Implementing Plan No. 390-KH/BTGTW dated November 15, 2023 of the Central Propaganda Department on organizing activities to summarize 50 years of Vietnamese literature and art after the country's reunification (April 30, 1975 - April 30, 2025), the Provincial Party Standing Committee issued Plan No. 224-KH/TU dated January 31, 2024 on organizing activities to summarize 50 years of Dong Thap literature and art after the country's reunification. Today's scientific conference is one of the series of activities of the Province associated with the 50th anniversary of the Liberation of the South and National Reunification. On behalf of the Provincial leaders, I would like to send to the leaders of the Central Propaganda and Mass Mobilization Department, the Regional Political Academy IV, experts, scientists, artists, writers, poets and delegates my best wishes for health and the warmest greetings!

Dear delegates!

Dong Thap owns a rich river system and water resources, surrounded by Tien River and Hau River - two large branches of the Mekong River system, with a natural area of ​​3,384 km2, including 03 cities and 09 districts. Dong Thap is considered a key agricultural region of the country with products: rice, seafood, fruit trees, ornamental flowers..., a locality with a long history of historical and cultural traditions, from which there are many historical and cultural relics at the national and provincial levels, many intangible cultural heritages recognized such as: Ho Dong Thap, Dinh Yen mat weaving village, Long Hau boat making village, Long Khanh scarf weaving village, Lai Vung nem village... with natural factors and historical and cultural factors have created favorable conditions for the province to exploit its potential and advantages for socio -economic development.

Implementing Resolution No. 13-NQ/TW dated April 2, 2022 of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Mekong Delta region to 2030, with a vision to 2045, on February 17, 2023, Dong Thap Provincial Party Committee issued Action Program No. 48-CTr/TU setting the development target by 2030, the main economic development indicators are ranked in the group of 05 leading localities in the Mekong Delta region, reaching above the national average. Ranked in the leading group of the region in digital transformation and some advantageous agricultural sectors. Developing industry, trade and services with high growth rates and being the locomotive of socio-economic development. Comprehensively developing cultural and social fields are among the fairly good ones in the country. International cooperation and integration are increasingly deepened. The development goal by 2030 is to promote all potentials, advantages, resources and human factors to bring Dong Thap to balanced, comprehensive and sustainable development.

In particular, during this term (2020 - 2025), the Provincial Party Committee, term XI, issued Resolution No. 06-NQ/TU dated December 31, 2021 on building a culture and people of Dong Thap that are affectionate, dynamic and creative. The viewpoint and goal of Dong Thap province is to build Dong Thap culture and people as both a goal and a driving force for socio-economic development, unity in diversity, inheritance and promotion of traditional national cultural values ​​and Dong Thap's identity and characteristics. The province identifies the standard values ​​of Dong Thap people in the current period: "Patriotism, solidarity, honesty, self-reliance, diligence, cooperation, affection, dynamism and creativity". That is, the crystallization of Dong Thap's history, culture and people are being preserved, supplemented and developed.

In the cause of innovation and development of the homeland, Dong Thap effectively exploited the advantages of natural resources, the outstanding mark is the successful conquest and exploitation of Dong Thap Muoi, investment in developing traffic and urban infrastructure and implementing the Agricultural Restructuring Project. From a deeply flooded, alum-contaminated, barren land, it has become a fertile land; the rice fields have changed from producing 01 seasonal rice crop to producing 03 high-quality rice crops, the rice output has reached over 3.3 million tons (by the end of 2024), ranking third in the Mekong Delta region, firmly ensuring food security and exports with an estimated production value of 17,572 billion VND, an increase of 11.8%. Traffic and urban infrastructure has been focused on, creating conditions for connecting people's trade and travel. The appearance of urban and rural areas has changed positively, contributing to shortening the gap between urban and rural areas.

The average annual GRDP economic growth rate reached 6.44%/year, the average GRDP per capita reached over 77.55 million VND. As the leading locality in the country in restructuring the agricultural sector, the Provincial Competitiveness Index (PCI) for 16 consecutive years, Dong Thap province has been in the group of 05 localities with the highest competitiveness in the country. In 2024, Dong Thap is honored to be 01 of 03 excellent provinces nationwide to receive the title "Typical locality building a startup ecosystem". The province has changed its mindset from "agricultural production" to "agricultural economy", deployed 161,000 hectares, participated in the implementation of the Project of 1 million hectares of high-quality rice, reduced emissions and continued to pioneer research and develop the overall Project "Building Dong Thap to become a pioneering and model province in ecological agriculture, modern countryside, civilized farmers" to strongly develop the industry value chain, apply circular economy, green economy, digital transformation to create a sustainable, transparent, responsible and climate change-adaptive ecological agriculture, associated with modern rural development and civilized farmers, contributing to socio-economic development, improving the quality of life of the people.

From the early days after liberation, in the context of the country's many difficulties, artists, writers, and poets overcame difficulties, picked up pens and instruments, to record the most authentic images of life and people in Dong Thap - a land not only famous for its lush green rice fields, fruit-laden orchards, and winding rivers, but also a place that preserves rich traditional cultural values.

Over the past 50 years, we have witnessed the strong development of Dong Thap literature and art. Literary works, paintings, and music have deeply reflected the feelings of the people here. From simple but poetic poems of poets, to literary works imbued with regional culture, all have contributed to creating a colorful picture of life and people of Dong Thap.

We cannot help but mention the great names who have been associated with Dong Thap literature and art. They are the ones who have devoted all their heart, time and energy to art. Their works are not only products of creativity, but also profound messages about their love for their homeland, their desire to live, and their faith in the future. They have touched the hearts of many generations, deeply engraved in the minds of readers and viewers.

However, in the modern context, when culture and art are facing many challenges, we must make more efforts to preserve and develop the unique values ​​of our homeland. We need to encourage creativity, create conditions for young talents to develop, and at the same time connect with other cultures to enrich Dong Thap literature and art.

I believe that with the unity and determination of all of us, Dong Thap Literature and Arts will continue to expand, not only domestically but also internationally. We will continue to build a creative environment, where new ideas are welcomed, where artists, writers, and poets can freely express themselves and contribute to cultural and artistic life.

On this occasion, I would like to express my sincere thanks to the leaders, organizations and individuals who have accompanied and supported the development of Dong Thap Literature and Arts over the past 50 years. Your interest and investment are the motivation for us to continue to strive, create and contribute.
