The Decision clearly states that the People's Committees of the provinces and cities of Binh Phuoc, Son La, Ninh Binh, Hau Giang, Can Tho, and Khanh Hoa are authorized to act as the governing bodies and use local budgets and other legal capital to invest in national highway and expressway projects for projects in Appendix II of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly:

Project to upgrade and expand National Highway 14, Dong Xoai - Chon Thanh section (Managing agency: Binh Phuoc); Project to invest in the construction of the Hoa Binh - Moc Chau expressway, the section in Son La province (Managing agency: Son La); Project to invest in the construction of the Ninh Binh - Hai Phong expressway, the section through Ninh Binh province (Ninh Binh); Project to upgrade and expand the Can Tho - Hau Giang connecting route (National Highway 61C) (Managing agency: Hau Giang); Project to develop the Mekong Delta transport network to adapt to climate change in Can Tho city - Project 1 (Upgrading and expanding National Highway 61C, the section through Can Tho city and the road connecting O Mon district, Thoi Lai district, Can Tho city with Giong Rieng district, Kien Giang province, the section through Can Tho city) (Managing agency: Can Tho); Project to upgrade and expand National Highway 26B, Khanh Hoa province (Managing agency: Khanh Hoa); Project to upgrade and expand Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province (Managing agency: Binh Phuoc).

Assign the People's Committees of the following provinces and cities: Lai Chau, Bac Kan, Bac Ninh, Da Nang, Tien Giang, Ninh Thuan, Ca Mau, Cao Bang, Vinh Long, Hau Giang, Hoa Binh, Ben Tre, Tra Vinh to be the governing bodies, and to use local budgets to support other localities in implementing public investment activities for projects in Appendix III of Resolution No. 106/2023/QH15 dated November 28, 2023 of the National Assembly:

Road tunnel project through Hoang Lien pass connecting Sa Pa town, Lao Cai province with Tam Duong district, Lai Chau province (Managing agency: Lai Chau); Project to build Bac Kan city - Ba Be lake road connecting to Na Hang, Tuyen Quang (Managing agency: Bac Kan); Project to invest in building Kenh Vang bridge and approach roads at both ends of the bridge, connecting Bac Ninh and Hai Duong provinces (Managing agency: Bac Ninh); Quang Da bridge project and approach roads at the bridge head (Managing agency: Da Nang); Project to upgrade and expand Provincial Road 879B from Go Cat bridge to Long An border (Managing agency: Tien Giang); Project to connect Tan Son town, Ninh Son district, Ninh Thuan province to Ta Nang intersection, Duc Trong district, Lam Dong province (Managing agency: Ninh Thuan); Project to invest in building Ong Doc river bridge, East - West axis and Ganh Hao bridge (Managing agency: Ca Mau); Project to build Cao Lanh - An Huu Expressway, Phase 1 (Managing agency: Tien Giang); Project to invest in building Dong Dang (Lang Son province) - Tra Linh (Cao Bang) Expressway under the form of public-private partnership (Managing agency: Cao Bang); Project to invest in building Dinh Khao Bridge connecting Vinh Long and Ben Tre provinces under the form of public-private partnership (Managing agency: Vinh Long); Project to upgrade and expand Can Tho - Hau Giang route (National Highway 61C) (Managing agency: Hau Giang); Project to invest in expanding Hoa Lac - Hoa Binh Expressway (Managing agency: Hoa Binh); Project to build Cua Dai Bridge on the coastal road connecting Ben Tre province with Tien Giang province (Managing agency: Ben Tre); Project to build Co Chien 2 Bridge, connecting Ben Tre province with Tra Vinh province (Managing agency: Tra Vinh).

The provincial People's Committee is decentralized and assigned to be the governing body to perform the assigned functions, tasks and powers according to the provisions of Resolution No. 106/2023/QH15 of the National Assembly, Resolution No. 16/NQ-CP dated January 27, 2024 of the Government and other relevant legal provisions; responsible for the information and data of the Proposal Document for the Prime Minister to decentralize or assign to be the governing body for investment in projects; urgently complete investment procedures before June 30, 2025 for projects that do not have sufficient investment procedures.

The Ministry of Planning and Investment is fully responsible for reviewing the dossiers of decentralized localities, assigning competent authorities for projects; supporting the People's Committees of localities assigned competent authorities to implement projects in accordance with the provisions of law.

The Ministries of Transport, Finance, Construction, Natural Resources and Environment and relevant agencies shall proactively guide and support localities in implementing projects according to the set schedule, ensuring quality, efficiency, safety, and preventing waste and negativity that cause loss of State assets and capital.
