Identifying internal resources as important, the Dak Nong Provincial Party Committee has focused on promoting and mobilizing internal resources to serve socio-economic development. As a result, in 2022, the total social investment capital reached VND 19,280 billion, an increase of 14.5% compared to 2021 (the Resolution is VND 17,780 billion); mobilizing local budget sources of VND 1,192.73 billion for development investment; vocational training for 5,766 people - far exceeding the Resolution target. Dak Nong's PCI index increased by 8 ranks, the administrative reform index increased by 10 ranks, and the digital transformation index increased by 13 ranks. Industry has developed and grown quite well, contributing positively to the economic restructuring of the province; the industrial production index and industrial production value reached and exceeded the set plan; Add 06 wind power projects, total capacity of 430MW to the National Power Development Plan; initially form a key industrial zone for alumina and aluminum refining of the country. The general disbursement rate for the whole year of 2022 is completed. Supplement and complete the draft final report of the Dak Nong Provincial Planning for the period 2021 - 2030, with a vision to 2050. The province has a plan to arrange counterpart capital to work with Binh Phuoc province and central ministries and branches to implement the Gia Nghia - Chon Thanh expressway project.
With the motto of "enterprises come, Dak Nong is happy", thanks to the dynamism of the provincial leaders and the determination to improve the investment environment, many large corporations and enterprises (TKV, Hoa Phat, Sun Group, Sovico, Viet Phuong, Duc Giang...) have come to survey, propose and are implementing steps to request investment policies for projects with large scale and capital in the alumina industry - aluminum smelting - renewable energy, high-tech agriculture and tourism. The bright spot in the field of investment attraction is that 13 projects from non-budgetary sources have been approved for investment policies with a total registered capital of 1,043 billion VND.
The achievements from the efforts, innovation and creativity of the entire Party Committee, government and people of Dak Nong are demonstrated first of all by the fact that 13/13 groups of targets set out in the Resolution have all been achieved and exceeded. The epidemic is under control; the growth rate of total product in the area - GRDP is estimated to increase by 7.76% (Resolution 2022 sets out 7.5%); industrial production index increases by 11% compared to 2021; GRDP per capita reaches 59.81 million VND (Resolution 2022 sets out 52.86 million VND); state budget revenue reaches 3,475 billion VND (Resolution 2022 is over 3,000 billion VND). Basic construction investment is focused on implementation, prioritizing 06 key projects to celebrate the 20th anniversary of the province's establishment. Invested in 70km of road, increasing the asphalt rate of the whole province from 66% to 67.5%; 02 industrial parks attracted good business operations; approved the investment policy of Nhan Co 2 Industrial Park with an area of 400 hectares; urbanization rate reached 28%.
Key provincial agricultural products have initially affirmed their leading role in the economic structure of the agricultural sector, with 23 key products; 60 OCOP products recognized, 4 high-tech agricultural zones with an area of about 2,400 hectares; over 26 thousand hectares of various crops have been organized for certified production.
Through the successful organization of the 20th International Conference on Volcanic Caves, the Mass Arts Festival, the Folk Song Festival of the Province's Ethnic Groups, etc., the province's natural resources, landscapes, and geology, especially the Dak Nong UNESCO Global Geopark, have been promoted; traditional cultural values have been preserved and promoted. Through that, the spirit of solidarity, pride, and the will to rise up of the ethnic groups, joining hands and contributing to building the homeland, has been aroused. This is also an important basic condition for developing geological tourism, combined with learning and exploring indigenous cultural values, realizing tourism potential - one of the three breakthroughs of the province.
With the tradition of "humanity, humanity, and affection", leaving no one behind, the Provincial Party Committee and Government have mobilized internal and external resources, from the business community and philanthropists outside the province to care for poor households and policy beneficiaries in the province, deeply demonstrating the spirit of humanity and kindness. Thanks to that, the poverty rate of the whole province has decreased by over 3%, and the poverty rate of local ethnic minority households has decreased by over 5%.
The year 2022 also marked a strong innovation in leadership and direction methods; management style, action, and determination with the spirit of "dare to think, dare to do, dare to take responsibility for the common interest", "serve the people" of the 12th Provincial Party Committee. The Party Committee always innovates itself, looks straight at the truth, takes strong measures to overcome limitations and weaknesses, eliminates barriers, with the motto "there are no forbidden areas in preventing and fighting corruption and negativity" to build a clean and strong Party and political system, on par with the requirements of tasks in the new situation, proactively creating a favorable environment and conditions for Dak Nong to develop rapidly and sustainably. The image of leaders of Party committees and authorities from the province to the grassroots regularly meeting, dialogue, contacting, listening to the opinions of people and businesses, sharing difficulties with the people, together removing obstacles, creating conditions for the business community to produce and do business, thereby building the image of a government apparatus determined to innovate, serving the people.
2023 is a very important year, the 20th anniversary of the establishment of Dak Nong province, persistently pursuing the set goals, with a strategic vision, arousing and promoting more strongly the revolutionary tradition, patriotism; the spirit of initiative and creativity; the sense of self-reliance, self-strengthening and strong will to rise of cadres, party members and people, the Party Committee, government and people of all ethnic groups are determined to surpass themselves, soon keep pace with other provinces in the region; creating important preconditions for Dak Nong to become a fairly average province in the Central Highlands by 2025.
To soon realize that goal, it is necessary to consistently mobilize, exploit and effectively use resources, promote internal resources, and actively attract external resources for the province's development process. In which, internal resources play an important role, external resources are a breakthrough, turning resources into development drivers.
First of all, the process of mobilizing and allocating resources needs to closely follow the perspective of Dak Nong's development in the period of 2021 - 2030, with a vision to 2050: rapid, sustainable and comprehensive economic development on the basis of concentrating resources to develop industries and fields with potential and competitive advantages. Economic development with the aim of bringing people a prosperous and happy life. Economic development goes hand in hand with preserving the cultural values of ethnic groups. Development is based on the main pillars and focuses: investment, attracting investment in synchronous infrastructure, driving force for the economy to take off; developing high-quality human resources in both the public and private sectors; alumina smelting industry, aluminum smelting and post-aluminum processing and manufacturing; large-scale, high-quality and high-value agriculture, in the direction of applying high technology and adapting to climate change; develop tourism on the basis of promoting natural advantages, unique cultural values and Dak Nong UNESCO Global Geopark.
The process of mobilizing and allocating resources needs to closely follow the development perspective of Dak Nong in the 2021 - 2030 period, with a vision to 2050: rapid, sustainable and comprehensive economic development on the basis of concentrating resources to develop industries and fields with potential and competitive advantages.

For natural resources, it is necessary to continue to shape a strategy for smart use in conjunction with ecological environment protection, land reclamation and greening of completed bauxite mine areas. Research and gradually apply circular economy in the alumina and aluminum smelting industry, the core of which is the application of science and technology to optimize the use of natural resources, limit harmful emissions, save resources, and protect the ecological environment.
Restructuring the agricultural sector towards sustainable development; improving the quality and competitiveness of agricultural products associated with the value chain, building new rural areas; protecting the ecological environment; increasing farmers' income; moving towards green agriculture adapting to climate change and international integration.
With its own comparative advantages, Dak Nong needs to prioritize accelerating the completion of upgrading and investing in the construction of strategic traffic works, increasing connectivity, thereby better promoting its outstanding advantages, especially the Gia Nghia - Chon Thanh expressway, upgrading National Highway 28 and National Highway 14C.
For the values, cultural resources, will, and aspirations of Dak Nong people, they need to be aroused, activated, and motivated for sustainable development. Historical and cultural relics need to be systematically planned for each space and landscape, associated with conservation and promotion, aiming to serve tourism development, promote the image, brand, and identity of the locality at home and abroad. Intangible cultural heritages need to be carefully studied to serve the tourism economy more effectively.
Regarding institutional, human, scientific and technological resources, these are factors that have a constructive meaning, ensuring the rapid and sustainable development of the locality. Thanks to drastic measures, bottlenecks for development such as PCI and Par Index have been significantly improved, bringing positive effects to nearly a dozen large enterprises and corporations that have come to Dak Nong to seek investment opportunities in the past year. In the coming time, it is necessary to persevere in administrative reform, improve the investment environment, promote digital transformation in all fields, create stronger breakthroughs, to attract investment in the three growth pillars of the province.
The development planning of Dak Nong province will be implemented according to the orientation of "One center", "Two routes", "Three pillars", "Four regions".

In order to exploit, attract and reasonably allocate the main resources analyzed above, with a strategic vision and high practicality, it is necessary to promptly implement the Dak Nong Provincial Planning for the period 2021-2030, with a vision to 2050, immediately after being approved by the Prime Minister. Accordingly, the Dak Nong Provincial Development Planning will be implemented in the following orientations: "One heart" with Gia Nghia urban area as the center; "Two routes", with National Highway 14 and National Highway 28 as the main driving traffic routes for development. "Three pillars", with three development pillars including the bauxite - alumina - aluminum industrial complex and renewable energy; sustainable agriculture adapting to climate change associated with the market; tourism. "Four regions", with 04 key regions: The central sub-region includes Gia Nghia City and Dak R'lap district; The Eastern sub-region includes Krong No and Dak Glong districts; The Western sub-region includes Dak Song and Tuy Duc districts, the Northern sub-region includes Dak Mil urban area and Cu Jut district.
The path forward of Dak Nong is the process of continuing to inherit the noble spiritual values, the great achievements accumulated over the periods; is the convergence of "Party's will - People's heart"; along with the close direction and companionship of the central ministries, departments and branches; the support, companionship and sharing of the people and business community. To promote that process, it requires each cadre, party member, especially the leader to promote dynamism, creativity, dare to think, dare to do, dare to break through, dare to take responsibility, together create the rapid and sustainable development of Dak Nong province.
