Promoting the strength of the great national unity bloc to arouse the aspiration to develop and build Ninh Binh to become increasingly rich, strong and civilized.

Implementing the Resolution of the 11th Provincial Congress of the Vietnam Fatherland Front, term 2019-2024, over the past 5 years, the Fatherland Front at all levels in the province has focused on performing well the top key task, which is to consolidate, expand and promote the strength of great national unity, religious unity, building and protecting the socialist Vietnamese Fatherland.

The work of propaganda, mobilizing and rallying the people, consolidating and promoting the great national unity bloc continues to be innovated in both content and form. The Fatherland Front at all levels has effectively promoted the positive elements of social networks, regularly coordinated with media agencies to propagate and widely disseminate the Party's guidelines and policies, the State's policies and laws to all classes of people; orienting public opinion, fighting and refuting distorted and malicious information of hostile forces; promptly grasping the situation and legitimate aspirations of the people, reflecting and making recommendations to Party and State agencies.

Every year, on the occasion of the anniversary of the Vietnam Fatherland Front's Traditional Day (November 18), the National Great Unity Day is organized in 100% of residential areas, of which over 90% of residential areas organize both the ceremony and the festival well; over 62% of residential areas organize the "Great Unity Meal". November 18 every year has truly become a festival for all people, an effective propaganda method bearing the mark of the Fatherland Front at all levels, thereby promoting patriotism, the aspiration to build the homeland, promoting the strength of the community, creating close ties and connections between Party committees at all levels, authorities, cadres, Party members and the People.

With the spirit of focusing on the grassroots, the Fatherland Front at all levels determined to take the grassroots as the center to deploy patriotic emulation movements, campaigns and as one of the two breakthroughs in implementing the Resolution of the 11th Provincial Congress of the Vietnam Fatherland Front, term 2019-2024. Accordingly, the Fatherland Front at all levels continues to maintain the assignment of cadres to attend activities with the Front Work Committee in residential areas to exchange, dialogue, and listen to people's opinions. During the term, more than 5,000 cadres of the Front at all levels went to the grassroots, attended activities in residential areas, promptly grasped the thoughts and aspirations of the people, thereby proactively advising and proposing to the Party Committees and authorities to pay attention to and resolve issues of concern and concern among the people, protect the legitimate and legal rights and interests of organizations and individuals, and prevent hot spots from arising right at the grassroots level.

Closely following the direction of superiors and based on the practical situation, the Fatherland Front at all levels in the province actively propagated and mobilized people of all walks of life to carry out patriotic emulation movements, focusing on striving to complete the goals and tasks of socio-economic development in the locality. Notably, it actively propagated and mobilized people to carry out the Campaign "All people unite to build new rural areas and civilized urban areas" associated with the National Target Program on New Rural Area Construction (NTM) and the Movement "All people unite to build a cultural life". It mobilized people to contribute resources, donate land, labor, and ideas to build infrastructure, develop the economy; build and identify self-management models, pilot models on environmental protection, traffic safety, crime prevention and control, social evils, etc. The Fatherland Front at all levels presided over and well organized the collection of opinions and satisfaction assessments of people on the results of building NTM, advanced NTM, and model NTM. Through the activities of the Fatherland Front at all levels and its member organizations, they have actively contributed and joined hands with Party committees and authorities at all levels to complete the goal of building new rural areas according to the set roadmap.

In particular, with nearly 3% of ethnic minorities and 23.65% of religious people (Catholics and Buddhists) living in the province, over the past 5 years, the Fatherland Front at all levels in the province has attached importance to and carried out well the work of ethnic minorities and religions. The Vietnam Fatherland Front Committees at all levels regularly maintain contact, meet and visit religious organizations, dignitaries, officials, monks, village elders, village chiefs, and prestigious people in the community; promptly grasp the thoughts and aspirations of ethnic minorities and religious people; promote the role of prestigious people in the community as the core in propaganda work, mobilizing ethnic minorities and religious people to participate in patriotic emulation movements, campaigns, participate in socio-economic development, maintain political security, and social order and safety.

Every year, when Tet comes, the Fatherland Front coordinates with the Provincial Police to meet with religious dignitaries and officials in the whole province, contributing to creating conditions for religions to exchange, share and understand each other better. Thereby creating solidarity, joining hands with the Party Committee, the Government and all classes of people to build the province to develop rapidly and sustainably. The Fatherland Front of Gia Vien and Nho Quan districts coordinates with the Police at the same level and relevant sectors to organize conferences to meet with religious dignitaries and officials at the beginning of spring. During the term, the Fatherland Front at all levels coordinated with functional sectors to advise on resolving 160 issues related to beliefs and religions, preventing the occurrence of "hot spots" in religion.

The provincial Fatherland Front presided over and coordinated with a number of member organizations and two religious organizations to effectively implement five pilot models on environmental protection and civilized lifestyles. Among them, the model of "Mobilizing religious dignitaries, officials, and monks to join hands to build houses of solidarity between Catholics and non-Catholics" is a typical model nationwide, vividly demonstrating the solidarity between Catholics and non-Catholics. Implementing the model, over the past five years, the whole province has built 48 houses of solidarity between Catholics and non-Catholics, with a total cost of more than 9 billion VND, of which Buddhist dignitaries supported over 1.3 billion VND, Catholic dignitaries supported over 1.09 billion VND, the "Repaying gratitude and social security" Fund supported 921 million VND, the rest was supported by families and clansmen. The provincial Fatherland Front, together with religious organizations and member organizations, donated over 300 million VND to join hands in building the Great Unity-Ban Bridge project, Hung Tien commune, Kim Son district...

With the practical results brought about by the model, in February 2024, the Central Committee of the Vietnam Fatherland Front awarded a Certificate of Merit to the Provincial Vietnam Fatherland Front Committee for its excellent completion of the task of "mobilizing religious dignitaries and officials to join hands to build houses of solidarity". Through practical and specific activities, the Fatherland Front at all levels in the province has performed well the role of "bridge" between religions, between religions and Party committees, authorities and people. This is a remarkable mark in the past term.

Promoting the tradition of "mutual love and support" of the nation, every year, the Fatherland Front at all levels and its member organizations have propagated and encouraged organizations, individuals, cadres, civil servants and people of all walks of life to actively care for and help the poor and carry out social security activities. Over the past 5 years, the whole province has mobilized over 135 billion VND to support the "Repaying gratitude and social security" Fund. From the Fund, 2,122 poor households and policy households in the province with housing difficulties have been supported to repair and build new houses; many wounded and sick soldiers have been supported with wheelchairs; thousands of poor people have been supported to make a living, many poor students have been able to continue going to school...

The good traditional values ​​of the nation have been promoted, lighting the fire of love, arousing resources, aspirations and the will to be self-reliant and self-reliant in every Ninh Binh citizen on the journey of building and developing the homeland and the country. Along with that, the Fatherland Front at all levels in the province has affirmed its important role in promoting the strength of the great national unity bloc, in the work of preventing and fighting the COVID-19 pandemic.

The Provincial Fatherland Front proactively advised the Provincial Party Committee, People's Council, and Provincial People's Committee to carry out many humanitarian and charitable relief activities, promptly sharing and helping compatriots at home and abroad who suffered damage due to natural disasters and calamities. Advised on doing a good job of international diplomacy and people's diplomacy. Typically, in 2020, the Provincial Fatherland Front mobilized all people to participate in supporting the people of the Central region to overcome damage caused by floods with an amount of over 15.5 billion VND and thousands of artifacts; in 2023, advised on allocating the "Repaying gratitude and social security" Fund of the province to support the people of Turkey and Syria to overcome the earthquake disaster... The proactiveness and positivity of the Fatherland Front at all levels and member organizations have contributed to strengthening foreign relations with countries around the world, building the image of Ninh Binh land and people as friendly and benevolent.

The past term also marked the activities of the Fatherland Front at all levels with the role of promoting democracy, representing, protecting the legitimate and legal rights and interests of the People through social supervision and criticism activities, participating in building a strong Party and government. Accordingly, the Fatherland Front at all levels coordinated to innovate the work of meeting voters with National Assembly deputies and People's Council deputies at all levels; proactively proposed and participated in developing programs and contents of meetings and draft resolutions on socio-economic development submitted to meetings of People's Councils at the same level. At the same time, regularly maintaining the work of conciliation, receiving citizens, handling complaints and denunciations, promptly advising on solutions, contributing to limiting the situation of cross-level complaints, consolidating people's trust in the Party and State.

During the term, the Fatherland Front at all levels chaired 1,100 supervision meetings; coordinated and participated in over 3,250 meetings. Of which, the provincial Fatherland Front chaired 16 supervision meetings at 28 agencies and units, and at the same time, organized supervision through documents at 12 agencies, units, districts and cities in the province. The new point is that for the first time, 1 National Assembly delegate and 4 Provincial People's Council delegates were supervised; chaired the organization of 2 social criticism conferences. The People's Inspection Committees chaired 914 supervision meetings, the Community Investment Supervision Committee supervised 502 works and projects in the area. Through supervision, there were proposals and recommendations that were accepted by the units and solutions were found, contributing to the good implementation of democracy at the grassroots level, fighting against manifestations of corruption and waste in the construction of works and projects in the area, creating trust among the people, and maintaining stability at the grassroots level.

The Fatherland Front at all levels actively participated in contributing to the success of the election of deputies to the 15th National Assembly and People's Councils at all levels for the 2021-2026 term, with 99.57% of voters going to the polls. This is the election with the highest voter turnout ever, with no unit having to hold a re-election or additional election.

At the same time, during the past term, the Fatherland Front at all levels has paid attention to building the organizational apparatus, focusing on training, fostering, and building a contingent of Front officials with qualifications, working capacity, prestige, ethics, dedication, vision, high sense of responsibility, and attachment to the grassroots. The Fatherland Front organizational system has been regularly consolidated and expanded, with a reasonable structure, ensuring representativeness, typicality, and practicality; gathering outstanding people in various fields and economic sectors, increasing the number of non-Party members representing social strata participating in the Fatherland Front Committee, truly being a "bridge" of trust between the People and Party committees at all levels and grassroots authorities.

The achievements in the 2019-2024 term have affirmed the position and core role of the Vietnam Fatherland Front in gathering and promoting the strength of national solidarity, arousing the potential and creativity of all classes of people, joining hands with the entire political system to build Ninh Binh homeland to become increasingly prosperous and civilized.

From the practical activities of the 2019-2024 term, the Provincial Vietnam Fatherland Front Committee draws the following lessons:

Firstly, it is necessary to thoroughly grasp the Party's viewpoints and Ho Chi Minh's thought on the position and role of the Vietnam Fatherland Front in the great national unity bloc: The Party must both demonstrate its role as a member and at the same time be the leader of the Vietnam Fatherland Front. Reality shows that wherever the Party Committee truly cares and regularly takes care of building and promoting the strength of the great national unity bloc, the Front's activities will be favorable, effective, and the close relationship between the Party and the People will be firmly consolidated.

Second, the Fatherland Front at all levels must enhance initiative and creativity, constantly innovate the content and methods of operation; promote digital transformation and application of information technology; correctly and accurately identify key tasks and breakthroughs for implementation; actively propagate and mobilize people to effectively carry out patriotic emulation movements and campaigns, associated with the implementation of local political tasks; take care to build and replicate effective self-management models in residential communities.

Third, the activities of the Front must be clear about the work, the subject, the results and be oriented towards the grassroots level. Good implementation of the coordination regulations between the Fatherland Front and the People's Council and the People's Committee is the most important condition for the Front to fulfill its functions and tasks according to the provisions of law. The Fatherland Front at all levels must demonstrate a proactive role in coordinating and unifying actions with the government and member organizations on the basis of the signed coordination regulations, with specific assignment of responsibilities of each party, and at the same time regularly supplementing and perfecting them in accordance with each time and content of work; paying attention to and creating favorable conditions for facilities and operating costs.

Fourth, it is necessary to diversify forms of propaganda and mobilization, enhance the people's confidence in the effectiveness of implementing the Party's guidelines and policies, the State's policies and laws; in the moral qualities, lifestyles, and capacity and effectiveness of cadres, party members and civil servants in the political system, thereby creating social consensus and promoting the strength of the great national unity bloc in the locality.

Fifth, pay attention to building the organizational apparatus; take care to train, foster, and build a team of Front cadres with qualifications, working capacity, prestige, ethics, dedication, vision, high sense of responsibility, and attachment to the grassroots; must be close to the people, listen to and understand the people; reflect the legitimate thoughts and aspirations of the people to the Party and the State; protect the legitimate and legal rights and interests of the people.

The results achieved in implementing the Resolution of the 11th Provincial Congress of the Vietnam Fatherland Front for the 2019-2024 term are an important premise for the Fatherland Front at all levels in the province to continue to overcome difficulties and challenges, confidently entering the new term. With a spirit full of confidence, the Fatherland Front at all levels in the province constantly innovates the content and methods of operation, focuses on the grassroots, promotes the core role, firmly consolidates the great national unity bloc, enhances social consensus, strongly arouses the will with the spirit of "Solidarity - Democracy - Creativity - Development" and the aspiration to build Ninh Binh into a new rural province by 2025, and by 2035 becomes a centrally-run city.
