This afternoon, December 11, the People's Committee and the Vietnam Fatherland Front Committee of Quang Tri province jointly held a meeting to implement the Program to eliminate temporary and dilapidated houses according to Directive No. 42/CT-TTg dated November 9, 2024, Official Dispatch No. 117/CD-TTg dated November 18, 2024 of the Prime Minister on accelerating the elimination of temporary and dilapidated houses nationwide and providing housing support for people with revolutionary contributions and relatives of martyrs according to Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister. On October 6, 2022, the Provincial People's Committee - Vietnam Fatherland Front Committee issued Project 197/DA-UBND-MTTQ "Mobilizing resources to support the construction of new houses for poor households in Quang Tri province, period 2022 - 2026" (Project 197) and was approved by the Provincial People's Council in Resolution No. 70/NQ-HDND dated October 18, 2022, with the goal of building 3,152 new houses for poor households, by the end of 2026, the whole province will basically have no poor households living in temporary houses; the total fund to be mobilized is 217,295 billion VND.
On June 20, 2023, the Provincial People's Committee issued Document No. 3027/UBND-KGVX requesting the Provincial Vietnam Fatherland Front Committee to agree to add 520 poor households in need of support to build new houses under Project 2921 of Dakrong district to the list of poor households in need of support to build new houses under Project 197.
On November 18, 2024, the Provincial People's Committee issued Decision No. 2787/QD-UBND adjusting the Housing Support Project for poor and near-poor households in poor districts of Quang Tri province under the National Target Program on Sustainable Poverty Reduction for the period 2021-2025 (2nd time), accordingly, the number of poor households needing housing support outside of Project 197 increased to 570 houses. The total number of poor households needing support to build new houses under Project 197 after adjustment is 3,722 houses; the additional budget is 39.9 billion VND; the total budget for implementing Project 197 after adjustment is 257.197 billion VND.
From 2021 to present, from funds mobilized to implement national target programs, the "For the Poor" Fund, the provincial budget allocation and other support sources, the whole province has supported the construction of 3,752 new houses, repaired 659 houses for poor and near-poor households and people with housing difficulties with a total amount of over 213.07 billion VND.
Housing under Project 197 alone has supported the construction of 1,860 new houses for the poor with a budget of over VND 126.33 billion. In addition, from 2021 to present, through the "Repaying gratitude" Fund, it has supported the construction of 677 new houses and the repair of 172 houses for people with revolutionary contributions and relatives of martyrs with a budget of over VND 58.76 billion.

At the meeting, departments, branches and localities proposed to completely implement the work of supporting the construction of new houses for poor households approved under Project 197 before the second quarter of 2025; review and synthesize data on the need to eliminate temporary houses and dilapidated houses of poor households, near-poor households, people with meritorious services to the revolution, and relatives of martyrs who need support to build new houses or renovate and repair them; manage the implementation of housing support for people with meritorious services to the revolution, poor households and near-poor households to ensure the right subjects, standards and norms, not overlapping with support activities from the state budget, complying with procedures and processes in accordance with legal regulations, not allowing loss, waste, corruption, and negativity...
Speaking at the meeting, Chairman of the Vietnam Fatherland Front Committee of the province Dao Manh Hung said that the programs to eliminate temporary and dilapidated houses are a deeply humane policy, contributing to improving lives and sustainably reducing poverty.
However, in addition to the results achieved in the past time, there are still many difficulties and problems, such as: the process of surveying and appraising the list of households participating in Project 197 took place over a long period of time, so it is inevitable that there will be changes and developments within and outside the list of the approved project; some households at the survey point in 2022 were poor households, now near-poor households or escaped poverty, but are still living in temporary houses; most of the households supported to build houses have difficult economic conditions and do not have additional counterpart resources from their families...
Therefore, it is recommended that departments, branches and localities coordinate with relevant units to organize implementation, prioritize resources, and focus on building houses for subjects according to the approved list from mobilized sources. In addition, it is necessary to support and encourage households to strive to develop the economy and take the initiative in building and repairing houses to ensure safety.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Hoang Nam requested the Provincial Vietnam Fatherland Front Committee, the Departments of Labor, Invalids and Social Affairs, Construction, Finance and related agencies and units, districts, towns and cities to focus on directing and implementing a number of tasks and solutions: Focus on completing the work of supporting the construction of new houses for poor households approved under Project 197 from the support source of the Military Industry and Telecommunications Group, striving to complete before the second quarter of 2025, implementing according to the priority principle in order of more difficult households first.
The People's Committees of districts, towns and cities urgently review and compile data on the need to eliminate temporary and dilapidated houses of poor households, near-poor households, households of people with revolutionary contributions, and relatives of martyrs who need support to build new houses or renovate and repair houses. Complete before December 25, 2024 and send to the Department of Construction for synthesis and advice to the Provincial People's Committee for implementation direction.
For the Department of Construction, it is necessary to urge localities to review data and provide it to the Department of Labor, Invalids and Social Affairs to advise on adjusting and supplementing Project 197; submit to the Provincial People's Council to issue a Resolution approving Project 197 to expand and allocate counterpart funds to implement the program; at the same time, coordinate with the Department of Labor, Invalids and Social Affairs to advise the Provincial People's Committee to issue a Project to build new or renovate and repair houses for people with revolutionary contributions and relatives of martyrs according to Decision No. 21/2024/QD-TTg dated November 22, 2024 of the Prime Minister and the direction of the Ministry of Construction in Official Dispatch No. 6696/BXD-QLN dated December 5, 2024, to be completed before December 31, 2024.
Housing support for households with meritorious services to the revolution and relatives of martyrs must be completed before September 2, 2025. People's Committees of districts, towns and cities must urgently submit to competent authorities the establishment of a steering committee to implement the elimination of temporary and dilapidated houses in the locality; strengthen supervision of the implementation of the policy to support the elimination of temporary and dilapidated houses for people with meritorious services to the revolution, for poor and near-poor households.
In the coming time, the Provincial People's Committee - Vietnam Fatherland Front Committee will launch a high-point emulation campaign to join hands to eliminate temporary and dilapidated houses, and request departments, branches and localities to proactively and effectively participate. The Department of Labor, Invalids and Social Affairs will receive opinions at the meeting to complete the implementation plan of the Program to eliminate temporary and dilapidated houses in the province, including adding specific work contents, clearly defining the implementation timelines and responsibilities of each relevant agency, unit and individual, and submit it to the Provincial People's Committee before December 15, 2024.
