At the meeting, Deputy Minister of Transport Le Dinh Tho said that the draft Decree is designed to separate the functions of state management and provision of automobile inspection services; decentralize to localities (specifically, the Department of Transport, Department of Science and Technology) to inspect, supervise, and inspect the facilities and equipment of inspection units.
The Vietnam Register is responsible for promulgating regulations and standards on vehicle inspection; organizing training and education for human resources for the management of vehicle inspection activities of the Departments of Transport.
Accordingly, the draft Decree clearly stipulates the state management responsibilities of the Vietnam Register, local Departments of Transport and the service provision functions of inspection units. In particular, the Vietnam Register is a specialized state management agency, unifying the management of inspection activities nationwide. The Department of Transport is responsible for state management within the locality and the inspection units perform the function of providing motor vehicle inspection services.

The Vietnam Register builds, manages, and guides the unified use of management software programs, inspection databases, data transmission, management of inspected motor vehicle data, and inspection officer databases nationwide; connects and shares inspected motor vehicle data with competent authorities to coordinate the implementation of state management work.
Regarding the operating conditions of the inspection unit, the Ministry of Transport accepted the proposal that at least one unit leader be qualified to sign the inspection certificate; remove rigid regulations on equipment, machinery, and personnel organization of the inspection unit, but tighten the inspection stages based on the viewpoint of "opening capacity, tightening techniques, and inspection results".
The Ministry of Transport receives and explains the opinions of the Ministry of Finance and the Ministry of Justice on the development and promulgation of inspection service prices; handling violations by inspectors and inspection units; reissuing lost inspection certificates; ensuring resources and facilities for inspection activities; inspection, examination and supervision of inspection units by the Department of Transport and the Department of Science and Technology of localities, etc.
Concluding the meeting, Deputy Prime Minister Tran Hong Ha assessed that the contributions of ministries and branches were closely followed in practice, ensuring compliance with other legal regulations.
The drafting agency continues to clarify the content of state management in the field of vehicle inspection, especially some activities related to technology so that localities can implement; attach local responsibilities and implement state management through planning the vehicle inspection network; harmonize the reception and mutual recognition of vehicle inspection standards and technical regulations of countries and vehicle manufacturers, suitable to Vietnam's conditions.
Inspection units of the Public Security and Military sectors (that fully meet the conditions for providing automobile inspection services) are allowed to participate in the inspection of civilian vehicles when permitted by the Minister of Public Security or the Minister of National Defense to combine defense - security with the economy.
In addition, the Deputy Prime Minister requested that there should be regulations and solutions for vehicle owners to pay attention to the "health" of their vehicles, conduct periodic inspections, and maintain them according to technical standards of each type of vehicle between two inspection periods... as a basis for the next vehicle inspection.
