The Government Office has just issued Notice No. 189/TB-VPCP dated April 18, 2025, concluding the conclusion of Deputy Prime Minister Mai Van Chinh at the working session with the Ministry of Ethnic Minorities and Religions.

In the announcement, the Deputy Prime Minister acknowledged, commended and highly appreciated the efforts and achievements of the Ministry of Ethnic Minorities and Religions in performing its assigned functions and tasks. Ministries, agencies and localities have coordinated well with the Ministry of Ethnic Minorities and Religions in ethnic affairs, ethnic policies, and management of beliefs and religions; demonstrating a high sense of responsibility and bringing about positive effects.

Up to now, the appearance of ethnic minority and mountainous areas has changed significantly; the economic structure has shifted positively, people's living conditions have been constantly improved, ensuring access to basic social services; fine traditional ethnic cultural values ​​have been preserved and promoted; the grassroots political system has been increasingly consolidated; political security, social order and safety have been maintained... At the same time, the situation of beliefs and religions in the whole country is being kept stable. Legal religious organizations operate purely religiously, comply with the law and follow the motto of solidarity and companionship with the nation. Many major religious activities are organized in accordance with the provisions of the law, attracting a large number of followers and people to participate; many religious organizations continue to prepare to organize annual conferences in accordance with the provisions of the Canon Law and comply with the law. The relationship between the government and religious organizations is increasingly open and closer.

As the host of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, the Ministry of Ethnic Minorities and Religions has made great efforts in its implementation. Up to now, the development of mechanisms and policies for management and implementation of the Program has been basically completed; some target groups have been basically completed.

In addition to the achieved results, the implementation of ethnic affairs, ethnic policies, and management of beliefs and religions still has shortcomings and limitations that need to be focused on overcoming in the coming period. Ethnic minority and mountainous areas are still the most difficult areas in the country; the poverty rate is high; socio-economic infrastructure is still poor (especially the transportation, telecommunications, power supply systems, etc.); access to social services is at the lowest level compared to the whole country... The development and promulgation of policies have not been focused and key, and have not completely overcome the overlapping and duplication of policy content and subjects; there have not been many breakthrough pilot policies with a driving force to create clear changes for ethnic minority and mountainous areas. The implementation of national target programs for the period 2021 - 2025 in ethnic minority and mountainous areas, although improved, has not yet met the requirements; The disbursement rate of capital to implement the 3 programs is still low, especially career capital.

The Deputy Prime Minister basically agreed with the key tasks in the coming time of the Ministry of Ethnic Minorities and Religions and emphasized that the Ministry needs to continue to concretize and organize the implementation of directives, resolutions, and conclusions of the Party, the National Assembly, and the Government; decisions, directives, and management documents of the Prime Minister related to ethnic and religious affairs; focus on directing and organizing the development of projects assigned in the 2025 Work Program of the Central Committee, the National Assembly, the Government, and the Prime Minister, ensuring progress and quality.

At the same time, the Ministry of Ethnic Minorities and Religions is concerned with directing and organizing the implementation of tasks and solutions for cultural and social development; implementing well social security policies for ethnic minorities and religious people; preventing hot spots and complications in ethnic minority and religious areas. Continuing to coordinate with central and local agencies to grasp the situation and public opinion related to religious and belief work; proactively building arguments to serve the fight against and refute violations of religious and belief.

Continue to promote propaganda and mobilize religious followers to properly implement legal regulations on beliefs and religions; closely coordinate and support the Vietnam Buddhist Sangha to host the United Nations Day of Vesak in 2025 in Vietnam.

Along with that, organize drastic and effective implementation, speed up the progress of implementation and disbursement of public investment capital in 2025, especially investment capital to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas.
