively; the political system is increasingly consolidated.
The above achievements have a very important contribution from mass mobilization work, notably: The Provincial Party Standing Committee, the Provincial Party Standing Committee and party committees at all levels have strengthened mass mobilization work. Focusing on leading and directing all levels and sectors to deploy many activities towards the grassroots, taking care of implementing social security policies well; preventing and fighting epidemics, focusing on promoting production, developing the socio-economy, attracting investment, building advanced new rural areas, model new rural areas; implementing democracy regulations at the grassroots level; Continue to seriously implement documents of the Central and the province on mass mobilization work in conjunction with the implementation of the 2023 Working Theme of the Provincial Party Executive Committee "Maintaining discipline, enhancing responsibility, innovation, creativity, efficiency, and substance" and Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality, and lifestyle".
The Provincial Party Standing Committee has issued 29 documents on leadership and direction in the implementation of mass mobilization tasks in the province. Organized a review of 10 years of implementing Resolution No. 25-NQ/TW of the 11th Party Central Committee and 5 years of implementing Conclusion No. 43-KL/TW of the Secretariat on continuing to implement Resolution No. 25-NQ/TW on "Strengthening and innovating the Party's leadership over mass mobilization work in the new situation"; reviewed 10 years of implementing Decision No. 218-QD/TW, dated December 12, 2013 of the 11th Politburo on promulgating the Regulation on the Vietnam Fatherland Front, socio-political organizations and the People participating in giving opinions on Party building and government building; summarized the emulation movement associated with praising models and typical examples of "Skillful mass mobilization", period 2021 - 2023; Summary of 3 years of implementing the Project "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021 - 2025"...
The mass mobilization work of the authorities at all levels has been strengthened and has many changes. People's Councils at all levels continue to innovate and improve the quality of meetings and voter contact activities; collect opinions from all levels, sectors and the people before issuing important resolutions and projects. Timely concretize the Party's guidelines and policies in economic development, implementation of social policies, poverty reduction, administrative procedure reform, settlement of complaints and denunciations of citizens, and increase direct dialogue with the people.
People's Committees at all levels have well implemented the coordination regulations with the Mass Mobilization Committee, the Vietnam Fatherland Front and other organizations; strengthened the direction of implementing the democratic regulations in all types of organizations... Cadres and soldiers of the province's armed forces have always actively participated in and well implemented mass mobilization work, strengthened the relationship between the army and the people; well performed the task of economic development in parallel with strengthening national defense and security; mobilized young people to join the army, ensuring the annual military recruitment target; well implemented the military rear policy, fought against crime, maintained political security and social order and safety. Religious and ethnic affairs continue to receive close and regular leadership and direction from Party committees and authorities; religious and belief activities take place normally, in compliance with the provisions of law; the people's freedom of belief and religion is guaranteed. Religious people actively participate in responding to patriotic emulation movements launched by all levels and sectors. Many major religious events have received attention from local authorities, creating conditions for them to be organized solemnly and successfully.
The content and methods of operation of the Vietnam Fatherland Front, socio-political organizations, and mass organizations continue to be innovated in the direction of being close to the grassroots; taking care of the interests of union members, association members, and the people; promoting the role of prestigious people in the community; diversifying forms of gathering, attracting a large number of people from all walks of life to actively respond to patriotic emulation movements, focusing on specific and practical tasks associated with the implementation of the socio-economic development program and new rural construction of the province; promoting social, humanitarian, and charitable activities; building a great national unity bloc.
The Provincial Party Committee's Mass Mobilization Committee has performed well its functions of advising, orienting, inspecting, urging, and promoting its role as a center for coordinating with departments, branches, sectors, the Fatherland Front, unions, districts, and cities in propagating and mobilizing the people, and implementing many important tasks.
The activities of the Provincial Party Committee's Mass Mobilization Committee, district-level mass mobilization committees, grassroots mass mobilization blocs and mass mobilization groups in villages, hamlets and streets have closely followed the Party Committee's work program; proactively, creatively, identified key tasks for each quarter of the year; focused on directing and organizing the implementation of new and difficult tasks such as: mass mobilization work in site clearance, poverty reduction, building advanced new rural areas, model new rural areas, mobilizing the establishment of political and social organizations in enterprises, implementing civilized tourism, civilized weddings, funerals and festivals; advising on the effective implementation of the emulation movement "Skilled Mass Mobilization" with many new forms, spreading and achieving practical results (In the period of 2021 - 2023, the whole province had 1,635 models, typical "Skilled Mass Mobilization" registered and built)... contributing to innovation, improving the effectiveness of mass mobilization work, well implementing the goals of socio-economic development, maintaining security, national defense and building the political system in the province.
To continue promoting those results and achievements, in the coming time, mass mobilization work in the province needs to focus on the following key tasks:
Firstly , advise the Party Committee to lead, direct, inspect, summarize, and effectively implement documents of the Central and the province on mass mobilization work, focusing on: Regulation No. 09-QC/TU, dated October 29, 2021 of the Provincial Party Committee Standing Committee on mass mobilization work of the political system of Ninh Binh province; Project of the Provincial Party Committee Standing Committee on "Improving the quality and effectiveness of mass mobilization work in Ninh Binh province, period 2021 - 2025"; Plan No. 26-KH/TU, dated June 24, 2021 of the Provincial Party Committee Standing Committee on implementing the emulation movement "Skillful mass mobilization" for the period 2021 - 2025 in conjunction with patriotic emulation movements and campaigns launched by all levels and sectors; Circular No. 05-TT/TU, dated December 2, 2021 on "Strengthening the Party's leadership over mass mobilization work of State agencies at all levels of Ninh Binh province" associated with the implementation of the annual working theme of the Provincial Party Executive Committee and Conclusion No. 01-KL/TW of the Politburo on continuing to implement Directive No. 05-CT/TW dated May 15, 2016 of the 12th Politburo "On promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle".
Second , continue to innovate and improve the effectiveness of mass mobilization work; promote the combined strength of the entire political system to continuously improve the material, cultural and spiritual life of the people, contributing to the goal of poverty reduction, new rural construction, and improving the quality of life of the people. Do a good job of grasping the situation of the people, the situation of the grassroots, the situation of religion and ethnicity; mobilize all classes of people to strictly comply with the Party's guidelines and policies, the State's policies and laws; promptly coordinate to advise on solving problems arising right at the grassroots level. Propaganda and mobilization of cadres, party members, union members, association members and people of all walks of life to create consensus and strictly implement documents of the Central Committee, Resolution No. 16-NQ/TW, dated August 23, 2023 of the Provincial Party Executive Committee and Plan No. 138-KH/TU, dated August 23, 2023 of the Provincial Party Standing Committee on the arrangement of administrative units at district and commune levels in Ninh Binh province, period 2023 - 2030. Strengthen propaganda and mobilization to establish socio-political organizations in non-state enterprises.
Third , improve the quality of activities of the Vietnam Fatherland Front and socio-political organizations with a focus on grassroots, locality, building and consolidating the organizational apparatus. Continue to effectively implement regulations and coordination programs between the government and the Mass Mobilization Committee, the Vietnam Fatherland Front, and socio-political organizations. Advise and direct the improvement of the effectiveness of mass mobilization work of the government and armed forces; focus on socio-economic development; carry out poverty reduction, build new rural areas, civilized urban areas, reform administrative procedures; implement the Grassroots Democracy Regulations, the Law on Grassroots Democracy Implementation and the Decree guiding the Law on Grassroots Democracy Implementation; ensure political security, social order and safety, pay attention to the work of receiving people, handling complaints and denunciations of citizens; enhance the responsibility and awareness of serving the people of cadres, civil servants and public employees.
Fourth , implement well the policy towards ethnic and religious people; take care of training, fostering, arranging, using, and improving the quality of cadres doing religious and ethnic work; propagate and mobilize religious people to actively participate in patriotic emulation movements, strictly comply with the State's laws on belief and religious activities; discover, help, foster, and introduce outstanding people who are religious and ethnic minorities to consider for Party admission. Build and promote the role of core forces in religions, prestigious and typical people among ethnic minorities.
Fifth , each mass mobilization officer must constantly cultivate and train; constantly improve political capacity and professional qualifications to meet the requirements of consulting, proposing and organizing implementation; concretize mass mobilization work, have the qualities of "thinking, seeing, listening, walking, speaking, and doing" as taught by President Ho Chi Minh. 2023 is a very important year in completing the targets according to the Resolution of the Party Congress at all levels. Mass mobilization work has made important contributions to the overall results of the province. This is the result and also valuable experiences and lessons, a motivation for those doing mass mobilization work to continue to unite, be responsible, constantly innovate, be creative, strive to perform their tasks well, contributing to the successful implementation of the Resolution of the Party Congress at all levels, term 2020 - 2025.
