Petrovietnam focuses on completing Long Phu 1 Thermal Power Plant before 2027
The National Energy Industry Group (Petrovietnam) and its member units are determined to complete the Long Phu 1 Thermal Power Project ( Soc Trang ) before 2027.
This was affirmed by Mr. Le Manh Hung, Chairman of the Board of Members of Petrovietnam at the launching ceremony to accelerate the completion of Long Phu 1 Thermal Power Plant, which took place today (January 6) in Soc Trang.
To complete before 2027, Mr. Le Manh Hung requested the entire Petrovietnam Party Committee and the Party Committees of its affiliated units to thoroughly grasp Resolution 952, consolidate and perfect the building of a team of personnel who "dare to think, dare to do, dare to take responsibility", meet practical requirements, promote the spirit of "one team, one goal", be proactive, creative, positive, flexible in overcoming difficulties, and successfully complete assigned roles and tasks.

Specifically, Petrovietnam will mobilize the entire political system of the group and seek support from the Government, relevant ministries, branches and localities to concentrate all resources to implement and achieve project goals. Based on the regulations of the State and the Group, if necessary, special mechanisms can be issued to facilitate the implementation and completion of the project, while mobilizing appropriate resources, ensuring the implementation of specific plans and schemes, promptly reporting to competent authorities, and supporting the handling of arising difficulties.
In particular, Petrovietnam thoroughly decentralized and authorized the Executive Board and the Management Board of Long Phu 1 Oil and Gas Power Project to quickly complete personnel, carry out legal procedures for the project and make quick decisions during implementation.
In January 2025, the Long Phu 1 Oil and Gas Power Project Management Board reviewed all deployed personnel; Petrovietnam union launched emulation according to specific milestones on progress to promptly encourage and reward; Petrovietnam General Director, Head of Science, Technology and Digital Transformation Department of Petrovietnam conducted research to build a chain of green power plants to apply to Long Phu 1 Project as other power projects of Petrovietnam.
Mr. Le Manh Hung also requested leaders of relevant localities to cooperate, facilitate and join hands with businesses to remove difficulties to firmly reach the goal before 2027, contributing to ensuring the national energy security goal and electricity demand to serve the double-digit economic growth target.

Speaking at the ceremony, Mr. Ha Dinh Nien, Head of the Long Phu 1 Oil and Gas Power Project Management Board, said that as soon as the Feasibility Study Report of the Long Phu 1 Thermal Power Project is approved by Petrovietnam, the Management Board will immediately start planning to select contractors, divide the bid packages reasonably and synchronously on the basis of maximizing the capacity and experience of domestic contractors and contractors who are enterprises in Petrovietnam.
In February, the Management Board will focus on completing the remaining parts and legal procedures for equipment and boiler bidding packages of the Main Factory so that they can be implemented synchronously in the second quarter of 2025.
“With the participation of 10 Petrovietnam member units with extensive experience in implementing the Thai Binh 2 Thermal Power Plant, Song Hau Thermal Power Plant and many other projects, the Management Board will connect all the strengths of the units to complete the project as directed by the Government and Petrovietnam”, Mr. Nien said and hoped that the Government and ministries and branches would resolutely remove difficulties with enterprises, especially in the specific policy mechanisms for the project, contractor selection procedures, and legal procedures for the procurement of synchronous equipment, which are very important for the project to be implemented quickly.

At the launching ceremony, Petrovietnam, the Project Management Board and 10 key member units of Petrovietnam signed a Cooperation Agreement to organize and complete the project with specific assignment of tasks.
Accordingly, Vietnam Oil and Gas Technical Services Corporation (PTSC) completed the settlement and implemented the items under PTSC's responsibility at the project.
Vietnam Oil and Gas Power Corporation (PV Power) supports personnel in calibrating key plant equipment such as boilers, turbines, transformers, and central control house.
Vietsovpetro Joint Venture (VSP) provides personnel and tools for inspection and maintenance of electronic equipment, pumps, and fans. Dung Quat Shipbuilding Industry Company (DQS) carries out the fabrication and installation of auxiliary systems such as coal, gypsum, and limestone transportation.
Binh Son Refining and Petrochemical Company (BSR) supports tools and personnel to inspect and maintain oil supply systems, pipelines, materials, and reserves. PetroVietnam Fertilizer and Chemicals Corporation (PVFCCo) and PetroVietnam Ca Mau Fertilizer Joint Stock Company (PVCFC) support personnel, install, test run auxiliary systems, treat wastewater, and monitor emissions.
PetroVietnam Gas Corporation (PV GAS) supports personnel, tools for checking and maintaining compressors, pipelines, and spare materials. The investor representative is the Project Management Board, which acts as the focal point for coordinating and connecting units to implement the agreement.
Following the successes in implementing and completing key national energy projects that faced many difficulties for a long time in the past (Song Hau 1 Thermal Power Plant, Thai Binh 2 Thermal Power Plant, accelerating the investment process to complete the Lot B - O Mon Gas Power Chain project, handling the existing problems of Dung Quat Shipyard) to develop the service industry, along with impressive production and business results with many important records set in 2024, implementing the direction of the General Secretary and Prime Minister, Petrovietnam has focused resources and made the highest efforts to carefully prepare for the implementation of the Long Phu 1 Thermal Power Plant project.
Immediately after the Ministry of Industry and Trade and the State Capital Management Committee at Enterprises approved the relevant procedures, from the first days of the new year 2025, Petrovietnam launched the project to complete Long Phu 1 Thermal Power Plant with the goal of completion in 2027, earlier than the timeline set in the Power Plan VIII.
With a capacity of 1,200 MW, Long Phu 1 Thermal Power Plant, upon completion, will contribute to the national power system about 7 billion kWh/year, meeting an important part of the national power system's electricity supply needs, serving the socio-economic development needs of Soc Trang province and the Mekong Delta provinces, contributing to ensuring national energy security as directed by the Prime Minister on solutions to ensure electricity supply for production, business and people's lives, serving the sustainable development of the country's economy.
Previously, Petrovietnam proactively implemented measures to inspect, maintain and repair equipment on the construction site, paying special attention to and performing periodic inspections according to very strict procedures, thereby ensuring the maintenance of optimal quality of materials and equipment according to the requirements of the manufacturer and manufacturer.
On this occasion, Petrovietnam also donated Tet for the poor to Can Tho City, Soc Trang, Hau Giang, Ca Mau, Bac Lieu provinces with a total amount of 5 billion VND to support many localities to take care of the poor and those in difficult circumstances to celebrate Tet.
