Implementing the organization and apparatus arrangement of the political system to be streamlined, operate effectively and efficiently in the spirit of Resolution No. 18 mentioned above, Tam Ky City People's Committee has 11 administrative agencies, 6 affiliated public service units (reducing 6 agencies and units); 9 organizations assigned by the Party and the State. Communes and wards have 85 villages/blocks (reducing 24 villages/blocks).
Mr. Pham Hoang Duc - Standing Deputy Secretary of Tam Ky City Party Committee acknowledged that the work of reorganizing and streamlining the apparatus in Tam Ky was carried out quite well. Party committees and authorities at all levels implemented it seriously, closely, and in the right direction.
Most agencies and units after reorganization and merger operate effectively, linking organizational innovation with leadership method innovation, streamlining staff; restructuring and improving the quality of staff, civil servants and public employees (CBCCVC).
At the Department of Planning and Investment, after reviewing and re-evaluating the specific functions and tasks of the specialized departments, the department merged two departments with similar functions, leaving seven functional departments and one affiliated public service unit.
According to Mr. Nguyen Tan Van - Deputy Director of the Department of Planning and Investment, the department's top priority is planning work associated with building job position projects and civil servant structure in specialized departments. From there, carry out training, fostering, arranging and using cadres and civil servants with sufficient professional standards, suitable for job positions.
“The arrangement and assignment of personnel according to the job position project has been gradually implemented, creating conditions to promote capacity and professional qualifications. The Department also transferred the positions of 14 civil servants according to Regulation No. 455 dated February 28, 2022 of the Provincial Party Standing Committee, contributing to improving the quality of public service activities, preventing corruption and negativity…” - Mr. Van shared.
Director of the Department of Home Affairs Tran Thi Kim Hoa said that from June 2017 to October 2024, the Provincial People's Committee reduced 2 organizational units and subordinate units; departments and branches reduced 34 subordinate units; reduced 26 administrative organizations under branches and equivalents; District People's Committees reduced 19 divisions. The streamlining of staff ensures the requirement of reducing at least 10% of staff by 2021 according to the direction of the Central Government; the province continues to streamline staff until 2026 according to the roadmap.
“The Party Committee of the Provincial People's Committee has summarized 7 years of implementing Resolution No. 18, analyzed the achievements, shortcomings, limitations and causes. On that basis, the report proposed to the Provincial Party Committee's Steering Committee a plan to reorganize the provincial and district-level apparatus in the coming time. It is expected that after the reorganization, the provincial government will reduce 7/28 provincial-level focal points (25%), reduce about 20% of focal points within agencies and units; reduce 34 district-level specialized departments…” - Ms. Hoa shared.
Ensuring quality human resources
The Provincial Party Standing Committee assessed that after 7 years of implementing Resolution No. 18, it has contributed to perfecting, streamlining, reducing internal focal points, rationalizing the structure, and overcoming the duplication of functions and tasks.
At the same time, reduce the number of heads and deputies, improve the effectiveness and efficiency of agencies and units; reorganize to focus on a number of key sectors and fields with good autonomy and management capacity.
With the achieved results, the Provincial Party Standing Committee determined the highest political determination in implementing the Central's policy on arranging and perfecting the organization of the political system to be streamlined and operate effectively and efficiently.
To effectively implement the streamlining of the political system of Quang Nam in the new situation, the Provincial Party Standing Committee directed many important contents.
Specifically, Party committees, Party organizations, authorities, all levels and sectors, first of all the heads and leaders of agencies, units and localities, need to be exemplary, proactive and determined in performing assigned tasks in the spirit of utmost urgency, "running and lining up at the same time".
During the implementation process, Chairman of the Provincial People's Committee Le Van Dung noted that agencies, units and localities must overcome the mindset of keeping the focal point and keeping the staff; especially the department leaders and keeping the payroll. Because the ultimate goal of this arrangement is to streamline the organization and reduce the payroll. At the same time, resolutely rearrange the team of leaders and managers from the province to the grassroots with the motto "streamlining - compact - strong - effective - efficient - effective". Accordingly, good staff must be selected.
“If an officer has weak capacity, works half-heartedly, lacks enthusiasm and responsibility, he/she should resign and be replaced by someone else. Only then can the organization be reorganized to promote efficiency and operate effectively and efficiently,” said Chairman of the Provincial People’s Committee Le Van Dung.
According to the head of the provincial People's Committee, in addition to the policies prescribed by the Central Government, Quang Nam should also have outstanding policies of the province to encourage those who can retire or quit their jobs immediately.
Provincial Party Secretary Luong Nguyen Minh Triet requested the Party Committee of the Provincial People's Committee to lead and direct the Provincial People's Committee and relevant agencies to urgently implement policies for cadres subject to rearrangement, ensure full policy information, ensure the rights of cadres after rearrangement; study and propose provincial policies (if necessary).
Provincial Party Secretary Luong Nguyen Minh Triet also noted that this policy requires speed, strength, prominence, humanity, fairness, linking the policy of streamlining the payroll with screening, selection, restructuring, and improving the quality of the staff; ensuring a reasonable correlation between the subjects, not causing disadvantages to the staff, public employees, and workers subject to rearrangement; at the same time, it is necessary to retain capable people.
The Standing Committee of the Provincial Party Committee said that, implementing Resolution No. 18, Quang Nam has reduced 101 units in the advisory and support agencies of the Provincial Party Committee, the Party Committee of the Provincial Agencies; agencies under the Fatherland Front and socio-political organizations of the province; the provincial and district-level government. Streamlined 6,393 positions in the entire political system (achieving a streamlining rate of 15% of the civil servant position and 20% of the public employee position). For public service units, 192 units were reduced.
