2025 is the first year that 9th and 12th graders will take the exam according to the 2018 General Education Program. At present, these two groups of students are under great pressure from changes in the program as well as adjustments in the admission regulations. Rumors about the third exam - the 10th grade exam as well as many conflicting opinions about the methods and approaches to university admission have made students extremely confused. What not only students but also parents, teachers and schools are looking forward to is that the Ministry of Education and Training will soon announce the official admission regulations.
Grade 10 exam: impatient with the third exam
Before officially announcing the Draft Circular promulgating the Regulations on Secondary School and High School Admissions for units and individuals to study and contribute opinions, this draft was sent to the Department of Education and Training of 63 provinces and cities and high schools nationwide. The proposal that received the most attention was the method of entrance examination for grade 10, the number of subjects is 3 subjects, including: math, literature and one subject randomly drawn by the Department of Education and Training from the remaining subjects in the general education program at the secondary level. The process of organizing the drawing of the third subject includes the leaders of the Department of Education and Training, representatives of the leaders of the departments under the Department, the Department's inspectors and related components; the drawn subject must be announced before March 31 every year.
Public opinion agrees with the plan of 3 subjects for the 10th grade exam but strongly reacts to the form of drawing lots for the exam subjects. In the official draft announced on October 18, the proposal to draw lots for the 3rd exam subject in the 10th grade entrance exam does not appear. According to the draft, there are 3 methods of admission to 10th grade high school including: entrance exam, admission review or a combination of entrance exam and admission review. The selection of admission method is under the authority of the locality. The organization of the entrance exam will include 3 subjects including math, literature and a 3rd subject or a combination exam selected by the Department of Education and Training, the higher education institution with the high school and announced before March 31 every year.
The third subject is selected from among the subjects that are assessed by scores in the general education program at the secondary level. The Ministry of Education and Training said that it had collected opinions from 8,898 secondary education institutions in 63 provinces and cities on the contents of the draft regulations on secondary and high school enrollment, of which 8,267 opinions agreed with the draft contents (92.9%); 631 opinions had additional suggestions.
The third subject in the 10th grade exam should be fixed or changed every year continues to be a topic that attracts the attention of public opinion and parents. Some people think that the third subject should not be fixed to avoid the phenomenon of lopsided learning, rote learning, and not comprehensively assessing students in the basic education stage. On the contrary, many opinions frankly state their views: The third subject should be fixed as a foreign language (mainly English); because English is one of the 8 compulsory subjects for all students; helping to realize the requirement of the Politburo to gradually make English the second language in schools.
Regarding the plan for the third exam subject to be kept “secret” until the exam date (before March 31) as stated in the draft, public opinion, students, and parents hope that the Ministry of Education and Training will adjust the time to announce the exam subject earlier. Regarding this issue, Deputy Prime Minister Le Thanh Long directed the Ministry of Education and Training to carefully review, research, and absorb public opinions; and promptly announce the 10th grade exam plan so that schools and students can proactively have appropriate and effective teaching and review plans.
Following the direction of the Deputy Prime Minister as well as comments from the people, the Ministry of Education and Training plans to issue regulations on secondary and high school enrollment before December 31, 2024.
University admissions: conflicting opinions make candidates "confused"
Regarding university and college admissions, on November 22, 2024, the Ministry of Education and Training published a Draft Circular amending and supplementing a number of articles of the Regulations on university and college admissions for preschool education for agencies, organizations and individuals to comment on. The deadline for receiving comments is 2 months from the date of publication of the draft.
The draft regulations on university and college admissions of the Ministry of Education and Training have many new points, such as: adjusting the regulations on the threshold to ensure input quality for the groups of pedagogical and health majors; the early admission quota is determined by the training institution but does not exceed 20% of the quota for each major and group of training majors; the admission scores and passing scores of the methods and subject combinations used for admission must be converted to a common, unified scale for each program, major, and group of training majors; admission based on academic records must use the results of the entire 12th grade year of the candidate...
Many conflicting opinions on the draft amendments have been raised. At the discussion held on December 6 by the Ministry of Education and Training with the participation of leaders of units under the Ministry, experts, leaders of some Departments of Education and Training, higher education institutions and the Drafting Committee, the Ministry continued to receive many frank opinions from delegates and said that it would take all comments to the fullest extent; at the same time, it hopes to continue receiving more opinions; thereby agreeing to perfect the regulations before officially promulgating them.
Many parents and candidates admitted that they were very worried when following the opinions from experts as well as from the grassroots. Nguyen Thi Anh Ngoc, a 12th grade student in Hai Ba Trung district, Hanoi, expressed: “I am confused by a lot of information. For example, with early admission, some people think it should be eliminated, others say it should be kept; the Ministry proposed to keep the maximum rate of 20% and affirmed that it will consider and accept all opinions. So in the end, in 2025, will universities still consider early admission? We want to know so that we can proactively plan and prepare.
Nguyen Quang Trung, Deputy Head of the Department of Communications and Admissions (University of Commerce), said that with many new regulations mentioned in the draft, it is important for schools that the Ministry soon decides to issue the official Regulations; at the same time, technical solutions need to be implemented and deployed immediately. If the time for collecting opinions is too long and the Regulations are issued too late, it will affect candidates and the admission process in 2025.
The Ministry of Education and Training emphasized that the revised university and college admission regulations will put the interests of candidates first, ensure fairness and transparency; improve the quality of training in both general education and university entrance and aim to train high-quality human resources for the country.
According to the announcement, the deadline for receiving comments on the draft university and college admissions from units, organizations and individuals is before January 22, 2025 - which means there is still more than 1 month left.
