Critique of the "1/2,000 Scale Zoning Plan for the Ha Long Industrial Zone"

On the morning of September 24th, the Union of Science and Technology Associations of Thanh Hoa (hereinafter referred to as the Union of Associations) organized a scientific workshop to review the "1/2,000 scale zoning plan for the Ha Long Industrial Park, Ha Trung district, Thanh Hoa province" (hereinafter referred to as the Plan).

Based on the draft plan and related documents sent to the Union of Associations by the Management Board of Nghi Son Economic Zone and Industrial Parks (KKTNS&KCN) of Thanh Hoa province; and the opinions of the members of the Review Council and experts, the Union of Associations has compiled a research report (as an introduction) to serve the scientific review workshop.

The planning project was meticulously researched and developed with a logical overall structure and layout, conforming to current legal regulations on zoning planning in industrial parks. The review board generally agreed with the overall structure and layout of the project, as well as that of each chapter, section, and subsection, in terms of content and logic.

At the workshop, delegates generally agreed on the necessity of developing the Planning Project. At the same time, opinions also suggested that some aspects related to the development of the Planning Project need clarification.

Regarding the reasons and necessity for establishing the Plan, the content of the plan must reflect the implementation of the province's industrial development tasks as stated in Decision No. 153/QD-TTg dated March 27, 2023, of the Prime Minister approving the Thanh Hoa Provincial Planning for the period 2021-2030, with a vision to 2045. This decision identified that, in addition to the 8 industrial parks already included in the plan, 11 new industrial parks will be developed in the province by 2030, including the Ha Long Industrial Park in Ha Trung district.

At the same time, it is also necessary to assess the scope and scale of the planning; natural conditions and current situation; and key economic and technical indicators when developing the Planning Project.

Regarding its nature and function, the content presented in the new Planning Project only shows the nature, but not the function of the industrial park. It is necessary to clearly define the level and proportion of high technology and the level of environmental protection...

Regarding objectives, it is necessary to clarify the types of production technologies to be deployed in industrial parks; in addition to the objective of "Increasing the proportion of industrial workers, making a significant contribution to the restructuring of the labor force in the area," attention should be paid to issues such as population development and restructuring; promoting urbanization; economic restructuring; increasing budget revenue; and the issue of disaster prevention and climate change adaptation, which should also be considered for industrial parks.

Regarding the list of priority investment programs and projects, proposals and recommendations for mechanisms to mobilize and create resources for implementation, specific solutions for the Ha Long Industrial Park need to be studied and added. Specific calculations of investment capital for industrial park infrastructure should be included; at the same time, specific calculations for housing for industrial park workers should be made for each phase.

The comments and evaluations from the members of the Scientific Review Council and expert groups serve as the basis for the unit developing the Planning Project to revise and supplement the structure and refine the content, ensuring its scientific validity and suitability to practical conditions, before submitting it to the Provincial People's Committee for consideration and decision.
