NDO - On the morning of April 4, in Hanoi, Deputy Prime Minister Nguyen Chi Dung worked with the Vietnam Academy of Science and Technology and deployed tasks after the merger. Attending the meeting were representatives of ministries, branches, institutes and universities under the Vietnam Academy of Science and Technology (Academy).

Speaking at the meeting, Deputy Prime Minister Nguyen Chi Dung affirmed that with the great contributions recognized by the Party and State; with the achievements of 50 years of construction and development, after streamlining and reorganizing the apparatus, the Academy needs to focus on doing big and important things, worthy of the stature and position of the unit.

In addition, the Academy needs to clearly identify key tasks in the coming time; specifically orient each task in each stage; at the same time, point out difficulties and obstacles in order to promptly resolve them.

The Deputy Prime Minister requested the delegates to attend: “In the spirit of open and frank exchange, the contributions need to be direct and address core issues such as institutions, human resources, commercialization of products after research…”.

Reporting to Deputy Prime Minister Nguyen Chi Dung and the working delegation, Comrade Chau Van Minh, President of the Vietnam Academy of Science and Technology, said that over the past year, the Central Committee has issued many important Resolutions on the development of science, technology and innovation such as: Resolution No. 45-NQ/TW dated December 24, 2023 of the Central Executive Committee; Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo ... In which, Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science-technology development, innovation and national digital transformation.

Comrade Chau Van Minh, President of the Vietnam Academy of Science and Technology, reported to Deputy Prime Minister Nguyen Chi Dung on the results of implementing Resolution No. 57-NQ/TW of the Politburo.

These Resolutions are of special significance, breakthrough in nature, setting out very drastic requirements in removing "bottlenecks", unlocking national resources for science and technology, as well as providing strong solutions to unleash the creativity of scientists in Vietnam in general and at the Academy in particular. At the same time, it is necessary to increase investment in science and technology until 2030, increase the total annual budget expenditure for science, technology development, innovation, and national digital transformation to 3% and gradually increase according to development requirements, in which at least 15% of the state budget is spent on science to serve strategic technology research.

Recognizing the importance of implementing Resolution 57, the Academy has also focused on building research programs, developing strategic technologies, foundational technologies; innovating the way industry councils operate towards priority science; training human resources to meet requirements... In addition, the Academy is currently assigned by the Politburo, the Secretariat, and the Government to prepare a number of important projects in natural disaster prevention, basic research, high technology...

At the meeting, delegates representing the Institute's units also raised the shortcomings, limitations; difficulties and obstacles in basic research; research on technology development and application; basic investigation work; strengthening scientific research potential; disbursement work in scientific research; field of staff organization ; implementation of scientific and technological activities; facilities not meeting international standards...

In addition, delegates also recommended that the Deputy Prime Minister research and continue to research a number of new fields such as: Thermonuclear power (nuclear power), outer space, new materials, green hydrogen technology, etc. Establish a national science and technology research fund to ensure the training of high-quality human resources and limit brain drain.

Concluding the working session, Deputy Prime Minister Nguyen Chi Dung acknowledged the results that the Vietnam Academy of Science and Technology has achieved in recent times, especially the key scientific and technological research directions that the Institute is implementing and the tasks assigned by the Party and the Government.

The Deputy Prime Minister noted some major challenges of the Institute that need to be resolved in the coming time, including: Low financial and scientific research autonomy; unsynchronized facilities, some outdated laboratories that do not meet international standards. International cooperation activities are still limited, the number of international articles has increased over the years but not high.

The legal framework is not yet consistent, lacking mechanisms to encourage commercialization of research results. The influence is mainly domestic, not yet creating a strong impression in the region and in the international arena. The effectiveness of training high-quality human resources is not commensurate with the potential. This is also the main function of the Academy but is not really effective.

Deputy Prime Minister Nguyen Chi Dung emphasized that, based on the direction of General Secretary To Lam and the tasks of implementing Resolution No. 57-NQ/TW of the Politburo and Resolution No. 03/NQ-CP of the Government, the Vietnam Academy of Science and Technology is determined to become the leading science and technology center in Vietnam, on par with advanced countries in the region and the world, and among the leading groups in the region in the fields of basic research, applied research, technology development, and training of high-level science and technology human resources.

Continue to promote the role of "locomotive" in scientific and technological research; become one of the leading advisory bodies of the State in policy making, strategies for science and technology development and socio-economic development of the country. Enhance research capacity through training and development of high-quality human resources. Promote the transfer and commercialization of research results. Strengthen international cooperation, enhance the influence of scientific research. Upgrade facilities, diversify financial resources, increase autonomy...

Faced with the difficulties and obstacles of the Academy, Deputy Prime Minister Nguyen Chi Dung suggested that the Academy increase academic exchanges and send young scientists abroad to study and conduct research. Increase the rate of technology transfer and intellectual property. Regarding general mechanisms and policies, the Academy needs to coordinate with ministries, especially the Ministry of Science and Technology and the Ministry of Finance in the process of amending the State Budget Law, the Law on Science, Technology and Innovation; and the Law on Public Asset Management.

Regarding specific mechanisms, it is recommended that the Institute preside over and coordinate with the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Home Affairs and relevant ministries and branches to research and propose pilot financial and organizational autonomy mechanisms suitable to the characteristics of the Institute; Special remuneration mechanisms for leading scientists and foreign scientists working at the Institute; Technology testing and deployment zones with preferential operating mechanisms to attract businesses,... report to the Prime Minister for consideration in the third quarter of 2025.

Regarding investment, Deputy Prime Minister Nguyen Chi Dung assigned the Ministry of Finance to study, consider and prioritize the allocation of state budget for priority and breakthrough areas, suitable for each stage of development such as: Space technology, materials science, biotechnology, marine science... Investment project to develop the International Center for Biodiversity located at the Academy under the auspices of UNESCO and investment projects to build laboratories meeting international standards...
