NDO - On November 25, at the Party Central Committee Headquarters, the 13th Party Central Committee Conference completed its agenda. With a spirit of urgency and high responsibility, delegates focused on discussing and agreeing on many important issues.
The Party Central Committee has basically agreed on the principles, objectives, requirements, and progress of summarizing Resolution No. 18-NQ/TW dated October 25, 2017 of the 12th Party Central Committee "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" and some suggested contents and orientations for Party committees at all levels, Party organizations, agencies, and units under the Central Committee to study and propose to reorganize and perfect the apparatus to be streamlined and operate effectively and efficiently.
The Central Executive Committee basically agreed on the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to study the Nuclear Power Program in Vietnam to firmly ensure national energy security, meet socio-economic development goals, enhance scientific and technological potential and sustainable national development.
Regarding personnel work, the Central Executive Committee gave opinions on personnel so that the Politburo could decide to introduce the 15th National Assembly to approve the positions of Minister of Finance and Minister of Transport; and elect members of the Standing Committee, Secretary General of the National Assembly, and Head of the National Assembly Office.
The Central Executive Committee has considered and expelled from the Party the following former members of the Party Central Committee: Pham Van Vong, former Secretary of the Provincial Party Committee, former Chairman of the People's Council of Vinh Phuc province; Ngo Duc Vuong, former Secretary of the Phu Tho Provincial Party Committee; Nguyen Doan Khanh, former Secretary of the Phu Tho Provincial Party Committee. The Central Executive Committee has considered and dismissed from the Party Central Committee, XIII term: Bui Van Cuong, member of the Party Central Committee, former Secretary General of the National Assembly, former Head of the National Assembly Office, former Secretary of the Dak Lak Provincial Party Committee; Nguyen Van The, member of the Party Central Committee, Secretary of the Party Committee of the Central Agencies, former Minister of Transport.
Concluding the Conference, General Secretary To Lam emphasized the need to determine the highest political determination in implementing the Central Executive Committee's policy on summarizing Resolution No. 18-NQ/TW. This is a particularly important task, a revolution in streamlining the organization and apparatus of the political system, requiring a high level of unity in awareness and action throughout the Party and the entire political system. Party committees, party organizations, agencies, units, all levels, all sectors, first of all, leaders and heads need to be exemplary, proactive and determined in performing assigned tasks in the spirit of "running and lining up at the same time"; "The Central does not wait for the provincial level, the provincial level does not wait for the district level, the district level does not wait for the grassroots level". Determined to complete the summary of the Resolution and report to the Central Executive Committee on the plan to arrange and perfect the organization and apparatus of the political system in the first quarter of 2025.
The General Secretary requested that, during the implementation process, Party committees, Party organizations, agencies, units, levels and sectors must adhere to the Party's principles, the Political Platform, the Party Charter, the Constitution, the law and the realities. Thoroughly grasp and consistently implement the principled requirements: Ensure smooth and effective operation of the general mechanism "Party leadership, State management, People's mastery"; through organizational and apparatus reforms to harmoniously resolve the relationships between Party agencies - National Assembly - Government - Judicial agencies - Fatherland Front and socio-political organizations. The summary must be conducted objectively, democratically, scientifically, specifically, deeply and receptively; Implement urgently but ensure caution, certainty, maintain principles, absorb opinions from practical summaries, experts, scientists, including foreign experience... to propose streamlining the apparatus organization, ensuring comprehensiveness, synchronization, and connectivity. Strictly implement the principle that one agency performs many tasks, one task is assigned to only one agency to preside over and take primary responsibility; thoroughly overcome the situation of overlapping functions, tasks, and division in areas and fields. Agencies and organizations that have been initially arranged must also review and propose again; resolutely eliminate intermediary organizations; reform of the apparatus organization must be associated with thoroughly grasping and effectively implementing policies on innovation of the Party's leadership methods, strong decentralization to localities, anti-waste, national digital transformation, socialization of public services...
The General Secretary noted that the streamlining of the organizational apparatus must be carried out synchronously, in conjunction with restructuring the contingent of cadres with sufficient qualities and capacities to meet the tasks, with reasonable staffing levels. Strongly innovate the recruitment, training, promotion, appointment, rotation, transfer, and assessment of cadres in a practical way, for the purpose of finding people, based on specific and measurable products. Have an effective mechanism to screen and remove from work those who do not have the qualities, capacities, and prestige; have policies to attract and employ those with outstanding capacities. Well implement the regime and policies for cadres, party members, civil servants, public employees, and workers affected by the restructuring of the organization and apparatus. Along with summarizing and proposing a new organizational model, it is necessary to proactively review and perfect the legal system to ensure consistency; amend and supplement the Party's policies and regulations for consistency; Strengthening the reform of administrative procedures... Arranging the apparatus and restructuring the staff must be associated with ensuring the good implementation of both important tasks at the same time: Accelerating and making breakthroughs in implementing socio-economic tasks in 2024, 2025 and the entire 13th Congress term, creating a foundation to bring the country into a new era. Preparing well the conditions for organizing party congresses at all levels and the 14th National Party Congress. Requiring the new apparatus to be better than the old one and to be put into operation immediately; not to interrupt work, not to leave gaps in time, not to leave vacant areas and fields; not to affect the normal activities of society and people...
Agencies, units and localities, on the basis of the principles and directions of the Politburo that have been agreed upon by the Central Committee, continue to study and propose specific measures to streamline Party committees, ministries, ministerial-level agencies, agencies under the National Assembly, the Fatherland Front and socio-political organizations; at the same time, proactively study the internal model of each agency after merger and consolidation. Party committees and organizations at all levels, especially leaders, especially Central Party Committee members, need to determine high political determination, make great efforts, and set a strong example in directing the assigned departments, ministries, branches, sectors and localities. The implementation process needs to be closely monitored to detect and replicate good and effective practices; correct and promptly handle arising issues.
Regarding the policy of restarting the Ninh Thuan Nuclear Power Project and continuing to study the nuclear power development program in Vietnam, the General Secretary requested that this work be carried out urgently, meeting the highest requirements of ensuring safety and protecting the environment. The Politburo was assigned to direct agencies to urgently implement solutions to synchronously complete the national energy infrastructure, meeting the requirements of national development in the new situation.
Regarding personnel work, the General Secretary directed that in the coming time, it is necessary to continue to synchronously implement solutions to prevent violations and negativity; strictly handle violations based on the principle of "if there are violations, they must be concluded and handled", "no forbidden areas, no exceptions"; strengthen the building of a clean and strong Party to meet the requirements and tasks in the new situation.
Emphasizing that the country's tasks in the coming time are very heavy, difficult, urgent and urgent, the General Secretary requested the Politburo members, Secretariat members, and Party Central Committee members to promote a high sense of responsibility before the Party, the State and the People, focus on leadership and direction with the highest determination to complete all three important tasks: Innovating and reorganizing the political system apparatus; speeding up and making breakthroughs to implement the goals and tasks of the 13th Congress term; and preparing well the conditions to successfully organize the 14th National Party Congress, bringing the country into a new era.
