Launching the emulation campaign to complete the Tuyen Quang - Ha Giang Expressway Construction Project (Phase 1)

The emulation campaign aims to promote the strength of the entire political system and people, contractors, and construction units, striving to complete the target by 2025, putting into operation the Tuyen Quang - Ha Giang Expressway Construction Project (Phase 1), the section passing through Tuyen Quang province, contributing to the successful implementation of the Resolution of the 13th National Party Congress of "completing 3,000 km of expressway before December 31, 2025".

Accordingly, departments, branches, agencies, units, localities, and enterprises, according to their assigned functions, tasks, and powers, organize and mobilize people, cadres, civil servants, public employees, soldiers of the armed forces, union members, association members, and teams of engineers, workers, and laborers to actively participate in emulation to effectively implement the following contents:

1. Compete to be good workers, creative workers, apply scientific advances, improve techniques, concentrate maximum machinery, means, human resources, and material resources to complete the construction on schedule, ensure the quality of the Tuyen Quang - Ha Giang expressway construction project (phase 1), the section through Tuyen Quang province according to the approved plan, in accordance with the direction of the Government and the Prime Minister.

2. Compete in organizing construction and building project items; compete in consulting, supervision, and design to ensure progress, quality, technique, aesthetics, environmental sanitation, labor safety, and traffic safety; proactively coordinate with sectors and localities to ensure sources of construction materials for construction works.

3. Continue to promote administrative procedure reform, reduce costs for relevant units; publicize and make information transparent so that competent authorities and the People can participate in supervising the implementation of construction works; effectively prevent and combat corruption and waste in project implementation.

4. Compete in researching and applying science and technology, modern management methods in project management, construction, and project building to improve labor productivity, shorten time, save construction materials, research and use new raw materials with high applicability, friendliness, and safety for the environment.

5. Compete to propagate and mobilize people to agree and comply with the relocation and site clearance for project construction; compete to speed up the investment progress in resettlement area construction, ensuring that relocated people have new housing equal to or better than their old housing.

The peak emulation period will be implemented from October 10, 2024; the first preliminary summary will be in December 2024, the second preliminary summary will be in June 2025 and the final summary will be in December 2025.
