Putin signs new nuclear doctrine, responds immediately if territory is threatened

(CLO) According to Russia's new revised nuclear doctrine, a conventional attack on Russia by a country supported by a nuclear power will be considered a joint attack on Russia.


On November 19, Russian President Vladimir Putin signed a new revised nuclear doctrine, stating that an attack on Russia by a non-nuclear power with "the participation or support of a nuclear power" would be considered "their joint attack on the Russian Federation."

The doctrine adds that Russia could use nuclear weapons in response to a nuclear attack or a conventional attack that poses a "serious threat to the sovereignty and territorial integrity" of Russia and its ally Belarus.

The document also notes that an attack on Russia by one member of a military bloc or alliance is considered an "action by the entire bloc," a reference to NATO.

At the same time, the doctrine specifies the conditions for the use of nuclear weapons in more detail than previous doctrines, noting that they can be used in the event of a massive air attack by ballistic and cruise missiles, aircraft, drones and other flying vehicles.

The new doctrine appears to significantly expand the circumstances under which Russia would use nuclear weapons compared to the previous version, which stated that Russia could use its atomic arsenal if attacked with ballistic missiles.

The move comes after US President Joe Biden decided to allow Ukraine to attack targets inside Russia with long-range missiles provided by the US.

Asked whether the revised doctrine was issued deliberately after Mr Biden's decision, Kremlin spokesman Dmitry Peskov said the document was published "timely" and that Mr Putin had instructed the Russian government to update it earlier this year to "conform to the current situation".
