The workshop aims to concretize the Resolutions, programs, plans, and directions on the management, protection, and promotion of the value of relics; continue to supplement and clarify the location, scale, and role of O Dien Citadel during its existence in the 6th century; the life, career, and contributions of the famous person To Hien Thanh; and the work of preserving the cultural heritage system related to O Dien Citadel and the famous person To Hien Thanh.
The workshop also created a scientific basis for better management, conservation, restoration, planning and promotion of the value of the relic cluster associated with tourism development of the district, so that this place can truly become an attractive tourist destination of the city.
At the same time, connect, exploit and develop cultural, historical and revolutionary tourism products of the Capital; be a center of cultural and religious activities, a place to organize traditional festivals of the people, creating conditions to promote socio-economic development.
Van Hien Temple - the place to worship To Hien Thanh is located in a prime location of the ancient capital, on the right bank of the ancient Nhue River.
From many perspectives and analyses and explanations, the Workshop will supplement and clarify the ancient Nhue River estuary; analyze and evaluate the location, scale and role of O Dien Citadel during its existence in the 6th century.
At the same time, analyze and clarify the work of preserving the system of historical and cultural relics worshiping figures of the Pre-Ly dynasty and the famous person To Hien Thanh; determine the position and role of the cultural heritage system related to the ancient Nhue river mouth - O Dien citadel and the famous person To Hien Thanh in the context of the general development of Dan Phuong and Hanoi city.

The workshop also aims to propose solutions to promote the value of cultural heritage related to O Dien Citadel, Van Xuan State, and the famous person To Hien Thanh in Dan Phuong in particular and the Northern Delta in general. Along with that is the work of restoring and embellishing relics; orientation in restoring and embellishing relics; establishment and planning of relic clusters.
In addition, promote the value of the relic cluster of Van Hien Temple, Van Xuan Communal House, Ham Rong Temple, Chinh Khi Temple, Hai Giac Pagoda associated with the development of sightseeing and experiential tourism in the development of the cultural industry of the Capital and the district; mobilize all resources to preserve, embellish, invest in the construction of technical infrastructure, service infrastructure, promote destinations, create a foundation and resources to promote the socio-economic development of Dan Phuong.

Dan Phuong is a locality rich in historical and cultural traditions. In the area, Ha Mo commune is a land with a history of thousands of years, still preserving the vestiges of the ancient Nhue River, the ancient citadel of O Dien, the capital of Van Xuan country under the reign of King Ly Nam De.
This is also the hometown of Thai Pho To Hien Thanh (1102 - 1179) - a man of virtue and talent, who made many important contributions to the consolidation and development of the Ly dynasty.
O Dien is an ancient capital located in Ha Mo commune, Dan Phuong district (Hanoi) today. The citadel has a special strategic location. According to historical data, O Dien citadel was likely built in the water quadrangle area between the Red River, Day River, Hat River, and Nhue River.

In terms of historical role, O Dien Citadel played an important role in the national historical process as the political and military center of Van Xuan state in the pre-Thang Long period; one of the important defensive strongholds protecting the Red River Delta; a place of strategic connection with other power centers such as Co Loa citadel and Long Bien citadel.
To Hien Thanh was born in Le hamlet, O Dien commune (now Ha Mo) - the land that was once the capital of Van Xuan State during the Ly Nam De period. This created a continuous historical source, when the same land produced and nurtured outstanding figures in different periods of the nation's history.

At Hai Giac Pagoda
To shed light on the life and career of the Grand Chancellor To Hien Thanh, the Department of Culture and Information of Ha Tay province (old) in collaboration with the Vietnam Folk Arts Association and the People's Committee of Dan Phuong district organized a scientific conference "Celebrity To Hien Thanh - life and career" in Dan Phuong in 1997. The conference focused on researching the hometown, life and contributions of the celebrity To Hien Thanh to the two dynasties of King Ly Anh Tong and King Ly Cao Tong (12th century).
In 2011, the Department of Culture, Sports and Tourism of Hanoi City coordinated with the People's Committee of Dan Phuong District to organize a scientific workshop on O Dien Citadel; focusing on determining the geographical location, scale, significance and historical role of O Dien Citadel as the capital of the Van Xuan state in the second half of the 6th century.
The two workshops provided additional important historical documents about the ancient land of Ha Mo commune, Dan Phuong district, associated with O Dien ancient citadel and the hometown of Thai Pho To Hien Thanh.
Hai Giac Pagoda in Ha Mo commune relic cluster is one of the destinations that has promoted its value, associated with tourism development in the area.
In the context of current development, cultural heritages related to the ancient Nhue River, O Dien Citadel and To Hien Thanh have great historical and cultural value, are important resources for developing cultural industry, contributing to promoting the economy and society of Dan Phuong in particular and Hanoi in general.
The Scientific Workshop “Preserving and promoting the value of historical and cultural heritage of Dan Phuong homeland and celebrity To Hien Thanh” aims to continue researching and clarifying the vestiges of the ancient Nhue River, O Dien Citadel, and the conduct of Thai Pho To Hien Thanh associated with preserving and promoting the value of relics related to celebrity To Hien Thanh in Ha Mo land.

At the same time, discuss and listen to the opinions of managers, experts and researchers, thereby creating a scientific basis for planning and constructing To Hien Thanh Historical - Cultural Park in Ha Mo commune, Dan Phuong district.
