Promoting the people's mastery in implementing the National Target Program on New Rural Development (NRD), the Vietnam Fatherland Front Committees at all levels in Phu Tho province have coordinated with relevant agencies to collect opinions on people's satisfaction. This is considered a "measure" of the effectiveness of the construction of advanced NRD and model NRD in localities.
In Hung Long commune (Yen Lap district), the boards posting the results of collecting opinions on people's satisfaction with the results of building new rural areas in the locality are publicly posted at the commune People's Committee headquarters and cultural houses in residential areas, convenient for people to monitor and give feedback. Mr. Hoang Anh Tuan - Chairman of the Vietnam Fatherland Front Committee of Yen Lap district said that collecting opinions on people's satisfaction is the key step to affirm the results and impacts of the process of building new rural areas on people's lives. Therefore, the requirements for the process of collecting opinions on people's satisfaction must be carried out strictly in terms of procedures as well as have independence and objectivity in the implementation process.
In 2024, the organization of collecting opinions on people's satisfaction to propose recognizing Hung Long commune as meeting advanced NTM standards was carried out methodically, scientifically, thoughtfully and objectively by the Standing Committee of the Vietnam Fatherland Front Committee of Yen Lap district with the rate of households surveyed reaching 99.97%, the rate of people's satisfaction reaching 99.34%. The results of the consultation were publicly posted at the People's Committee of the commune, cultural houses of residential areas and information on the commune's broadcasting system according to regulations. During the process of collecting opinions on people's satisfaction, there were no questions or complaints about the implementation of NTM construction and the results of collecting opinions of local people.
Also in the past year, Doan Hung district has implemented the process of collecting people's satisfaction with the results of new rural construction for the two communes of Van Don and Minh Phu. The inspection results of the Vietnam Fatherland Front Committee of Phu Tho province showed that people agreed and highly agreed with the results of new rural construction in the two communes with a high satisfaction rate. Specifically, the satisfaction rate of people with the results of new rural construction in Van Don commune reached 94.5%, in which from question 1 to question 18, the percentage of votes with people's satisfaction reached from 94.5 - 100%; question 19 alone reached 98.8%, no question in each residential area had a satisfaction rate below 70%. Similarly, the satisfaction rate of people for Minh Phu commune reached 96.1%, in which from question 1 to question 18, the rate of votes with people's satisfaction reached from 96.1 - 99.9%; question 19 alone reached 98.7%.
According to Mr. Luong Ngoc Thach - Permanent Vice Chairman of the Vietnam Fatherland Front Committee of Phu Tho province, organizing the collection of people's opinions on the results of building new rural areas is an important basis for competent authorities to consider and recognize communes that meet the standards of new rural areas, advanced new rural areas, and model new rural areas. Through collecting people's opinions, the Vietnam Fatherland Front at all levels not only performs well the supervisory role but also effectively promotes the people's right to mastery in accordance with the motto "people know, people discuss, people do, people inspect, people supervise, people benefit". The process of organizing the collection of people's opinions on the results of building new rural areas is carried out independently by the Standing Committee of the Vietnam Fatherland Front Committee at all levels, following the process to ensure objectivity, accuracy and substance. The results of the assessment of people's satisfaction in communes proposed for recognition as advanced and model new rural areas by the Vietnam Fatherland Front at all levels last year showed that the rate of people's satisfaction was 94.5% or higher.
