With the attention and strong direction of the provincial leaders, as well as the level of investment attraction and economic growth of the province, Thanh Hoa's Provincial Competitiveness Index (PCI) ranking should be in the top group of the country to be worthy.
In fact, there were years when Thanh Hoa's PCI ranked quite high, such as in 3 consecutive years (from 2013 to 2015), ranging from 8th to 12th place. From 2017 to 2019, it fluctuated from 24th to 28th place. However, just 2 years later, Thanh Hoa's PCI dropped very quickly, to 43rd place in 2021 and 47th out of 63 provinces and cities nationwide in 2022, becoming a "shocking" number.
The lack of stability, sharp increase and subsequent sharp decrease in Thanh Hoa's PCI can be said to be partly influenced by the fact that there are still departments, branches and localities in the province that have not implemented well the Department, Branch and District People's Committee Competitiveness Index (DDCI). If the quality of management at the district, department and branch levels in the province improves over time; the level and quality of handling procedures for businesses change positively, helping businesses reduce costs and facilitate project implementation, it will certainly promote the competitiveness of the province.
2022 is the second year that Thanh Hoa province has implemented the DDCI assessment, and with the announcement of the rankings, many of which are quite low, naming a number of departments and branches related to enterprises, it has created a strong driving force, a mirror for departments, branches and localities to overcome shortcomings, towards the key issue of creating a favorable investment and business environment for enterprises. And immediately, this action has created a strong effect, Thanh Hoa's PCI in 2023 has increased in rank, jumping 17 places to enter the top 30 provinces and cities with high rankings nationwide in the announcement that took place a few days ago.
We had a very timely recognition and adjustment after falling deeply in the national rankings, and just one year later we rose strongly.
After the announcement, people and businesses are waiting for Thanh Hoa's PCI ranking to not only be maintained at the top, but also to continue to improve in the next announcements. Because PCI is a measure of business satisfaction with the local investment and business environment. Thanh Hoa province has been forming many industrial zones and clusters, welcoming many large enterprises and economic groups to invest. Improving the investment and business environment will be an opportunity for businesses to grow and develop, creating an effect of attracting a new wave of investment into the province.
To do that, the functional departments, branches and localities, and officials assigned to promote investment and handle related procedures for businesses must make more efforts, avoid complacency and fear of innovation. In particular, we must abandon the idea that businesses need us and must come to us. Instead, we must recognize where we are weak and what we lack to make up for it. More importantly, we must be persistent and steadfast with the set goals, breaking the PCI curse of fluctuating ups and downs in the past.
After the sadness, we were determined to start over, and the first steps were successful. Now, after the initial joy, we also hope that we must control our emotions, maintain our courage, and uphold our responsibility to do better.
