The delegates highly agreed with the contents of the reports, emphasizing: In the context of many difficulties, the Provincial Party Committee, People's Council, and People's Committee have focused on leading and directing the drastic and synchronous implementation of policies and directions of the Government, the Prime Minister, ministries and central branches; established a special working group to remove difficulties, support enterprises, investors, investment projects and 3 working groups to solve each specific problem and project; organized a working delegation of the province to work with districts to remove difficulties for localities. With the high determination of the entire political system, mobilizing the participation of all levels and branches, the consensus and support of the people and the business community, the socio-economic situation of the province is basically stable and has achieved some positive results in various fields. The economic growth rate reached 7.72%, ranking 13th in the country and 6th in the Red River Delta. Investment attraction has improved, especially foreign investment. The cultural and social fields have been comprehensively directed, in accordance with actual conditions, both meeting the task of economic development and serving people's lives well. National defense and security continue to be maintained. Discipline and administrative discipline in state agencies have been strengthened. The work of building the Party and the political system has been directed to be implemented synchronously and systematically with many effective innovations.

In addition to the achieved results, he also frankly pointed out a number of shortcomings and limitations such as: economic growth rate, although high compared to the whole country, is still very low compared to the set target; local budget revenue and domestic revenue are low; progress in implementing a number of tasks under the direction of the Provincial Party Committee, Provincial People's Committee, conclusions of inspections, audits and implementation of mechanisms and policies in a number of areas is still slow; many long-standing problems have not been completely resolved; site clearance work in a number of localities has had limited results; State management in some areas such as land, environment, and basic construction is not strict, especially at the grassroots level...

To successfully implement the goals, targets and tasks of 2023, the Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council requested all levels, sectors, localities, agencies, units, especially the members of the Provincial Party Executive Committee to focus on directing the review of all goals, targets, tasks and solutions set out at the beginning of the year, on that basis, clearly identify the content of the work that needs to be implemented with the highest determination to complete the set goals. For agricultural production, it is necessary to continue to strongly and synchronously implement solutions to restructure the agricultural sector; promote land accumulation and concentration, and production linkage. Continue to promote the new rural construction program, focusing on building advanced new rural areas and model new rural areas on the principle of ensuring substance, efficiency and sustainability. Pay attention to removing difficulties for businesses. Speed up the implementation of key projects and works. Direct drastic measures to boost budget collection; disbursement of public investment capital, striving to disburse all assigned capital plans. Continue to synchronously implement solutions to improve the quality of education and training; rectify the situation of extra teaching, extra learning and overcharging in schools. Improve the quality of medical examination and treatment services, strengthen preventive medicine and people's health care.
