According to the plan, from 2025, 100% of buses replaced or newly invested will have to use electricity or green energy, including pure electric vehicles, which are motor vehicles using electric drive systems; pure fuel cell electric vehicles, which are electric motor vehicles using pure fuel cells, in which the fuel cell system is the only source of energy on the vehicle for the vehicle's power system; vehicles using hydrogen fuel. These are vehicles that do not directly emit carbon when operating, contributing to environmental protection.
By the end of 2030, the province strives to have at least 50% of the total number of buses operating in the area using electricity or green energy.
For fixed-route passenger transport business within the province, the plan sets out a roadmap from 2025, the province encourages transport enterprises to replace and invest in new vehicles using electricity and green energy. The goal is that by the end of 2030, at least 50% of fixed-route vehicles operating within the province will use electricity and green energy.
Along with vehicle conversion, the province also aims to develop a charging station infrastructure system across the province, ensuring the needs of electric cars participating in passenger transport business activities are met.
To implement this plan, the Provincial People's Committee has assigned specific tasks to departments and branches. The Department of Construction is assigned to preside over and advise the Provincial People's Committee to recommend to the Central Ministries and branches to complete the legal system, mechanisms and policies to implement the conversion to electric cars, and at the same time monitor and urge the implementation of the plan. The Department of Industry and Trade is responsible for reviewing the planning and development plan of the power grid system to meet the load demand and supply power to electric vehicles.
This conversion plan aims to specify the green energy conversion roadmap according to Decision No. 876/QD-TTg dated July 22, 2022 of the Prime Minister approving the Action Program for green energy conversion, reducing carbon and methane emissions of the transport sector and implementing the direction of Deputy Prime Minister Tran Hong Ha in Official Dispatch No. 8685/VPCP-CN dated November 25, 2024 of the Government Office on implementing the policy on developing green transport vehicles.
