Assign vice principal to take charge of class instead of "teacher asking for support to buy laptop"

The Board of Directors of Chuong Duong Primary School unanimously assigned Ms. Dinh Thi Kim Thoa, Vice Principal of the school, to replace Ms. Truong Phuong Hanh in charge of teaching class 4/3 on the morning of October 1.

Exchanging information about the incident in which the homeroom teacher of class 4/3, Chuong Duong Primary School (District 1, Ho Chi Minh City) asked parents for support to buy a laptop, causing social outrage in recent days, on the morning of October 1, Mr. Vo Cao Long, Head of the Department of Education and Training of District 1, said that the district leaders have agreed to resolutely handle cases of law violations (if any), not cover up violations; be public, transparent, and clarify public information.

To ensure the best learning conditions for students, the Board of Directors of Chuong Duong Primary School unanimously assigned Ms. Dinh Thi Kim Thoa, Vice Principal of the school, to replace Ms. Truong Phuong Hanh in charge of teaching class 4/3 on the morning of October 1.

On the afternoon of September 30, the school's Board of Directors issued a decision assigning Ms. Thoa to take charge of class 4/3. Ms. Thoa proactively participated in interacting with the class's parent group that same afternoon.

A working group consisting of representatives from the District Department of Education and Training, the Party Committee, the School Board of Directors, the School Union, and the People's Inspectorate was established and worked directly with Ms. Hanh on the evening of September 30.

At the meeting, Ms. Hanh was asked to report and clarify the content related to her being posted on social networks before 9:00 a.m. on October 3.

Through the above incident, the People's Committee of District 1 assigned the Department of Finance and Planning, the Department of Education and Training to coordinate with relevant units to promptly advise on the inspection of revenue and expenditure at the beginning of the school year of schools in the area.

In the coming time, the Department will direct and increase the assignment of personnel to monitor, share, and grasp the content of educational institutions in the area to promptly remove obstacles and difficulties as well as handle arising issues.

Previously, due to not having information about the plan to replace the homeroom teacher, on the morning of September 30, 24/38 students of class 4/3, Chuong Duong Primary School were given leave by their parents because they were not confident that Ms. Hanh would continue to teach.

By the morning of October 1, 36/38 students had returned to class as usual (two students were absent due to illness). As previously reported, many parents of class 4/3, Chuong Duong Primary School (District 1) were upset about the homeroom teacher soliciting money to buy a personal laptop.

Specifically, during the first parent-teacher meeting of the school year on September 14, the homeroom teacher discussed with some parents in the Parents' Representative Committee that she wanted their support in buying a laptop because hers had just been lost.

Calculating the price of a laptop at 5-6 million VND, parents proposed a collection of 500,000 VND/student to support teachers in buying laptops and to pay for class activities. Contributions depend on parents' ability, not equal and not forced.

After that, the teacher suggested to the parents that she would buy a laptop for 11 million VND, of which the parents would support 6 million VND, she would compensate 5 million VND and asked the parents if they agreed that "this laptop is hers".

Due to the lack of consensus from all parents, the teacher decided not to accept support and would provide her own laptops. She also announced that she would not prepare review outlines for students and that parents would do it themselves. This incident made many parents angry.

The minutes of the meeting between the school leadership, the homeroom teacher and the parents of class 4/3 recorded that Ms. Truong Phuong Hanh admitted her mistake in mobilizing parents to equip themselves with laptops as well as directly keeping the class fund; at the same time, she said that she had caused misunderstandings to parents through messages in the class group. Talking to the press about asking parents to support buying laptops, Ms. Truong Phuong Hanh said that she did not fully understand the socialization regulations.

On September 30, Chuong Duong Primary School decided to temporarily suspend Ms. Truong Phuong Hanh, homeroom teacher of class 4/3 and Head of Grade 4 of the school, for 15 days, so that the school can verify, clarify the incident and stabilize the situation of parents and students while considering disciplinary action./.
