The Hanoi City Food Safety Interdisciplinary Inspection Team No. 1 made a surprise inspection at Duc Vinh Food Technology and Trading Joint Stock Company - a production and trading facility for snack foods, cereal cakes, chocolate-covered cereal cakes, and chocolate candies (No. 2 Thanh Nien Street, La Phu Industrial Zone, La Phu Commune, Hoai Duc District, Hanoi).
Through a surprise inspection at Duc Vinh Food Technology and Trading Joint Stock Company - A production and trading facility for snack foods, cereal cakes, chocolate-covered cereal cakes, and chocolate candy (No. 2 Thanh Nien Street, La Phu Industrial Park, La Phu Commune, Hoai Duc District, Hanoi).
At the time of inspection, the facility presented the following documents and records: business registration certificate, ISO 22000: 2018 certificate (still valid).
However, through checking legal records, it was found that the health certificates of the workers had expired. The facility had not yet presented certificates of food safety training for the owner and 7 employees who had direct contact with food.
The facility has also not presented documents proving the origin of raw materials and additives for food production, packaging containing and in direct contact with food.
In terms of facilities, the factory has 6 floors. The production area is not arranged according to the one-way principle, there are no separate zones between production areas. The food additive mixing room is degraded and dirty. The walls and ceiling of the production area are moldy, peeling, dirty, and lack hygiene.
Window area has no pest and insect control equipment; there are pests and insects in the production area; there are toilets in the product packaging and storage area.
The factory was very messy, with a lot of scraps, food and food ingredients scattered all over the floor. At the time of inspection, the production area was noted to have burnt oil, “black as sewer water”. The team took samples of the “frying oil” to test for quality standards.
Regarding equipment and tools, the facility does not have a hygiene regime, is dirty and rusty; does not have tools to prevent insects and harmful animals from entering; does not have equipment, tools, means of washing and disinfecting hands, personal hygiene and equipment and tools; food containers do not ensure hygiene.
The raw material storage area is shared with the finished product storage area, has no doors, no shelves, no nameplates, no rules, procedures, or hygiene regimes. Employees directly involved in food production do not wear protective clothing as prescribed; do not have boots or shoes for separate use in the food production area; practices do not ensure food safety.
The inspection team requested the facility to temporarily suspend operations to immediately correct the above-mentioned problems; clean all facilities, equipment and tools; arrange the production area to ensure one-way principle, separate functional areas; conduct health check-ups for workers; do not use raw materials that do not ensure food safety; continue to work to resolve the problems in the inspection report with the Hoai Duc District Food Safety Steering Committee.
Interdisciplinary inspection team No. 1 assigned the Food Safety Steering Committee of Hoai Duc district to continue working with the facility, handle violations and report the results to Interdisciplinary inspection team No. 1 before January 14, 2025.
On the same day, the Delegation also inspected An Dong Food Industry Joint Stock Company - a facility producing and supplying hard candies and biscuits (La Phu Industrial Park, La Phu Commune, Hoai Duc District, Hanoi).
At the time of inspection, the facility presented the following documents and records: business registration certificate, ISO 22000: 2018 certificate (still valid), self-declaration records of 7 products the company is manufacturing.
However, the facility has not yet presented health certificates and food safety training certificates for the facility owner and 12 employees who have direct contact with food. In addition, the origin of raw materials, additives for food production, packaging, and direct contact with food has not been proven.
Regarding facilities, the factory has 2 floors. The production area is not arranged according to the one-way principle, there are no separate zones, the walls, ceilings and floors are degraded, moldy, peeling, and lack of hygiene.
The window area has no pest control equipment; there are cockroaches in the production area. The factory is messy, with a lot of scrap and food left directly on the floor.
The facility lacks regular cleaning; there are no tools to prevent insects and harmful animals from entering. The area for storing finished products has no shelves, no nameplates, no rules, procedures, or cleaning regimes; there is no warehouse for raw materials; currently raw sugar and molasses are stored on the floor. Regarding product labels, there are some contents that are inconsistent with the product self-declaration records.
The inspection team requested the facility to temporarily suspend operations to immediately correct the above-mentioned problems; requested the Hoai Duc District Food Safety Steering Committee to continue working with the facility, handle violations and report the results to the interdisciplinary inspection team No. 1 before January 14, 2025.
