Strive to effectively implement the financial and banking plan targets for 2025

On the afternoon of December 30, the Provincial People's Committee held a conference to summarize the banking sector, finalize financial statements for 2024, and deploy tasks for 2025. Exceeded the financial plan targets set by the bank

In 2024, the State Bank of Thanh Hoa has performed well its role as a state management agency in the area. Closely following the Resolutions of the Party, the National Assembly, the Government, the direction of the Prime Minister, the Governor of the State Bank of Vietnam (SBV), the Provincial Party Committee, the Provincial People's Committee, the Thanh Hoa Banking sector has seriously implemented the key tasks of the sector. In particular, special attention has been paid to implementing solutions to increase credit growth, creating favorable conditions for businesses and people to access and restore production and business, contributing to restoring and promoting economic growth, and effectively implementing social security work.

The total outstanding debt of the whole area is estimated at VND 220,030 billion, an increase of 13.2% compared to the beginning of the year. This is an important resource to support production, business and consumption of people and businesses, contributing to the socio-economic development of the province”.

During the year, the Provincial Tax Department and the Thanh Hoa Customs Department synchronously and resolutely implemented tasks and solutions to improve the effectiveness of state management in the field of revenue collection and prevention of state budget losses; actively supported and removed difficulties and obstacles for taxpayers; accompanied businesses in recovering and developing production and business, increasing budget revenue. This result contributed to Thanh Hoa's first state budget revenue reaching nearly 56,000 billion VND, exceeding 56.3% of the estimate, up 28.7% over the same period, ranking first in the North Central region and 8th in the country.

“Most budget revenue sectors achieved quite high results with total domestic revenue reaching 35,400 billion VND, reaching 165.3% of the estimate, of which 5 sectors accounted for 77% of the total revenue estimate and had impressive revenue results, such as: Land use fee collection reached 15,160 billion VND, reaching 216.6% of the assigned estimate; State investment sector reached 7,550 billion VND, reaching 157% of the assigned estimate; non-state sector reached 3,712 billion VND, reaching 138% of the assigned estimate; environmental protection tax collection reached 1,889 billion VND, reaching 131% of the assigned estimate...”

Regarding import-export collection activities, according to the report of Thanh Hoa Provincial Customs Department: As of December 27, 2024, the revenue reached more than 20,776.9 billion VND, reaching 153% of the target assigned by the Prime Minister , an increase of 25% over the same period in 2023.

The Department of Finance and the State Treasury of Thanh Hoa have implemented effective measures to collect the State budget; appraised, advised on the timely allocation and arrangement of funds, ensuring compliance with regulations, strictly controlled budget expenditures; correctly and fully implemented the provisions of the State Budget Law on allocation of funds and payment control for regular expenditures; ensured compliance with the regime, standards, norms and contents, and expenditure tasks within the budget estimates approved by competent authorities.

Creating economic growth momentum, nurturing revenue sources

After the delegates discussed, contributed opinions, and made concluding remarks at the conference, Standing Vice Chairman of the Provincial People's Committee Nguyen Van Thi congratulated and commended the officials and civil servants of the sectors for their efforts, determination, responsibility, and close coordination with departments and sectors to exceed the financial and banking plan targets set for 2024.

Regarding the tasks in 2025, the Standing Vice Chairman of the Provincial People's Committee requested the Thanh Hoa State Treasury to perform well the work of revenue management and budget expenditure control; ensure full, timely and accurate accounting of revenues to the State budget; strictly comply with discipline and order in financial management, budget expenditure control, ensure transparency, switch from pre-inspection to post-inspection, shorten the time for expenditure control as much as possible, create all favorable conditions to promptly disburse all public investment capital plans in 2025; resolutely refuse to pay cases that do not meet payment conditions according to the provisions of law...

The Standing Vice Chairman of the Provincial People's Committee requested the Provincial Tax Department and the Provincial Customs Department to focus all resources to synchronously, drastically and effectively implement the tasks of collecting the State budget in 2025, striving to exceed the assigned plan. The Tax Department reviews and accurately identifies potential revenue sources, areas and types of taxes that are still lacking in revenue to promptly propose effective revenue management solutions, especially land use fee collection. Continue to promptly grasp the difficulties and obstacles of taxpayers to promptly resolve or report to competent authorities.

Thanh Hoa Customs Department continues to focus on promoting and mobilizing import-export enterprises to carry out customs procedures at the unit. Strengthening digital transformation, applying information technology, reforming administrative procedures in management and operation, creating maximum convenience for import-export activities, best meeting the requirements of organizations and individuals in the customs sector.

He also requested the State Bank of Thanh Hoa to closely follow the guidelines and policies of the Party, the State, the Government, the State Bank of Vietnam and the province to manage credit growth reasonably and effectively, improve credit quality, focus on production and business sectors, priority sectors, and growth drivers of the economy; strictly control credit, promptly, appropriately and effectively handle sectors with potential risks to have solutions that both ensure the safety of the system and contribute to solving difficulties, removing bottlenecks, and promoting economic growth. He requested commercial banks and credit institutions in the province to create favorable conditions for businesses and people to access credit capital, improve the economy's ability to absorb capital; proactively carry out connection activities and dialogue with business associations and customers to have support mechanisms, remove difficulties with specific, timely and flexible solutions. Focus on reducing costs, enhancing digital transformation, applying information technology, simplifying processes and procedures... to create conditions to continue reducing lending interest rates, creating favorable conditions for customers to access and absorb credit capital. At the same time, there are solutions to improve credit quality and recover and handle bad debts, minimize new bad debts; effectively implement the "Project to restructure the system of credit institutions associated with bad debt handling for the period 2021 - 2025".
