Transport connection to connect the two economies of Vietnam and China
On the evening of October 23 (Russian time, late the same day Vietnam time), on the occasion of attending the BRICS Leaders' Meeting in Kazan (Russia), Prime Minister Pham Minh Chinh had a short meeting with General Secretary and President of China Xi Jinping, according to the Vietnamese Ministry of Foreign Affairs. The head of the Vietnamese Government welcomed China's outstanding contributions to the BRICS mechanism. He also expressed his willingness to actively coordinate with BRICS member countries to further promote the role of developing countries in addressing global peace and development issues. Regarding the Vietnam-China bilateral relationship, the Prime Minister suggested that the two sides continue to increase high-level exchanges and contacts. At the same time, promote substantive cooperation in all areas in depth, including transport connectivity, especially prioritizing the acceleration of the implementation of three standard gauge railway lines connecting Vietnam with China to promote connectivity between the two economies. General Secretary and President of China Xi Jinping emphasized that under any circumstances, it is necessary to promote China-Vietnam relations in the spirit of "Four Goods" and the high-level common perceptions that have been reached. The Chinese leader then affirmed his willingness to maintain strategic exchanges with Vietnam, promote further deepening of substantive cooperation, and continuously deepen the relationship. To promote connectivity between the two economies, General Secretary and President of China Xi Jinping said that he will direct relevant Chinese agencies to promote China-Vietnam transport connectivity.

Also on the evening of October 23, Prime Minister Pham Minh Chinh had a meeting with Lao General Secretary and President Thongloun Sisoulith. In an atmosphere of utmost trust, sincerity and openness, the Prime Minister expressed his pleasure to meet Lao General Secretary and President Thongloun Sisoulith again. He also affirmed that Vietnam will continue to stand side by side and provide the highest possible support to Laos in order to help Laos overcome current challenges and difficulties. Lao General Secretary and President Thongloun Sisoulith once again sent his warmest congratulations to President Luong Cuong, wishing to soon welcome the President to pay a state visit to Laos. Regarding the direction of cooperation in the coming time, the two leaders agreed to soon direct relevant agencies of the two countries to accelerate the implementation of major projects on connecting the two economies of Vietnam - Laos, as well as connecting the three economies of Vietnam - Laos - Cambodia; and expand cooperation in the fields of national defense and security, economy and trade. The two leaders once again affirmed to continue to strengthen the solidarity and close ties between Vietnam, Laos and Cambodia and agreed to cooperate more closely to spread solidarity among the three peoples, three parties and three countries. The two sides also affirmed to always attach importance to and give the highest priority to the Vietnam - Laos relationship, considering it a priceless asset, a top priority and a vital factor for the revolutionary cause of the two countries, which needs to be preserved and passed on to future generations.

Meeting with Turkish President Recep Tayyip Erdogan on the evening of October 23, Prime Minister Pham Minh Chinh recalled the good impressions during his official visit to Türkiye in November 2023. The head of the Government affirmed the importance of the friendship and good cooperation between Vietnam and Turkey, and hoped that Turkish businesses would pay more attention to investing in Vietnam. The Turkish President congratulated President Luong Cuong on being entrusted with the new responsibility. He also thanked Vietnam for supporting Türkiye to become a Dialogue Partner in the field of ASEAN. The two leaders agreed to increase exchanges and contacts between high-ranking leaders of the two countries, soon elevate and deepen the bilateral relationship. In addition, the two sides agreed to promote economic and trade relations commensurate with their potential, strive to soon achieve the target of bilateral turnover of 4 billion USD, as well as study and form new frameworks to further facilitate trade and investment. The two sides agreed to expand cooperation in other areas, including defense cooperation, and facilitate travel between citizens of the two countries. The two leaders also spent time discussing regional and international issues of mutual concern, including the recent escalation of tensions in the Middle East; affirming that they will strengthen coordination at regional and international cooperation forums in the coming time. On this occasion, Prime Minister Pham Minh Chinh conveyed President Luong Cuong's invitation to President Recep Tayyip Erdogan to visit Vietnam soon. The Turkish President happily accepted the invitation.

Earlier on October 23, Prime Minister Pham Minh Chinh received Mr. Kudryashov Sergei Ivanovich, General Director of Zarubezhneft Company. This is a Russian company that has cooperated with the Vietnam Oil and Gas Group for more than 40 years. At the meeting, Prime Minister Pham Minh Chinh hoped that Zarubezhneft and its Vietnamese partner would promote cooperation in new areas, including tourism, green energy, clean energy, construction and development of infrastructure for energy - oil and gas cooperation. The General Director of Zarubezhneft Company said that after meeting the Prime Minister in Hanoi last April, a number of difficulties and obstacles in cooperation between the two sides had been resolved. Zarubezhneft affirmed that it would closely coordinate with the Vietnam Oil and Gas Group to realize the Prime Minister's proposals.
