At the launching ceremony, the leaders of the Provincial Police Department requested officers and soldiers in the entire force to compete to effectively implement the following key contents: Compete to ensure security and order, well implement the motto "Proactive security", promptly advise the Party Committee and the government on policies and solutions to protect national security, maintain political security, ensure human security...; absolutely ensure security and safety of key targets, projects, important political, cultural and social events taking place in the province; absolutely ensure safety before, during and after the Party Congresses at all levels for the 2025-2030 term, towards the 14th National Party Congress. Strive to reduce at least 7% of crimes against social order and reduce 10% of the number of cases and incidents temporarily suspended compared to the previous year; Receive and process 100% of crime reports, denunciations, and prosecution recommendations, and the resolution rate reaches over 95%... At the same time, well organize activities to celebrate the 80th anniversary of the Vietnam People's Public Security Force's Traditional Day and the 20th anniversary of the National Day for National Security Protection. The special emulation movement is divided into 3 phases, starting from August 19, 2024 to August 19, 2025.

After the launching ceremony of the special emulation movement, the Provincial Police Director deployed and issued orders to launch a 90-day and night peak period to attack and suppress crime, ensure security and order; compete to complete the tasks and targets of the police work in 2024.
Before the launching ceremony, delegates offered flowers and incense to commemorate President Ho Chi Minh ; commemorate people who lost their lives due to storm No. 3 and officers and soldiers who sacrificed their lives while performing the task of preventing, fighting and overcoming storms and floods.
