Inspectors of Lao Cai Department of Agriculture and Rural Development worked with representatives of the Department of Animal Husbandry and Veterinary Medicine.

Accordingly, the Inspectorate of Lao Cai Department of Agriculture and Rural Development issued Inspection Conclusion No. 32/KL-TTr dated June 19, 2024 announcing the results of the specialized inspection of compliance with legal regulations on the procurement and use of vaccines and chemicals in the prevention and control of animal diseases for the Lao Cai Provincial Department of Animal Husbandry and Veterinary Medicine (Department) in 2023.

The inspection conclusion stated: In 2023, the Department of Animal Husbandry and Veterinary Medicine provided 9 districts, towns and cities with 710 stainless steel syringes of various types, 6,000 needles, 1,980 anti-epidemic masks, 1,030 goggles, 1,980 biological protection suits, 150 flat pincers, 20 sets of surgical instruments for examination and sampling, 6 disinfectant sprayers and some other supplies.

The Department also distributed 2,751,615 doses of vaccines to prevent and control livestock and poultry diseases to 9 districts, towns and cities, including vaccines for foot-and-mouth disease, cattle and buffalo erysipelas; vaccines against 3 swine diseases; vaccines for cholera, swine erysipelas; influenza and rabies vaccines. In 2023, the whole province will deploy 2,664,067 doses of various vaccines.

Also in 2023, the Department of Animal Husbandry and Veterinary Medicine distributed 23,749 liters of disinfectants to prevent and control livestock and poultry diseases to 9 districts, towns and cities, including 3,549 liters of Iodcid and 20,200 liters of Benkocid.

The results of direct inspection of books and archives at veterinary stations in 6 districts and cities showed that the distribution and receipt of supplies from the Department of Animal Husbandry and Veterinary Medicine were sufficient in terms of quantity and type. However, the verification and comparison of the quantity of supplies distributed by the veterinary station to commune veterinary staff could not be carried out, the reason being: Veterinary staff did not record the receipt of supplies for vaccination and animal disease prevention from the veterinary station.

Direct inspection and verification of vaccination, distribution and receipt of supplies at 119 livestock households, 24 village chiefs, and 14 veterinary staff in 6 districts and cities showed that most village chiefs did not have a logbook to track vaccination work in the area. The record of rabies vaccination for dogs and cats was not kept in accordance with regulations; the record kept at the station did not fully show information such as production batch, production date, vaccine expiry date, and lacked the name and signature of the veterinarian performing the vaccination. Some lists had differences in the names of pet owners between the vaccination certificates and the settlement list; the list of vaccinations for livestock, poultry, dogs and cats had many cases where the signatures of the household and pet owners were not included.

Checking and verifying the receipt, distribution and use of disinfectants by veterinary stations in districts, towns and cities showed that the list of signatures for chemicals distributed by heads of villages, hamlets and residential groups had differences in signatures between settlement periods; the amount of chemicals distributed for 2023 had not been fully used but was still distributed in 2024, specifically: Coc Leu ward, Lao Cai city in 2023 had 24 liters of Benkocid left over, in 2024 an additional 48 liters of Benzakocid was issued; Pho Lu town - Bao Thang district had 51 liters of various chemicals left over (Iocid 36 liters, Benkocid 15 liters).

Inspections show that there are still many shortcomings in the reception, distribution and use of veterinary supplies in localities.

The inspection conclusion also pointed out that there are still some shortcomings and deficiencies in the reception, distribution and use of materials, chemicals and vaccines, such as: The Department of Animal Husbandry and Veterinary Medicine has not been consistent in requiring the goods supplier to fully display information on the delivery note, and there is a phenomenon of handwriting later on the typed delivery note.

The distribution of vaccines carried out consecutively from the second period of the year of implementation to the first period of the following year for veterinary stations in districts, cities and towns is not clearly shown in the settlement records; commune-level veterinary staff do not record the quantity of supplies, chemicals and vaccines when receiving them from veterinary stations; most village and hamlet chiefs do not have a logbook to track vaccination work in the area.

The Inspectorate of the Department of Agriculture and Rural Development requested the Department of Animal Husbandry and Veterinary Medicine to direct the departments under the Department and veterinary stations to strengthen the inspection and supervision of the distribution and use of vaccines, chemicals, and vaccinations at the facility. Strengthen the training and education for veterinary staff in districts and communes on bookkeeping, preparing settlement documents and records to ensure compliance with regulations. Request the Department of Animal Husbandry and Veterinary Medicine to organize a review and draw lessons from the above-mentioned shortcomings, and report to the Inspectorate of the Department of Agriculture and Rural Development within 30 days from the date of announcement of the inspection conclusion.
