The Chairman of the Ho Chi Minh City People's Committee said that in addition to specific mechanisms, agencies need to research and aim to build a special Urban Law for the city.
Discussing in groups at the National Assembly on the afternoon of May 30 about the draft Resolution on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, Mr. Mai said that when summarizing Resolution 54, the city's leaders and agencies had considered the above idea. However, preparing documents to submit the draft law requires a lot of time, so in the immediate future, Ho Chi Minh City will develop a new resolution to replace Resolution 54.
"At the same time, we are still researching and calculating to answer the question of whether the city needs a special Urban Law or not. If possible, we will focus on this direction," said Mr. Mai.
According to the City Chairman, the new system of special mechanisms and policies will help Ho Chi Minh City overcome difficulties, promote potential; unleash social resources, social investment resources into the city through PPP, BOT, BT methods.
If the city implements the new special mechanisms well, he believes that in the next 5 years, Ho Chi Minh City will mobilize hundreds of thousands of billions of VND for development investment. The mechanisms for science and technology development and innovation this time are also a great potential, if done well, they will become a new driving force for the city and the country.
Mr. Mai believes that the proposals for decentralization, delegation of authority, organizational structure, and personnel operating mechanism will help Ho Chi Minh City and Thu Duc City proactively solve problems quickly and effectively.

Drawing on experience from the fact that the implementation of Resolution 54 did not meet expectations, this time Ho Chi Minh City has consulted on the development of a Government Decree guiding the implementation of the resolution and coordinated with ministries and branches to develop specific circulars. This will help the implementation of the resolution to be more effective and faster.
Currently, Ho Chi Minh City has invited foreign and domestic experts to develop a project for an international financial center to submit to the Prime Minister. The Ministry of Planning and Investment is coordinating with the city to complete and plan to submit to the National Assembly a separate resolution on building an international financial center. "In addition to proposals on mechanisms and policies, we have been conscious of strengthening the team to organize implementation," said Mr. Mai.
Specific policies for Ho Chi Minh City are not enough.
Lawyer Truong Trong Nghia (Ho Chi Minh City Bar Association) also said that the two special cities of the country, Hanoi and Ho Chi Minh City, have many unique characteristics. Ho Chi Minh City has contributed about 25% to the country's growth for decades. In 2022, despite being affected by Covid-19, the city still contributes the highest to growth and the state budget in both absolute numbers and percentage.
Therefore, Ho Chi Minh City is important to the whole country, playing a leading role, spreading in many aspects such as economy, society, health, education to the key southern region, the whole country and international integration. "Ho Chi Minh City helps Vietnam increase its position in international competition," said Mr. Nghia, saying that compared to the requirements of the Central Government and the role of Ho Chi Minh City, the mechanisms proposed by the Government this time "are not effective".

Therefore, in the long term, Mr. Nghia proposed to build a special Urban Law for Ho Chi Minh City, similar to Hanoi's Capital Law. "This is a medium and long-term legal corridor so that agencies do not have to build a special mechanism resolution for the city that is only a pilot for a few years," said lawyer Nghia.
He also suggested that city leaders, ministries, the Government and the National Assembly need to soon establish a breakthrough and more outstanding mechanism so that Ho Chi Minh City can fulfill its role as a special urban area.
Ms. Van Thi Bach Tuyet (Deputy Head of Ho Chi Minh City Delegation) said that the mechanisms proposed in the Government's report are completely appropriate. The city is facing many difficulties and obstacles, so it needs outstanding policies to develop in the coming time.
"In the long term, to create conditions for Ho Chi Minh City to develop, agencies need to study and issue a special Urban Law for the city, which stipulates a number of special mechanisms regarding organizational structure, staffing, and operating methods. When the law is in place, the city will be proactive at the highest level," Ms. Bac Tuyet commented.
In 2017, the National Assembly issued Resolution 54 with many specific mechanisms for Ho Chi Minh City to create new momentum for the city of 13 million people to make a breakthrough. However, after 4 years of implementation, the city has not received the expected results due to many obstacles from ministries and branches. Most of the specific policies on financial management to increase revenue such as equitization of state-owned enterprises and revenue from public asset auctions have not been implemented.
According to the new draft resolution submitted by the Government to the National Assembly on May 26, Ho Chi Minh City will pilot a number of special mechanisms with 27 breakthrough points. After discussions in groups and halls, the National Assembly will vote to approve the draft resolution on June 24.
