Currently, localities across the country are urgently seeking public opinions on the arrangement of administrative units. Hanoi Moi Newspaper interviewed Associate Professor, Dr. Nguyen Chi My, former member of the Standing Committee of the City Party Committee, former Head of the Propaganda Department of the Hanoi Party Committee, about the historic decisions of the Central Government and the urgent arrangement of administrative units.

- Could you please share your thoughts on the 11th Central Conference and the recent important decisions?

- The 11th Central Conference has special historical significance, with revolutionary decisions on continuing to reorganize the political system, reorganize administrative units and organize two-level local governments.

The conference resolution was issued with the arrangement of the provincial level to 34 administrative units, eliminating the district level and reducing the commune level by 60-70%. This is an unprecedented step, paving the way for many major changes.

- As someone who has a very close grasp of the practical situation of Hanoi Capital, including nearly 17 years of Hanoi adjusting its administrative boundaries. In your opinion, what is the significance of this administrative reorganization?

- I think that the 11th Central Conference has gone beyond the nature of a normal conference, when it carries out a great mission for the country and the people. These decisions not only have short-term impact, but also shape the future of the country in the long term to come.

I fully support and agree with the Central Committee on the viewpoint that reorganizing administrative units is not simply about reducing focal points and streamlining the apparatus to save budget; although this is an inevitable requirement because more than 70% of the State budget is used for regular expenditures, which is too large. However, more importantly, reorganizing administrative units opens up new development space, or as General Secretary To Lam said, it opens up a new situation in national development.

Before 2008, Hanoi had only over 900km2 , the shirt was too tight, not enough space for the city to develop comprehensively, worthy of the position and role of the Capital; not only in terms of economy, but also in terms of standing, or ensuring national defense and security tasks were also difficult.

With a cramped space, it is difficult to implement development investment strategies, carry out industrialization and modernization. Nearly 17 years of implementing Resolution No. 15/2008/QH12 dated May 29, 2008 of the 12th National Assembly on adjusting the administrative boundaries of Hanoi city and some related provinces, as we can see, the merger not only helps to streamline the apparatus, but also creates a new mindset, stature and development conditions for Hanoi. Up to now, we have clearly seen the development of Hanoi with its position and role; the fields of politics, economics, culture, society, science and technology, education and training, innovation, national defense and security have all had new developments, affirming their position, contributing and spreading, leading the whole region and the whole country to develop.

With the plan to reorganize to 34 provinces and cities as in the Resolution of the 11th Central Conference, we can clearly see the meaning of expanding development space. New provinces with both mountains and seas such as those in the Central region and the Central Highlands are opportunities for comprehensive development within a single province.

- The upcoming Resolution 11 of the Central Committee will be institutionalized and put into practice. When reorganizing administrative units, what should we pay attention to in order to ensure solidarity and harmony among cultural regions so that we can look in the same direction, comrade?

- I think we must promote and promote the tradition of patriotism, the tradition of great national unity, along with pride in history, culture, and the heroic fighting spirit that has created the character of the Vietnamese people and nation. When everyone keeps that in mind, no matter which region we live in or how we develop, in the end, we still share the same foundation, which is pride in the Vietnamese people. If we can do that, each region and each person will work together for the common good, making their homeland and the land they are attached to more radiant, thereby creating a common spirit for the whole country.

- When merging localities, some opinions are concerned about preserving and developing culture. What does the practical experience of merging Hanoi - Ha Tay show from this perspective, comrade?

- Nearly 17 years after Ha Tay province, Me Linh district and 4 communes of Luong Son district, Hoa Binh province merged into Hanoi, not only me, but perhaps everyone can see that the culture in general and the cultural identity of each land in particular not only did not disappear, but also became richer. Like the culture of Xu Doai, Son Nam Thuong, even the culture and unique identity of Me Linh people or 4 communes of Luong Son district did not wither, but the mutual support made it richer, more diverse, and more developed.

- When arranging some province names, district, ward and commune names may no longer be used. Some people express regret, some even consider it as “losing their homeland”. What do you think about this?

- When naming, some old names no longer exist, and to think that we have lost our homeland is an incorrect way of thinking. Because, no matter what the homeland is, all the realities of life, the realities of the identity of that province, of that homeland are still preserved and developed. Not only that, the future is certainly the small homeland of each person and our homeland Vietnam will develop better, richer, and more abundant.

- In addition to understanding and consensus, for the revolution to streamline and streamline the apparatus to succeed, is it necessary to have a spirit of willingness to share and sacrifice from those involved, especially the cadres and party members, comrade?

- Reorganizing the political system, reorganizing administrative units and organizing local governments at two levels will certainly not avoid conflicts with personal interests. Reducing the number of people in positions will reduce a lot, many comrades will have to retire early, those in one position will have to move to another, or those in a high position will have to move to a low position...

However, as I said above, this is the time for us to promote our patriotism to make revolution together, for the country and for the people. Therefore, in my opinion, more than ever, cadres and party members must set an example of being ready to sacrifice personal interests; must put the interests of the nation and people above all else to contribute to the success of the revolution.

After all, one of the unique and consistent qualities of cadres and party members is the quality of sacrifice, for the community, society, the nation, and the country. I think that if a party member does not dare to sacrifice for the common good, where will he get the qualities to distinguish himself from the masses? This is the time to promote the highest sense of responsibility and the awareness of setting an example among cadres and party members, thereby spreading and creating strong consensus in society.

I believe that this revolution will certainly succeed, creating new momentum and strength for the country to develop and move forward.
