With the theme "Solidarity - Democracy - Innovation - Creativity - Development", the 10th National Congress of the Vietnam Fatherland Front, term 2024 - 2029, solemnly opened on the morning of October 17, at the My Dinh National Convention Center, Hanoi.
Attending the Congress were 1,052 delegates representing all walks of life, classes, ethnicities, religions, armed forces, overseas Vietnamese and Front officials at all levels, demonstrating a typical image of the great national unity bloc.
General Secretary and President To Lam attended and delivered a speech at the Congress.
Politburo members: Prime Minister Pham Minh Chinh, National Assembly Chairman Tran Thanh Man, Standing member of the Secretariat Luong Cuong; along with many Politburo members, Party Central Committee Secretaries, former Politburo members, Party Central Committee Secretaries; Vice Presidents, National Assembly Vice Chairmen, and Deputy Prime Ministers attended the Congress.
Also attending the Congress were former General Secretary Nong Duc Manh; former Prime Minister Nguyen Tan Dung; former Chairmen of the National Assembly: Nguyen Sinh Hung, Nguyen Thi Kim Ngan; former Chairmen of the Central Committee of the Vietnam Fatherland Front: Pham The Duyet, Nguyen Thien Nhan, Huynh Dam; leaders of central ministries, departments and branches; member organizations of the Vietnam Fatherland Front; revolutionary veterans, Vietnamese Heroic Mothers, Heroes of the Armed Forces, Heroes of Labor; ambassadors, leaders of a number of diplomatic missions and international organizations in Hanoi.
Promoting the strength of national solidarity
At exactly 9 o'clock, the opening ceremony of the 10th National Congress of the Vietnam Fatherland Front was solemnly held.
In the opening speech of the Congress, Politburo member, Secretary of the Party Central Committee, Chairman of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Do Van Chien emphasized that the 10th National Congress of the Vietnam Fatherland Front aims to objectively and comprehensively assess the situation of all classes of people and the great national unity bloc; the results of implementing the Resolution of the 9th Congress of the Vietnam Fatherland Front, term 2019 - 2024, associated with 5 Action Programs; draw out causes and lessons, on that basis unify the direction, goals, tasks, and Action Program of the Vietnam Fatherland Front for the period 2024 - 2029; consult and agree to elect the Central Committee of the Vietnam Fatherland Front, the Presidium, the Standing Committee, the President, Vice President - General Secretary, and Vice Presidents for the 10th Congress term (2024 - 2029); agree on the content of amendments and supplements to the Charter of the Vietnam Fatherland Front.
The Presidium of the Congress hopes that the delegates attending the Congress will promote the spirit of democracy, solidarity, consensus, focus on intelligence, uphold responsibility to the people, to the destiny of the nation... contribute many dedicated and accurate opinions reflecting the thoughts and legitimate aspirations of the people; discuss and agree on directions, goals, tasks, propose many creative, suitable, feasible ways of doing things, and strive to successfully achieve the goals set by the Congress.
At the opening session, Vice President - General Secretary of the Central Committee of the Vietnam Fatherland Front, 9th tenure, Nguyen Thi Thu Ha presented the Summary Report of the Central Committee of the Vietnam Fatherland Front, 9th tenure, to the Congress.
According to Ms. Nguyen Thi Thu Ha, in the past term, the work of the Front continued to achieve important and comprehensive results. The great national unity bloc was maintained, the flesh-and-blood relationship and trust of the people with the Party and the State were constantly consolidated and strengthened. Thoroughly grasping the Resolution of the 13th National Congress of the Party, the Vietnam Fatherland Front at all levels and member organizations have synchronously deployed solutions, successfully completed the goals and tasks, especially the 5 action programs set out and the sudden tasks arising in practice.
With the goal of continuing to promote the tradition and strength of national solidarity, the Congress has set out 6 action programs for the 2024-2029 term, including: Strengthening propaganda, mobilization, gathering people from all walks of life, strengthening social consensus, promoting the strength of national solidarity. Improving the quality and effectiveness of social supervision and criticism, implementing democracy, participating in Party and State building.
Mobilize all classes of people to compete, be creative, and effectively carry out campaigns and emulation movements. Promote the role of mastery and self-management of the people, build a united, prosperous, and happy residential area. Improve the effectiveness of people's foreign affairs and work with overseas Vietnamese. Continue to innovate the organization, content, and methods of operation; improve the capacity of the Front's staff at all levels.
The Front must be the nucleus in protecting the Party's ideological foundation.
In his speech directing the Congress, General Secretary and President To Lam expressed that over the past 94 years, the Vietnam Fatherland Front has continuously grown, affirming its role and mission in promoting the tradition and strength of great national unity, encouraging, motivating and motivating our people to enthusiastically participate in patriotic emulation movements, arousing and promoting resources and creativity, contributing to the successful implementation of the country's strategic tasks in each historical period.
On behalf of the Party Central Committee, the Party and State leaders, the General Secretary and President acknowledged, warmly congratulated and commended the achievements of the Vietnam Fatherland Front at all levels; respectfully thanked and commended all classes of people who have upheld the spirit of patriotism, solidarity, responded, supported and made efforts to implement the Party's guidelines and policies, the State's policies and laws, contributing to the important and turning-point achievements of our country in recent years.
The General Secretary and President emphasized that to realize the goals, strongly arouse the spirit of patriotism, the desire to contribute, the will to be self-reliant, self-confident, self-reliant, self-reliant, and national pride, promote the great strength of the great national unity bloc, and combine national strength with the strength of the times - this is the responsibility of our entire Party, people, and army, in which the Vietnam Fatherland Front and its member organizations play a core role with glorious and noble responsibilities.
Basically agreeing with the direction, goals and Action Program for the next term that the Political Report presented at the Congress, the General Secretary and President requested that there should be a unified understanding of the position and special importance of the great national unity bloc and the urgent requirement, more than ever, to give top priority to consolidating and promoting the great national unity bloc under the leadership of the Party. This is one of the key solutions to bring the country into a new era.
In the current period, the Front needs to play a core role, take the lead in coordinating with member organizations to unite all classes and outstanding individuals, promote the vanguard role of the working class, arouse the great potential of the peasantry, intellectuals and workers, ensure high unity in perception, ideology and action, steadfastly pursue socialist goals and ideals; proactively carry out people's foreign affairs activities; resolutely protect and maintain national independence and sovereignty, political and social stability, and build an increasingly prosperous and happy country.
The Front and its member organizations must do a better job of propaganda, education and mobilization so that the people can understand, unanimously and wholeheartedly implement the Party's guidelines and policies, the State's policies and laws; clearly recognize the plots and tricks of hostile and reactionary forces to distort, cause division and sabotage the great national unity bloc. The Front must be the nucleus in protecting the Party's ideological foundation and fighting against erroneous and hostile viewpoints.
General Secretary and President To Lam pointed out that caring for and protecting the practical, legitimate and legal interests of the people; the highest goal is to serve the people and make their lives better. The Fatherland Front and its member organizations need to proactively and actively take measures to care for and improve the lives of the people, especially ethnic minorities in remote, border, island areas, former resistance base areas, strategic areas, and areas with a large number of religious people. The Fatherland Front and its member organizations should detect and make recommendations to Party committees and authorities, and mobilize benefactors to promptly support people in especially difficult circumstances and the disadvantaged, leaving no one behind.
The Fatherland Front and its member organizations proactively coordinate with authorities at all levels to effectively resolve pressing social issues right at the grassroots level; actively gather and listen to people's opinions, truly becoming a reliable support and voice of the people to reflect to Party committees and authorities at all levels; well perform the role of chairing consultation and coordination between member organizations in implementing social supervision and criticism, especially on issues of national security and people's livelihood.
The Fatherland Front and its member organizations effectively participate and mobilize people to actively participate in the fight against waste, corruption and negativity; in the immediate future, actively participate in organizing and mobilizing people to successfully conduct the election of deputies to the 16th National Assembly and the election of People's Councils at all levels for the 2026-2031 term.
General Secretary and President To Lam noted that it is necessary to continue to strongly innovate the content and methods of operation of the Fatherland Front in a practical direction, close to the people, accompanying the people, "when the people need the Front, it is there, when the people are in difficulty, the Front is ready to participate". The methods of mobilization and gathering of the Front organization must be diverse, rich in types, lively in content, becoming a mass forum, where people of all walks of life, classes, ethnicities, religions, overseas Vietnamese... meet, exchange information, express opinions, thoughts, aspirations, and have democratic and open dialogue.
Gather and maximize the role and contribution of scientists, experts, and outstanding individuals from all walks of life, ethnic groups, religions, and the overseas Vietnamese community to the development of the country. Build a team of Front and mass organization cadres who are dedicated, responsible, wholeheartedly and wholeheartedly serving the people, for the prosperous and happy life of the people, truly close to the people, listening to the people's opinions, loving the people, being a shining example for the people to love, care for, respect, trust, and share.
In the new revolutionary period, the General Secretary and President emphasized that each Party Committee, government, cadre and Party member must continue to deeply imbue the position, meaning and importance of the great national unity and the work of the Front; promote responsibility for the activities of the Front and socio-political organizations in the mechanism of "Party leadership, State management, Fatherland Front and socio-political organizations as the core for people to be masters", associated with the motto "People know, people discuss, people do, people inspect, people supervise, people benefit".
Party committees and authorities at all levels continue to pay attention to leadership, direction and coordinate more closely and regularly with the Front to sincerely, receptively, listen, wholeheartedly and wholeheartedly resolve people's work. Continue to supplement and perfect policies and laws to mobilize all resources, promote patriotism, national pride, and creativity of all social classes, organizations and individuals in the cause of building and firmly defending the socialist Vietnamese Fatherland.
With the spirit of solidarity and high determination of the Congress, General Secretary and President To Lam believes that the Vietnam Fatherland Front at all levels will continue to innovate, be proactive, creative, rally the masses and people of all walks of life to join hands and unite, promote the tradition of patriotism, the mettle and strength of the Vietnamese people, determined to overcome all difficulties and challenges, seize new opportunities and fortunes, be self-reliant, proud, and confidently enter a new era - the era of the Vietnamese people's rise; all for the goal of "A rich people, a strong country, democracy, fairness, and civilization".
