The results of the most recent public opinion survey conducted by the Dong Nai Provincial Party Committee's Propaganda Department recorded that the percentage of cadres and party members who excellently completed the task of setting an example reached more than 15.6% and the percentage of those who well completed the task of setting an example reached more than 75%.
From individual awareness to collective action
The Dong Nai Provincial Party Committee thoroughly grasps and seriously organizes the implementation among cadres, party members, civil servants, public employees, union members, and association members of studying and following Ho Chi Minh's ideology, morality, and style in conjunction with implementing the Party's and Provincial Party Committee's regulations on exemplary responsibility, emphasizing the pioneering and exemplary role of leaders of Party committees, authorities, agencies, units, and localities. The Provincial Party Committee Standing Committee identifies the breakthrough content as promoting the awareness of "self-reflection", "self-correction", and "words go hand in hand with actions".
Therefore, every year, Party committees and authorities at all levels select pressing and prominent issues to focus on reviewing and resolving. This is also an environment and challenging conditions for heads of units and localities to affirm their mettle and leadership and management capacity. The process of practical action, studying and following Ho Chi Minh's ideology, morality and style are considered by many people as the "compass" to guide the way.
Dong Nai Provincial Customs Department has implemented the model of "disciplined, professional, and creative customs officers and civil servants, focusing on effectively implementing digital customs and smart customs". Comrade Nguyen Phuc Tho, Party Secretary and Deputy Director of the Department, said: "I pay the most attention to the sense of responsibility and solidarity in building the agency, in which the responsibility of setting an example for the leader is extremely important.
The leader himself is the one who sets the example first; setting an example here is not to build, promote the image or reward, but to be a pioneer in overcoming difficulties, striving to solve daily tasks, maintaining discipline, so that cadres and civil servants can look up to and follow. That spirit is popular among the leaders of the branches under the Customs Department today". Choosing simple things to practice learning and following Uncle Ho, Comrade Tho is considered a person who "talks less, does more", is dedicated to work, and resolutely proposes solutions to handle problems and difficulties of grassroots units as well as enterprises. For the past three consecutive years, he has been assessed as a Party member who has excellently fulfilled his tasks.
Following the example of key officials, the entire team enthusiastically responded to the model, making Dong Nai Provincial Customs Department the leading unit in the ranking of 35 provincial and municipal customs departments nationwide, with tax collection ranking fourth in the entire industry; in particular, it has shortened the time for customs clearance of goods, saved costs for businesses, and there have been almost no complaints about the service attitude and behavior of officials and civil servants. For three consecutive years, the Party organization and government of Dong Nai Provincial Customs Department have been recognized by superiors for excellently completing their tasks.
Most of the Party committees under Dong Nai province have fully recognized the significance of setting an example with specific and appropriate content in each period to always maintain ethical standards, lifestyle and promote the role and responsibility of the leader, especially in terms of demonstrating innovative thinking, dynamism, creativity, daring to think, daring to do. Setting an example is also carried out with a serious commitment to overcome the limitations and shortcomings that have been reviewed in the spirit of Resolution 4 of the Central Committee (term XII) and Conclusion of the 4th Central Committee Conference (term XIII).
As the head of the provincial Party Committee, Comrade Nguyen Hong Linh, member of the Party Central Committee and Secretary of the Dong Nai Provincial Party Committee, has set an example of a working style that is closely related to reality. He focuses on listening directly to issues arising from reality through dialogues with the people, thereby promptly directing the resolution of legitimate aspirations. That working style contributes to promoting the working spirit of the leadership team at all levels in the area, creating remarkable changes. The most obvious improvement can be seen in the field of administrative reform.
Taking the satisfaction of people and businesses as a measure of the results of public service performance, the team of "public servants" gradually formed a civilized, polite, friendly working style and manner, which is loved by the people. The rate of satisfaction in handling citizens' reflections and recommendations publicly posted on the National Public Service Portal in 2023 reached 80%; the rate of satisfaction in receiving and handling administrative procedures was 91.6%. Notably, Dong Nai province's administrative reform index in 2023 increased by 19 places compared to 2022 and ranked 32/63 provinces and cities.
Continue to make a clear change
After three years of implementing Conclusion No. 01-KL/TW dated May 18, 2021 of the Politburo, studying and following Uncle Ho in Dong Nai province has had synchronous, comprehensive and in-depth changes. According to the Provincial Party Committee's Propaganda Department, achieving these results is primarily due to the fact that local Party committees have focused on identifying key and breakthrough tasks and focused on leading and directing implementation, especially selecting pressing and urgent issues to focus on solving. Cadres and Party members have upheld their sense of responsibility, are ready to face difficulties and challenges, strive to fulfill their tasks well, and pay attention to answering and responding to the people's legitimate recommendations and aspirations. The work of propagating and spreading examples of "good people, good deeds" has had many innovations and creativity, creating persuasion and attraction throughout society.
However, in reality, there are still a number of leaders, managers, heads of agencies, units, and localities who have not really promoted their pioneering and exemplary character; still lack determination in direction and management; their working style is not scientific, not close to the grassroots, leading to inevitable confusion when facing new problems arising at the grassroots. Some cadres and party members lack exemplary qualities in cultivating and practicing ethics and lifestyle. Therefore, in order to further improve the quality of studying and following Ho Chi Minh's ideology, ethics and lifestyle, in the coming time, on the basis of lessons learned through practice, the Standing Committee of Dong Nai Provincial Party Committee continues to affirm that setting an example is one of the core contents in the spirit of "above first, below later", "inside first, outside later", "party members go first, the country follows".
Accordingly, the heads of agencies, units and localities must thoroughly grasp the above spirit and give more drastic direction, while strengthening personal responsibility for setting an example in both working style and lifestyle. In each locality and unit, choose to build from two to four collective examples, two to three typical individual examples, two typical models in studying and following Ho Chi Minh's ideology, morality and lifestyle to commend and replicate throughout the Party. This is also an effort to concretize the 2024 theme "Studying and following Ho Chi Minh's ideology, morality and lifestyle on building a culture and people of Dong Nai for comprehensive development".
