3 officials discovered using fake foreign language certificates from Cambridge International

On October 23, the Department of Home Affairs of Quang Binh province confirmed that it had just reviewed and discovered that three provincial officials used English certificates issued by Cambridge International - a "fake" organization.

Accordingly, these three officials are working at Le Thuy District General Hospital; Dong Hoi City Parks and Trees Center; and the Center for Information Technology on Natural Resources and Environment under the provincial Department of Natural Resources and Environment.

"After discovering three cases of using fake foreign language certificates, we reported to the Ministry of Home Affairs and are waiting for comments and instructions from the ministry to come up with a solution," said the leader of the Quang Binh Department of Home Affairs.

According to the leader of this department, the Department of Home Affairs only has the function of checking and determining whether the diplomas and certificates are complete. But it has no role in assessing whether this organization is doing it correctly or not.

Previously, based on the petition of the Hanoi City Police Department's Security Investigation Agency, the Ministry of Home Affairs sent an official dispatch to ministries, government agencies, and People's Committees of provinces and centrally run cities requesting to check and review the records of civil servants and public employees who declared the use of foreign language certificates under the name of Cambridge International (a non-existent organization).

In June 2024, the Internal Political Security Department and the Investigation Security Department of Hanoi City Police prosecuted many people in the network of organizing exams and issuing fake Cambridge International English certificates.

According to the investigation results, in 2021, Le Van Vang (43 years old), residing in My Duc district, Hanoi city, came up with the name of the organization Cambridge International, with the purpose of organizing English training courses.

Then, understanding the needs of many people with limited English proficiency but needing a certificate to ensure the completion of their entrance exam application at agencies and units, Vang proposed to cooperate with the Institute for Educational Development Cooperation Research under the Vietnam Association of Psychological and Educational Sciences to organize foreign language certificate exams under the name of Cambridge International.

The subjects advertised this as a prestigious organization in the world for training and granting international foreign language certificates, to attract people who need certificates, register and thereby appropriate money.

This group has organized exams and issued about 4,200 English certificates named Cambridge International with prices ranging from 2.3 to 18 million VND/certificate.

Afterwards, Le Van Vang and his accomplices were prosecuted for "fraudulent appropriation of property".
