Promoting the 195-year tradition of land reclamation, striving to build Kim Son into a new growth pole of the province.

Following the footsteps of pioneers

Kim Son is an open land located between two rivers, Can River and Day River. Before 1828, this place was still a deserted beach, full of reeds. Originating from the compassion for the people, "reclaiming land to settle the poor people"; with a far-sighted, timely and scientific vision, at the end of the year of Mau Ty (1828), after completing the reclamation work to establish Tien Hai district, Thai Binh province, at the meeting on October 1, Mau Ty year (1828), Dinh Dien Su Nguyen Cong Tru proposed the policy of reclaiming coastal land in Yen Mo and Yen Khanh districts of Ninh Binh town and was approved by King Minh Mang.

After just over 5 months, with the experience and organizational talent of Nguyen Cong Tru, together with the chiefs, the chiefs and 1,260 men, they measured and reclaimed 14,600 hectares and basically defined the villages and hamlets as the basis for establishing the district. On that basis, on Binh Than day, Thanh Minh festival, March of Ky Suu year, Minh Mang 10th year (1829), that is, April 5, 1829, Kim Son district was established by the Nguyen Dynasty with 3 ly, 22 hamlets, 24 camps and 4 giap, divided into 5 cantons, the district capital was located in Quy Hau village, Hung Tien commune today.

Kim Son district was born as a result of land reclamation. It was a process of struggling with the harshness of natural conditions (salty soil, tidal impact, lack of fresh water), difficulties and shortages of all kinds, not only in the early days of establishment but also when the villages and hamlets were formed. With their own intelligence and strength, and that of the community, Kim Son people sweated, steadfastly fought, overcame, and created a new prosperous countryside, the new district - Kim Son with the meaning of "Golden Mountain".

Promoting the tradition of those who pioneered the land, over the past 195 years, the people of Kim Son have steadfastly fought and struggled with harsh nature, successfully carrying out 9 dikes to reclaim land from the sea, increasing the natural area of the district by more than 4 times compared to the first day of its establishment, with a total area of 239.78 km2.

Thus, after the times of building dykes to reclaim land from the sea and continuing the land reclamation work, with so much sweat, effort, blood and tears, generations of Kim Son people have overcome the harshness of wind and water to create miracles before nature, leaving behind for future generations extremely valuable achievements.

The tradition of bravery, resilience, dynamism and creativity of our ancestors has been highly promoted by generations of Kim Son people, together with the whole country, embellishing the glorious history of the nation, both fighting to defend the country and building the homeland.

If in the two resistance wars against the French colonialists and the American imperialists, the cadres, people and armed forces of the district, many units and children of Kim Son were proud to be awarded the noble title of Hero of the People's Armed Forces by the State; thousands of individuals, groups and families were awarded Orders, Medals and Certificates of Merit by the Fatherland, then in the process of building the homeland, many units of Kim Son also rose to become the leading flag of Ninh Binh province and the North such as: Duong Diem agricultural cooperative, Hoi Ninh commune - the leading unit in the North in terms of rice productivity reaching 5 tons/ha; the cultural supplementary movement of Kien Trung commune (Kim Chinh today) ranked first in the North, and was awarded a flower basket by President Ton Duc Thang; the movement of teaching elementary classes in Luu Phuong commune ranked first in Ninh Binh province. In particular, the movement "Singing to drown out the sound of bombs" was widely developed throughout the district...

Comrade Tran Xuan Truong, Chairman of Kim Son District People's Committee said: Inheriting and promoting tradition, along with the general development of the renovation process and the achievements of more than 30 years of re-establishing the province, the Party Committee, government and people in the district have enhanced their mettle, solidarity, overcome difficulties, applied creatively, in accordance with specific conditions, steadily moved forward and achieved relatively comprehensive results.

Since 2010, the District Party Committee, People's Council and People's Committee have had many policies and solutions, issued many specialized resolutions on agricultural economic development; economic structure and production value have shifted quickly and effectively; the district has always been the leading district in the province in terms of rice productivity.

Since 2021, ST25 rice variety has been successfully produced organically in Chat Binh commune, with a yield of 69.4 quintals/ha; annual aquaculture and seafood output reaches over 36,000 tons.

In 2023, the production value per hectare of agricultural land will reach 200 million VND, an increase of 113 million VND compared to 2010; the average income per capita of the whole district will reach 61 million VND/year, 5 times higher than in 2010; the poverty rate of the district has now decreased to below 1.5%. Notably, the new rural construction movement, like a breath of fresh air blowing into the countryside, has been supported by cadres, party members and the people.

In more than 10 years (2010-2022) of implementing new rural construction, cadres, party members, people, organizations and enterprises have contributed more than 130 billion VND in cash, over 100,000 working days, donated over 90 hectares of land, dismantled over 1,000 square meters of fences... to build roads, build cultural houses, playgrounds, renovate fields... Culture and society have made many advances, grassroots cultural institutions have received attention for investment and upgrading.

Up to now, the whole district has 100% of schools meeting national standards level 1, 26 schools meeting standards level 2; 100% of communes, towns, villages, hamlets, blocks, and streets have cultural houses and general sports areas. The work of preserving and promoting historical and cultural values has been implemented. The whole district has 6 national historical and cultural relics, 33 provincial historical and cultural relics. Social security is guaranteed, the rate of people participating in health insurance in 2023 is 92.15%.

Solidarity between Catholics and non-Catholics in the district continues to be promoted. Kim Son district is a bright spot in the cornea donation movement, with the participation of a large number of people, especially Catholics. By the end of 2023, Kim Son had over 12,560 people registered to donate corneas after death, with over 422 cornea donors, leading in the number of donors nationwide. It has been recognized and commended by the State, Government, and Ministry of Health as the leading unit nationwide.

Comrade Mai Khanh, Provincial Party Committee member, Secretary of Kim Son District Party Committee affirmed: Promoting the tradition of 195 years of land opening and revolutionary heroism, in the period of national peace and unity and especially in the period of renovation, the Party Committee, army and people of Kim Son district always strive to overcome difficulties and challenges, taking the lead in implementing socio-economic development tasks.

Party building work is focused on and implemented synchronously. The effectiveness and efficiency of management and administration of People's Councils and People's Committees at all levels increasingly meet requirements; the content and methods of operation of the Fatherland Front and mass organizations are focused on, making an important contribution to strengthening the great national unity bloc.

Political security, social order and safety are ensured; democracy is promoted; people are excited and trust in the leadership of the Party and the government apparatus at all levels. In 2012, the Party Committee, army and people of Kim Son district were honored to receive the Third Class Independence Medal from the President. In 2023, Kim Son district successfully organized the Ceremony to announce the Prime Minister's Decision recognizing the district as meeting new rural standards, completing 2 years ahead of the plan assigned by the province.

Those results are the foundation and motivation for the district to move forward, step strongly and firmly on the path of industrialization and modernization of the country in the coming time.

Striving to become the new growth pole of the province

In response to the requirements of the country's industrialization and modernization, especially with the position and role of the district in the overall stability and development of the province, according to Comrade Mai Khanh, Member of the Provincial Party Committee, Secretary of the Kim Son District Party Committee, in the coming time, Kim Son district will closely follow the leadership and direction documents of the Central Government and the province, especially the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050; Resolution No. 11-NQ/TU, dated June 26, 2022 of the Provincial Party Committee on sustainable development of the Kim Son coastal economic zone, period 2022-2030...

Continue to focus on doing well the work of building the Party and the political system; lead and direct the completion of the arrangement of commune-level administrative units in the district, period 2023-2030. Along with that, accelerate the urbanization process, gradually perfect the criteria to build Kim Son into a Type 4 urban area in the direction of ecology rich in identity. In particular, the key breakthrough task identified in the Provincial Planning is: "Focus on developing the economy of the coastal area of Kim Son to become the driving force, space and new growth pole of the province".

To achieve this goal, Kim Son district will soon complete the master and detailed planning, as a basis for mobilizing resources, attracting investment in building modern and synchronous infrastructure; reorganizing production towards high-tech agriculture, developing marine economy associated with protecting the ecosystem of the World Biosphere Reserve on the basis of green growth, exploiting and promoting potential advantages to shift economic structure, increase the proportion of trade and services; attracting investment in clean technology projects, environmentally friendly, renewable energy projects, forming coastal resort urban areas. In addition, building a rich cultural and spiritual life, urban civilization, as well as a public administration "dedicated to the people", along with preserving the beautiful landscape, cultural characteristics, and unique character of the people and coastal countryside of Kim Son...

The 195-year tradition of construction and development, with the valuable achievements, is the motivation for every cadre, party member and people of all walks of life in Kim Son district to be proud and confident that the Party Committee, army and people in the district will unite, strive to overcome all difficulties and challenges, continue to achieve even greater achievements in the coming period, build Kim Son politically strong, economically rich, strong in national security and defense and beautiful in cultural lifestyle, worthy of the glorious tradition of the homeland in nearly 200 years of construction, fighting and growing up.
