By 2030, Phu Tho strives to be the leading developed province in the Northern midland and mountainous region.
Scope and planning boundaries of Phu Tho province with a total natural area of 3,534.6 km2 including 13 administrative units: Viet Tri city, Phu Tho town and 11 districts (Lam Thao, Cam Khe, Ha Hoa, Thanh Son, Tan Son, Yen Lap, Thanh Ba, Doan Hung, Phu Ninh, Thanh Thuy, Tam Nong).
Developing Viet Tri city into a festival city returning to the roots of the Vietnamese people
According to the plan, the development goal by 2030 is to exploit and effectively use resources and promote rich and diverse cultural identity; strive to make Phu Tho the leading province in the midland and mountainous region of the North by 2030; have a synchronous economic and social infrastructure system. Form a dynamic regional linkage chain of the region in the Bac Giang - Thai Nguyen - Phu Tho belt and gradually form development centers for tourism, healthcare, education and training, trade and logistics of the Northwest sub-region. Preserve and promote the cultural values of the Ancestral Land with two representative intangible cultural heritages of humanity. Develop Viet Tri city into a festival city returning to the roots of the Vietnamese people.
Specifically, in terms of economy, strive for an average growth rate of gross regional domestic product (GRDP) in the 2021-2030 period of 10.5%/year or more. Average GRDP per capita in 2030 will reach 6,000 - 6,200 USD. Mobilizing investment capital for social development in the 2021-2030 period will reach 800 trillion VND or more, of which FDI capital accounts for 19 - 20%.
Regarding society: The rate of schools meeting national standards is 100%. The number of doctors per 10,000 people is 17; the number of hospital beds per 10,000 people is about 57 (not including hospital beds at health stations). The rate of communes meeting new rural standards is 85% and the rate of advanced new rural standards is 40%.
Regarding the environment: By 2030, the rate of collected and treated domestic solid waste in urban areas will reach about 90% - 100%, in rural areas about 80% - 95%; 100% of hazardous waste will be collected, transported and treated to meet environmental technical standards...
With a vision to 2050, Phu Tho is a developed province in the Northern region, among the developed provinces of the country. It is one of the leading industrial, service and tourism centers of the Northern midlands and mountainous region; a place worth living, worth visiting, safe and prosperous.
Strategic missions and breakthroughs
The decision clearly states that Phu Tho carries out strategic tasks and breakthroughs, including: One center - Two economic corridors - Three development breakthroughs - Four key tasks.
A center: Building and developing Viet Tri urban area to become a festival city returning to the roots of the Vietnamese people, a central urban area in the midlands and mountainous areas of the North, meeting the standards of a type I urban area.
Two economic corridors: (i) Economic corridor along Noi Bai - Lao Cai expressway; (ii) Economic corridor along the North - South expressway in the West; focusing on forming large-scale industrial parks, industrial clusters, eco-resort urban areas, tourist and service areas, creating a breakthrough for the development of Phu Tho province in the period of 2021 - 2030, with a vision to 2050.
Three development breakthroughs: (i) Mobilizing all resources for development investment, focusing on investment and completion of key infrastructure: Inter-regional transport, industrial park infrastructure, industrial clusters, urban areas and tourism; (ii) Developing high-quality human resources, skilled and technical labor; (iii) Administrative reform and improving local governance capacity; focusing on improving the business investment environment; accelerating the digital transformation process on 3 pillars: Digital government, digital economy and digital society.
Four key tasks: (i) Promoting comparative advantages to rapidly develop processing, manufacturing, service and tourism industries; innovating models and organizing production in agriculture and forestry towards modernization; (ii) Effectively attracting capital from outside the province, improving the quality and effectiveness of cooperation, investment attraction and management; (iii) Preserving and promoting historical and cultural values of the Ancestral Land; (iv) Building Phu Tho into the Center of the Northwest sub-region in the fields of: Tourism, healthcare, education and training, trade and logistics.
By 2030, the whole province will have 22 urban areas.
Regarding the urban system planning scheme, the Decision clearly states that by 2030, the whole province will have 22 urban areas including:
01 type I urban area: Viet Tri City;
01 type II urban area: Upgrading from Phu Tho town to a provincial city;
09 type IV urban areas: Hung Son, Lam Thao, Thanh Thuy, Hung Hoa, Doan Hung, Cam Khe, Yen Lap, Tan Phu, Ha Hoa; 03 expanded type IV urban areas: Phong Chau, Thanh Ba, Thanh Son;
08 newly established type V urban areas (Van Xuan, Phu Loc, Tay Coc, Hien Luong, Minh Tan, Thu Cuc, Huong Can, Hoang Xa).
Developing 12 industrial parks
Industrial park development plan: By 2030, Phu Tho province will develop 12 industrial parks with a total area of about 5,095 hectares, including:
Focus on investing in 07 industrial parks: Thuy Van, Trung Ha, Phu Ha, Cam Khe, Tam Nong, Ha Hoa, Phu Ninh.
Forming 05 new industrial parks: Thanh Ba, Bac Son, Dong Luong, Doan Hung, Vo Mieu.
Tourism development plan: By 2030, there will be 02 national tourism areas including: Hung Temple National Tourism Area and Xuan Son National Tourism Area (attached to Xuan Son National Park).
By 2030, there will be 3 to 5 provincial-level tourist areas in Viet Tri city, districts: Thanh Thuy, Ha Hoa, Tam Nong, Tan Son...
Expected to mobilize development investment capital of about 800 trillion VND
The decision also clearly states the solutions and resources for implementing the planning. Accordingly, to achieve the economic growth target of over 10.5%/year in the 2021-2030 period, it is expected to mobilize about VND800 trillion in development investment capital, of which: (i) Investment capital of the State economic sector is about VND140 trillion, accounting for about 17.5%; (ii) Investment capital of the non-State economic sector needs to be mobilized at a high level, expected to be about VND500 trillion, accounting for about 62.5%; (iii) Attracting FDI capital is about VND160 trillion, equivalent to 6.5 billion USD, accounting for about 20%.
Human resource development solutions: Increase the attraction of young workers with professional qualifications and skills, on the basis of linking activities and training links with the province's professional educational institutions with key universities and colleges at home and abroad; link training with businesses or sign training contracts with businesses, ensuring quality according to requirements...
The planning of Phu Tho province for the period 2021 - 2030, with a vision to 2050 approved in this Decision is the basis for implementing urban planning, rural planning, technical and specialized planning in Phu Tho province according to the provisions of relevant laws.
The People's Committee of Phu Tho province is responsible for: Completing the planning dossier to agree with the Decision approving the planning; updating the planning dossier database into the information system and national database on planning according to the provisions of Clause 20, Article 1 of Decree No. 58/2023/ND-CP dated August 12, 2023 of the Government.
At the same time, organize the announcement and publicization of the Phu Tho Provincial Planning for the period 2021 - 2030, with a vision to 2050, after being approved by the Prime Minister in accordance with the provisions of law on planning.
