On the morning of July 8, the Central Internal Affairs Commission held an online conference to review the first 6 months of 2024 on the activities of the Steering Committee for Anti-Corruption and Negative Practices (PCTNTC) of provinces and centrally run cities. According to the report of the Central Internal Affairs Committee, in the first 6 months of 2024, the work of the provincial Steering Committees has seen many clear changes, notably: The activities of most provincial Steering Committees have become increasingly systematic, methodical and effective. The provincial Steering Committees have focused on directing the strengthening of inspection, supervision and audit work, improving the effectiveness of coordination between functional agencies in detecting and handling corruption and negativity. At the same time, they have directed the strict handling of many corruption and negativity cases, especially complicated, prolonged cases with difficulties and obstacles; and proactively detected, prosecuted, investigated and strictly handled a number of new cases related to violations that occurred in previous years and newly arising violations.
In the first 6 months of 2024, the provincial Steering Committees reviewed and put 74 cases and 33 complicated corruption and negative incidents that the public was concerned about occurring in the area under monitoring and direction. 456 new cases/1,265 defendants were prosecuted for corruption crimes; the number of cadres and party members prosecuted for negative behavior was 823 defendants.
In particular, many localities have prosecuted, investigated and handled many serious and complicated corruption and negative cases, such as: Ho Chi Minh City (94 cases), Hanoi (45 cases), Thanh Hoa (15 cases), Binh Phuoc (14 cases)... Directing the handling of 35 cases of heads and deputy heads of agencies and organizations that allowed corruption and negative acts to occur; prosecuting 73 cases/64 defendants for crimes of corruption and negative acts in the non-state sector. The policy of handling without forbidden areas and without exceptions has been implemented quite strictly, has a deterrent effect, and contributes significantly to the goal of "not daring" to commit corruption and negative acts.
Through inspection, supervision and examination, 63 cases/57 subjects of corruption and negativity were discovered; Party committees and competent inspection committees disciplined 949 party organizations/1,120 party members for violating things party members are not allowed to do and related to corruption and negativity. In addition, many localities have directed strict implementation of regulations on handling cadres after being disciplined, as a result, 168 cadres were considered for removal from party positions, reassignment to other jobs, and dismissal from positions. Along with directing functional branches, provincial Steering Committees directly conducted 123 inspections and supervisions, issued 128 conclusions and recommendations through inspection and supervision. Received and processed 1,528 petitions, transferred 640 complaints, denunciations and reflections on corruption and negativity to competent agencies for settlement. Provincial Steering Committees have conducted 2,088 inspections on the implementation of PCTNTC solutions, thereby detecting 58 units with violations and promptly correcting and rectifying them. Directing the review, proposing amendments, supplements and new issuance of 6,824 documents on regimes, norms and standards to prevent corruption and negativity. The results of detecting and handling corruption and negativity in localities show a clear change, an important step forward, contributing to effectively overcoming the situation of "hot above, cold below".

In order to comprehensively complete all aspects of activities in the last 6 months of 2024, meeting the increasingly high requirements of the task of combating corruption and transgression, Comrade Phan Dinh Trac, Head of the Central Internal Affairs Commission, requested the Provincial Steering Committees to continue to direct the effective implementation of the Party's guidelines, policies and laws of the State on anti-corruption and transgression, in conjunction with the implementation of policies on Party building and rectification.
Focus on leading and directing the timely implementation of the Conclusions of the General Secretary, Head of the Central Steering Committee at the meetings of the Steering Committee and the Standing Committee of the Steering Committee.
