Allocating 376,707 million VND to implement the National Target Program on Sustainable Poverty Reduction in 2025 (Phase 1) in the province

In 2025, the implementation of the National Target Program on Sustainable Poverty Reduction in Thanh Hoa province is allocated from the central budget of 377,907 million VND.

Including Project 1: Support investment in developing socio-economic infrastructure for poor districts, especially disadvantaged communes in coastal and island areas. Project 2: Diversify livelihoods and develop poverty reduction models. Project 3: Support production development, improve nutrition. Project 4: Develop vocational education and sustainable employment. Project 6: Communication and information poverty reduction. Project 7: Enhance capacity and monitor and evaluate the program.

Recently, the Provincial People's Council issued Resolution No. 641/NQ-HDND dated April 9, 2025 on allocating career capital from the central budget to implement the National Target Program on Sustainable Poverty Reduction in 2025 (phase 1).

Accordingly, the first phase of capital allocation is 376,707 million VND, including:

Project 1: Support for investment in developing socio-economic infrastructure in poor districts, especially disadvantaged communes in coastal and island areas is 45,140 million VND, allocated to Activity 1 Sub-project 1: Support for maintenance and repair of works serving people's lives, production, and essential works in poor districts is 45,140 million VND.

Project 2: Diversifying livelihoods and developing poverty reduction models is 135,399 million VND.

Project 3: Support for production development and nutrition improvement is 73,335 million VND, including: Sub-project 1: Support for production development in the agricultural sector is 55,795 million VND. Sub-project 2: Nutrition improvement is 17,540 million VND.

Project 4: Developing vocational education and sustainable employment is 80,193 million VND, including: Sub-project 1: Developing vocational education in poor and disadvantaged areas is 52,828 million VND. Sub-project 2: Supporting workers residing in poor districts, especially disadvantaged communes in coastal and island areas to work abroad under contracts is 6,812 million VND. Sub-project 3: Supporting sustainable employment is 20,553 million VND.

Project 6: Communication and information poverty reduction is 13,943 million VND, including: Sub-project 1: Information poverty reduction is 7,074 million VND. Sub-project 2: Communication on multidimensional poverty reduction is 6,869 million VND.

Project 7: Capacity building and monitoring and evaluation of the Program is 28,697 million VND, including: Sub-project 1: Capacity building for Program implementation is 19,624 million VND. Sub-project 2: Monitoring and evaluation is 9,073 million VND.

The remaining unallocated capital is 1,200 million VND, including: Activity 2, Sub-project 1 Project 1: Support for maintenance and repair of infrastructure in coastal and island communes: 1,200 million VND.

On July 28, 2021, the first session of the 15th National Assembly passed Resolution No. 24/2021/QH15 approving the investment policy of the National Target Program on Sustainable Poverty Reduction for the 2021-2025 period.

According to the Resolution, the specific goals of the Program include: The rate of poor households according to the multidimensional poverty standard maintains a reduction of 1-1.5%/year; The rate of poor ethnic minority households reduces by over 3%/year; 30% of poor districts, 30% of extremely disadvantaged communes in coastal and island areas escape poverty and extreme poverty.

The program will be implemented from 2021 to the end of 2025 nationwide, focusing on poor districts and particularly disadvantaged communes in coastal and island areas.
