Socio-economic development of ethnic minority and mountainous areas is always a strategic task. The 13th National Party Congress determined: "Focus on perfecting and implementing ethnic policies in all areas, especially specific policies to solve the difficulties of ethnic minorities in production development, creating livelihoods, jobs, domestic water, sustainable and stable settlement for ethnic minorities, especially in remote, isolated and border areas...".
Effectively implementing the National Target Program (NTP) for socio-economic development in ethnic minority and mountainous areas for the period 2021-2030" is considered the foundation and basis for launching effective and practical NTP programs for the characteristics of ethnic minority and mountainous areas of Quang Tri province, contributing to promoting the positivity and self-reliance of ethnic minorities in socio-economic development and sustainable multidimensional poverty reduction.
In recent years, implementing ethnic work and ethnic policies, under the direct leadership and direction of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, the coordination of departments, branches and localities, the response and active participation of the people, the Party committees and authorities at all levels have always paid attention to caring for and creating conditions for ethnic minority areas to develop and consolidate the national solidarity bloc. The Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee have focused on directing and issuing many directives, resolutions, decisions, plans and key work programs on implementing ethnic policies and the National Target Program on socio-economic development in mountainous areas and ethnic minority areas such as: Conclusion No. 175-KL/TU dated December 6, 2021 of the Provincial Party Committee and Resolution No. 149/2021/NQ-HDND dated December 9, 2021 of the Provincial People's Council on the socio-economic development plan for 2022; Decision No. 220/QD-UBND dated January 18, 2022 and Decision No. 833/QD-UBND dated March 18, 2022 of the People's Committee of Quang Tri province on promulgating the Key Work Program for 2022 assigning specific tasks to all levels and sectors for implementation.
In particular, 2022 is the first year of implementing the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas according to Decision No. 1719/QD-TTg dated October 14, 2021 of the Prime Minister (hereinafter referred to as the program). This is a large program, including 10 projects, contents in many fields and chaired and implemented by different sectors, integrating central policies for ethnic minority and mountainous areas in the previous period and adding new policies.
According to statistics by the end of 2020, before the program was implemented, the ethnic minority area of Quang Tri province had 11,100 poor households, accounting for more than 60% of the total poor households in the province and up to 45% of the total ethnic minority households in the province. When implementing the program, Quang Tri province set a goal of striving to increase the average income per capita in the ethnic minority area by more than 2 times compared to 2020 by 2025 and the poverty rate by an average of 4% -5%/year.

To effectively implement the program, the Provincial People's Committee has advised the Provincial People's Council to issue resolutions and issue many important directive documents for implementation, including: resolutions on principles, criteria and capital allocation norms to implement the program; on the mechanism for resource mobilization and capital integration between national target programs and between national target programs and other programs and projects as a basis for implementation.
Documents on the consolidation and organization of the steering committee's activities, the apparatus assisting the steering committee in implementing the programs, establishing a working group on the program, the operating regulations of the steering committee for the national target programs; coordination mechanisms between levels and sectors in the process of organizing and implementing the program; assigning tasks to organize and implement 10 component projects of the program. Plans for implementing the program in the period of 2021-2025 and annually.
The plans clearly define the objectives, contents, objects, implementation solutions and tasks of relevant departments and localities. Based on the approved implementation plans, the Ethnic Committee has presided over and coordinated with the Departments of Planning and Investment and Finance to advise and allocate capital to implement the program in the 2021-2025 period and annually in accordance with regulations.
During the implementation process, the province has closely followed the central government's regulations for implementation. Although initially facing many difficulties due to many objective and subjective reasons, the program's Steering Committee and departments, branches and localities have shown high determination and closely coordinated to promote the program's implementation.
After nearly 3 years of implementation, the program has integrated many policy programs for ethnic minority and mountainous areas, implemented in communes in ethnic minority and mountainous areas. Infrastructure, socio-economic development of ethnic minority and mountainous areas continue to be invested according to the new rural criteria. The economic structure has changed positively, trade and services have developed, the agricultural economy has developed in diversity, and the material and spiritual life of the people has been improved.
Essential infrastructure such as roads, schools, medical stations, irrigation, and domestic water are focused on investment. Policies directly support people to carry out economic development activities to increase income, create stable jobs for people, and contribute to sustainable poverty reduction. The poverty rate at the end of 2023 compared to the end of 2022 in 38 communes with ethnic minorities will decrease by 5.05%, in 31 communes in ethnic minority and mountainous areas will decrease by 6.92%, and in extremely disadvantaged communes will decrease by 7.47%.
However, socio-economic development and poverty reduction in ethnic minority areas are long-term tasks that require time and perseverance to achieve the set goals in both policy planning and implementation. We must not be subjective or hasty, nor chase after achievements.
In the coming time, Party committees and authorities at all levels must fully understand their responsibilities and leadership roles, and must mobilize the participation of the entire political system and society to be successful.
In particular, the role of the people, especially the poor themselves, is the decisive factor in the sustainability of the program. Therefore, it is necessary to arouse the will of self-reliance of the people themselves, combined with support policies of the State and the social community to achieve the set goals.

Strengthening propaganda work to raise awareness and responsibility of Party committees, Party organizations, agencies, organizations and people in implementing the Party's guidelines, State policies and laws on socio-economic development in ethnic minority and mountainous areas. Improving the quality of emulation movements and campaigns on sustainable poverty reduction, building new rural areas, and socio-economic development in ethnic minority and mountainous areas.
Strengthen the leadership, direction and management role of leaders at all levels and sectors, improve the effectiveness and efficiency of state management in implementing the program. Continue to promote and enhance decentralization to the grassroots level to create initiative and flexibility for localities, levels and sectors in deploying and implementing the program based on the content, orientation and priority areas, in accordance with the characteristics, conditions and potential advantages of each locality and region according to the provisions of law, ensuring publicity, transparency and ease of implementation.
Synchronously implement capital mobilization solutions, ensure adequate and timely mobilization of resources to implement programs according to regulations. Balance and allocate sufficient local budget counterpart funds and increase mobilization sources, encourage legal contributions from enterprises, funding sources from domestic and foreign organizations and individuals, counterpart funds, participation and contributions from people and program beneficiaries.
Investment must be focused, key and sustainable in order of priority according to investment locations and beneficiaries, based on the need to solve the most urgent problems of each program regarding socio-economic infrastructure and activities to meet production needs in ethnic minority and rural areas.
Effectively resolve land, housing, and production land for people, arrange and stabilize residents in ethnic minority areas, mountainous areas, border areas, areas affected by natural disasters, landslides, special-use forests, and protective forests associated with vocational training and job creation for rural workers.
Create conditions for people to access preferential loans and guide and support the effective use of loans for economic development; support poor households, especially those belonging to the most disadvantaged ethnic minority groups, poor households with members who have contributed to the revolution, children and women.
Improve the effectiveness of propaganda, mobilization and implementation of building a cultural lifestyle in rural areas; preserve and promote the identity and tangible and intangible cultural values of ethnic groups in the area, associated with rural tourism development. Review, invest in completing and improving the effectiveness of using cultural institutions at the grassroots level.
Strengthen inspection, examination, supervision and evaluation of the implementation of the National Target Program at all levels and sectors from the preparation to the implementation of the project to ensure the correct implementation of the objectives, promptly detect and strictly handle negative and wasteful behaviors during the implementation process, so that ethnic minority areas become prosperous and peaceful homelands.
