Recently, the story of lottery companies in the southern regions of Vietnam, such as Soc Trang , Bac Lieu, and Long An, frequently sending their staff abroad for training has caused a stir in public opinion. Instead of professional training activities, these trips by the southern lottery companies seem to follow a common pattern: sightseeing, shopping, and relaxation.

Following public feedback, on the afternoon of October 9th, Mr. Tran Van Lau, Chairman of the People's Committee of Soc Trang province, signed an urgent document instructing the Soc Trang Lottery Company Limited to halt the planned study tour to Malaysia and Singapore to learn about lottery development models and strategies. The Chairman also requested the Soc Trang Lottery Company Limited to promptly report on the results and evaluate the effectiveness of the previous study tour.

Similarly, Mr. Pham Van Thieu, Chairman of the People's Committee of Bac Lieu province, also sent a letter to the Bac Lieu Provincial Lottery Company Limited regarding the temporary suspension of travel for its officials and employees. The Chairman of the People's Committee of Bac Lieu province acknowledged that, based on the local situation, a segment of the population still faces difficulties, and many poor households need the joint support of the government and the business community. The head of the People's Committee of Bac Lieu province considered it inappropriate for the company's managers and employees to request overseas sightseeing and vacation trips.

"I have banned the lottery company from organizing overseas trips. I request that the company facilitate domestic sightseeing trips for the aforementioned individuals," Mr. Pham Van Thieu affirmed.

First and foremost, it must be stated that lottery businesses are 100% state-owned. On the positive side, learning from experience is essential for businesses in general, and state-owned enterprises in particular. This helps businesses access new trends and ideas, thereby improving work efficiency. However, conversely, if these experience-sharing activities are disguised as tourism , it is a sign of wasting state budget resources.

Recently, General Secretary and President To Lam published an article titled "Combating Waste." In the article, General Secretary and President To Lam emphasized that throughout all stages of the revolution, the Party and State have always paid special attention to the prevention and combating of waste, issuing numerous resolutions, directives, and conclusions on this issue, and leading the entire political system and the people in organizing its implementation, achieving many positive results. Given the need to strengthen resources and unleash the people's strength to usher the country into a new era under the Party's leadership, the work of preventing and combating waste is facing new, urgent, and pressing demands and tasks.

General Secretary and President To Lam also cited that during his lifetime, President Ho Chi Minh always emphasized the prevention and fight against waste. He warned, " Corruption, waste, and bureaucracy are enemies of the people, the army, and the government "; He pointed out, " Corruption is harmful, but waste is sometimes even more harmful: It is more harmful than corruption because waste is very widespread..."; "Although waste does not take public funds for personal gain, its results are still very harmful to the people and the government. Sometimes it is more harmful than corruption "; He repeatedly stressed, " We must cherish public property: All the food, clothing, and necessities of our compatriots are the sweat and tears of our people. We must be thrifty, preserve them, and not waste them"; "Corruption, waste, and bureaucracy are a kind of 'enemy within '." If soldiers and the people strive to fight foreign invaders but forget to fight internal enemies, they have not fulfilled their duty. Therefore, soldiers and the people must enthusiastically participate in that movement.” Not only did President Ho Chi Minh frequently admonish, remind, and discuss saving and combating waste from a theoretical perspective, but he was also a shining example of practicing saving and combating waste, inspiring the entire Party, the entire people, and the entire army to strive in emulation, mobilizing and converging potential and strength to defeat colonialism and imperialism, liberate the nation, and unify the country.

In the article, General Secretary and President To Lam also stated that we are facing a historic opportunity to usher the country into an era of national progress. This is also the time to shape our future. To seize opportunities, overcome challenges, significantly increase resources to care for the people, enrich the country in the new revolutionary period, and build a better future, the fight against waste needs to be implemented decisively and synchronously with effective solutions, creating a strong ripple effect, becoming voluntary and conscious among every cadre, Party member, and citizen, and a culture of conduct in the new era. General Secretary and President To Lam also outlined four key solutions related to combating waste.

From the article by the head of our Party, it is clear that the practice of saving and combating waste is being implemented and carried out by our Party with extreme determination.

Returning to this issue, given the economic difficulties still faced by some southern provinces, the fact that lottery companies spend billions of dong on overseas study trips, treating them like vacations, is considered inappropriate. However, the urgent request from the leaders of Soc Trang and Bac Lieu provinces for lottery companies to immediately stop overseas study trips is a very decisive and timely move, and is in line with public sentiment.

Hopefully, after this "controversy," lottery businesses in particular, and state-owned enterprises in general, will uphold the practice of saving and combating waste, as General Secretary and President To Lam has stated. This will contribute to achieving great successes in the reform process; meeting and exceeding most of the country's socio-economic development goals and targets.
