Phan Thiet focuses on inspection, supervision and enforcement of Party discipline

Identifying the tasks of inspection, supervision and enforcement of Party discipline as the Party's leadership method and function, in recent times, the Phan Thiet City Party Committee has focused on leading, directing and organizing the implementation of inspection and supervision work, achieving many positive results. Thereby, contributing to building the Party and the political system to become increasingly clean and strong.

Positive results

Phan Thiet City Party Committee has 55 grassroots Party organizations, including 27 Party Committees and 28 grassroots Party cells with 7,067 Party members. In the past half term, the Standing Committee of the City Party Committee and grassroots Party committees in the city have promptly and seriously deployed and disseminated the Party's regulations, decisions and instructions on inspection, supervision and Party discipline enforcement. Accordingly, at the beginning of the term and every year, units have proactively developed programs, plans and organized the implementation of inspection, supervision and Party discipline enforcement work in accordance with procedures and regulations. The content and areas of inspection and supervision are more numerous and more diverse, closely following the actual situation of the unit and locality. Supervision work is carried out regularly; the subjects of inspection and supervision are the heads of Party committees. The work of inspecting party members when there are signs of violations and party members being disciplined by the Standing Committee of the City Party Committee has increased compared to the first half of the 2015-2020 term. The work of handling denunciations has been carried out seriously, handling of complaints has been focused on; the implementation of discipline has been ensured according to the prescribed directions, guidelines, principles, and procedures.

Up to this point, the Standing Committee of the City Party Committee has conducted 13 inspections of 35/63 Party organizations and 29/37 Party Secretaries and Deputy Secretaries. The Party Committee has inspected 270/283 Party organizations and 145/380 Party members; grassroots Party cells have inspected 216/264 Party members... Through the inspections, Party organizations have led and directed the serious and complete implementation of directives and resolutions of higher-level Party Committees; Party members have performed well the assigned tasks and tasks assigned by Party cells. On the other hand, the Standing Committee of the City Party Committee has directly supervised Party organizations. The Party Committees and grassroots Party cells have regularly supervised subordinate Party cells and Party members in implementing Resolution No. 4 of the Central Committee (term XII), Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle; Regulations on what party members are not allowed to do; Directive No. 27-CT/TU, Directive No. 30-CT/TU of the Provincial Party Committee Standing Committee... Regarding thematic supervision, the Standing Committee of the City Party Committee also conducted 8 supervisions of 25/31 Party organizations and 22/20 Party members. During the 2020 - 2025 term, competent Party organizations disciplined 40 Party members, of which: the Standing Committee of the City Party Committee disciplined 5 Party members, the City Party Committee's Inspection Committee disciplined 20 Party members, the Party cell disciplined 9 Party members... Compared to the 2015 - 2020 term, the number of disciplined Party members decreased by 2 cases. The content of violations is often violations of the principle of democratic centralism, things Party members are not allowed to do, violations of lack of responsibility in management and operation; Population policy - family planning... The disciplined party members are all clearly aware of their shortcomings and violations and have done well in overcoming them, showing signs of progress and being more responsible for the tasks assigned to them.

Focus on inspection and supervision with focus and key points

However, according to the Standing Committee of Phan Thiet City Party Committee, the implementation of specialized inspections and supervisions at Party committees and Inspection Committees at all levels has mostly decreased compared to the first half of the 2015-2020 term. The progress of inspections and supervisions by Party committees and Inspection Committees at all levels is still slow compared to the requirements of the plan; the content and methods of inspections and supervisions are still confusing. The inspection of party members when there are signs of violations, and the consideration of disciplinary action by Party committees and Party Committee Inspection Committees are still limited. One of the reasons for the above situation is that due to the strengthening of regular supervision, the number of party members subject to specialized inspections and supervisions has decreased. Some comrades, Heads, Vice Heads, members of the Party Committee Inspection Committees, and party members in charge of inspection work of Party cells are frequently changed and supplemented and have not received professional training, so they are somewhat limited in organizing and implementing inspections and supervisions at localities and units.

To effectively carry out inspection and supervision work in the coming time, the Standing Committee of the Phan Thiet City Party Committee continues to thoroughly grasp and seriously implement the Party's Charter, resolutions, regulations, decisions and instructions on inspection, supervision and discipline enforcement in the Party; raise awareness, roles and responsibilities of Party committees, Party organizations and cadres and Party members, especially Party committee members and key cadres from the city to the grassroots level in performing inspection and supervision tasks. The Standing Committee of the City Party Committee also builds and organizes the implementation of the full-term and annual inspection and supervision program, focusing on inspection and supervision with focus and key points according to the requirements and tasks of each locality, agency and unit; strengthen post-inspection supervision; promote self-inspection of Party committees, Party organizations and Party members, correctly identify responsibilities, especially those of leaders in inspection and supervision work; promote the role and responsibility of inspection and supervision of the Party building committees and the Office of the City Party Committee according to their functions, tasks and powers as prescribed. In particular, the City Party Committee will strengthen the inspection and supervision of sensitive and complicated areas that are prone to negativity, especially in the implementation of anti-corruption and waste; land management; basic construction, finance, and public assets; the cultivation and training of ethics of cadres and party members; the declaration and public disclosure of asset and income declarations.

It can be said that doing a good job of Party inspection, supervision and discipline will be an important basis for the Phan Thiet City Party Committee to promote the spirit of solidarity, unity and determination to successfully complete the goals and tasks of socio-economic development, ensuring national defense and security, building a clean and strong Party and political system according to the Resolution of the City Party Congress, term 2020 - 2025.
