Promoting the people's right to self-governance in building new rural areas.

To promote the people's right to self-governance in implementing the National Target Program for New Rural Development, the Vietnam Fatherland Front Committees at all levels in Phu Tho province have coordinated with relevant agencies to collect feedback on people's satisfaction. This is considered a "measure" of the effectiveness of the advanced and model new rural development programs in localities.

In Hung Long commune (Yen Lap district), the results of the survey on people's satisfaction with the local New Rural Development program are publicly displayed at the commune's People's Committee headquarters and community cultural centers, making it convenient for people to monitor and provide feedback. Mr. Hoang Anh Tuan, Chairman of the Vietnam Fatherland Front Committee of Yen Lap district, stated that surveying people's satisfaction is a crucial step in confirming the results and impact of the New Rural Development program on people's lives. Therefore, the process of collecting people's satisfaction must be conducted rigorously, with strict procedures and ensuring independence and objectivity.

In 2024, the process of gathering public satisfaction opinions regarding the recognition of Hung Long commune as an advanced new rural area was carried out systematically, scientifically , thoughtfully, and objectively by the Standing Committee of the Vietnam Fatherland Front Committee of Yen Lap district. The percentage of households surveyed reached 99.97%, and the satisfaction rate of the people reached 99.34%. The results of the survey were publicly posted at the commune People's Committee, community cultural centers, and broadcast on the commune's public address system as prescribed. Throughout the process of gathering public satisfaction opinions, there were no questions or complaints regarding the implementation of the new rural area construction and the results of the survey.

Also during the past year, Doan Hung district implemented a process to gather feedback on people's satisfaction with the results of the New Rural Development program in Van Don and Minh Phu communes. The inspection results from the Vietnam Fatherland Front Committee of Phu Tho province showed that people highly agreed with the results of the New Rural Development program in the two communes, with a high satisfaction rate. Specifically, the satisfaction rate of people with the New Rural Development program in Van Don commune reached 94.5%, with the satisfaction rate for questions 1 to 18 ranging from 94.5% to 100%; question 19 alone reached 98.8%, and no question in any residential area had a satisfaction rate below 70%. Similarly, the satisfaction rate of the people with Minh Phu commune reached 96.1%, with the percentage of votes indicating people's satisfaction ranging from 96.1% to 99.9% for question 1 to 18; question 19 alone reached 98.7%.

According to Mr. Luong Ngoc Thach, Standing Vice Chairman of the Vietnam Fatherland Front Committee of Phu Tho province, organizing surveys to gather people's satisfaction with the results of the New Rural Development program is an important basis for competent authorities to consider and recognize communes that meet the standards of New Rural Development, advanced New Rural Development, and model New Rural Development. Through gathering people's opinions, the Vietnam Fatherland Front at all levels not only effectively performs its supervisory role but also effectively promotes the people's right to self-governance in accordance with the motto "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." The process of organizing surveys to gather people's satisfaction with the results of the New Rural Development program is carried out independently by the Standing Committee of the Vietnam Fatherland Front at all levels, adhering to procedures that ensure objectivity, accuracy, and substance. The results of the assessment of people's satisfaction in communes applying for recognition as advanced and model new rural areas, conducted by the Vietnam Fatherland Front at all levels over the past year, show that the percentage of people satisfied reached 94.5% or higher.
