Striving for cultural industries to contribute 8% of GDP by 2035

On the morning of May 14, at the 33rd Session, the National Assembly Standing Committee gave opinions on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period (referred to as the Program).

Authorized by the Prime Minister to present the report, Minister of Culture, Sports and Tourism Nguyen Van Hung said that the Program is designed to include 10 components with detailed targets and specific tasks on developing Vietnamese people with good personalities and lifestyles; improving the effectiveness of information, propaganda and cultural education; preserving and promoting the values ​​of national cultural heritage; promoting the development of literature and arts; developing cultural industries; developing cultural human resources; spreading Vietnamese cultural values ​​to the world...

The program strives to complete 100% of the development and promulgation of codes of conduct by 2030, in accordance with local characteristics and the principle of gender equality in the cultural environment; 100% of provincial-level administrative units have all three types of cultural institutions; at least 95% of special national relics and about 70% of national relics are restored and embellished; cultural industries contribute to 7% of the country's GDP...

By 2035, strive for 90% of localities to include the content of moral education, lifestyle, gender equality, and family values ​​in the new period in the village, community, and commune covenants; 85% of educational institutions nationwide have enough classrooms for Music, Fine Arts, and Arts subjects; 100% of special national monuments and about 80% of national monuments are restored and embellished; cultural industries contribute 8% to the country's GDP...

The program is implemented nationwide and in a number of countries that have long-term cultural relations and long-term cultural interactions with Vietnam, and have a large number of Vietnamese people living, working and studying; focusing on activities in specific cultural and artistic fields including: cultural heritage; grassroots culture; performing arts; fine arts, photography and exhibitions; cinema; libraries; cultural education; training; ethnic culture; foreign culture; cultural industry...

Beneficiaries of the Program include people and communities in all regions of the country; Vietnamese communities abroad; artists, intellectuals, management, training and scientific research personnel in the field of culture; the public, audiences, especially young audiences; businesses, organizations and individuals operating in the fields of culture and arts.

In addition, there are world cultural heritages, special national relics and national-level relics; intangible cultural heritages in UNESCO lists, intangible cultural heritages in the National Intangible Cultural Heritage List and some intangible cultural heritages with typical values ​​in the form of languages ​​and writings of ethnic minorities at risk of being lost...

Regarding the implementation period of the Program, the Government proposes to implement it within 11 years, from 2025 to 2035, divided into the following phases:

2025: Carry out activities to develop policy mechanisms, a system of documents guiding the implementation of the Program's tasks, a monitoring and evaluation system; train and improve the capacity of Program management staff; prepare for investment in other tasks and management contents.

Phase 2026-2030: focus on solving limitations and challenges arising in the past; implementing goals and tasks set for 2030.

Phase 2031 - 2035: continue to develop culture to become an endogenous strength of the Vietnamese economy; implement tasks and goals set up to 2035.

Participating in the discussion, members of the National Assembly Standing Committee agreed on the necessity of submitting to the National Assembly for comments on the investment policy of the National Target Program on Cultural Development for the 2025-2035 period.

Giving opinions on some specific contents, delegates said that the program content needs to show more clearly about the cultural industry; tasks should not be spread out but must have a focus, key points, breakthroughs, and highlights; at the same time, it is also necessary to explain more clearly the investment in building cultural centers in some countries...

Concluding the meeting, National Assembly Standing Vice Chairman Tran Thanh Man stated that this is a very important program, contributing to the implementation of the tasks, goals, targets and solutions for cultural development set out in the Party's resolutions and the direction of General Secretary Nguyen Phu Trong at the National Cultural Conference at the end of 2021.

The implementation of the program will continue to affirm the position, role and importance of culture in the cause of building, protecting and sustainably developing the country, building culture to truly become a solid spiritual foundation of society.

The Standing Committee of the National Assembly agreed that the program dossier is eligible to be submitted to the National Assembly for comments at the 7th Session, and proposed to supplement the draft Resolution of the National Assembly.

Regarding the process of asking for the National Assembly's opinion, in the immediate future, the submitting agency and the reviewing agency will actively and determinedly prepare. Depending on the discussion process of the National Assembly deputies, they will decide to approve the investment policy of the program in one or two sessions.

The Standing Vice Chairman of the National Assembly requested the Government to continue studying, absorbing and completing the program dossier, paying attention to ensuring full compliance with current legal regulations, including those on public investment. The Standing Committee of the Culture and Education Committee shall complete the verification report and submit it to the National Assembly at the 7th Session as prescribed.
