Chairman of the Committee on Culture and Education Nguyen Dac Vinh believes that building a school culture and promoting exemplary behavior from adults is a fundamental solution to reduce school violence.
Speaking to VnExpress in the corridors of the National Assembly on the morning of October 30, Nguyen Dac Vinh, Chairman of the National Assembly's Committee on Culture and Education, answered questions about the situation and solutions to prevent school violence.
- How do you assess the recent situation regarding school violence?
- School violence has probably always existed. But recently, there have been some incidents showing that the level and manner of violence among students and teenagers is very worrying. They not only resort to physical violence but also insult each other's dignity; in many cases, students gang up on classmates, strip them naked, and then film it and post it online.
What is more concerning is that the surrounding community, such as friends, witnessed the violence but did not express a clear stance or take proactive steps to stop it. This is a very alarming issue that we have been speaking out about for a long time.
There are many reasons for this situation, partly due to the influence of films, partly from social media, and partly because of the behaviors of adults that children imitate. Nowadays, many children have access to information on social media and the internet from a very young age, including unhealthy scenes and images.
- What are your solutions to prevent and reduce school violence?
- I think many comprehensive solutions are needed, but the fundamental and long-term solution is to build a positive school culture for students. In modern society, besides receiving education from grandparents and parents at home, children spend most of their time at school receiving education from teachers. Therefore, this needs to be done regularly, continuously, and over the long term; results cannot be seen overnight. Transforming policy into action, changing people's perceptions and behaviors, requires perseverance.
In school, teachers need to be truly exemplary, building a genuinely loving and caring teacher-student relationship. For example, there are very small things, such as teaching students to greet the security guard politely. If these small things are given attention, everything will gradually improve. If we don't teach students about such minor issues, many conflicts will arise.
Schools and families, in addition to guiding children to access more healthy information and limiting negative information, also need to build their resilience so that they can independently distinguish between good and bad information.
Children also need to learn how to express their disapproval when witnessing violence. Vietnam is building a happy society where people love one another, where everyone cares for each other, and each person cares for the one another. This spirit needs to be skillfully and subtly instilled in children by teachers and parents through each lesson, subject, and daily life at home.
If we can do that, I believe that school violence and violence among teenagers will decrease.

- How can adults set a good example to reduce school violence?
- The role models set by adults, from grandparents and parents to family members and society at large, are very important for children. Adults have a full understanding of the situation. Children often learn from and imitate adults. How adults think and act directly influences the next generation.
Therefore, adults need to behave in a way that sets a good example. Life inevitably brings moments of frustration, but everyone must learn to control their emotions and avoid violence to resolve problems. Only then will children not be exposed to negative behavior and imitate it. When we adults treat each other civilly and respect the law, we will gradually instill such habits in our children.
For example, nowadays, when parents intend to run a red light on the road, their children immediately remind them to do so. This is because the children are educated to comply with traffic safety laws.
But some people wonder why children have such a high level of self-awareness when they are young, but their self-discipline gradually decreases as they get older. I believe that besides education, strict social management and upholding the rule of law are necessary so that everyone is conscious of complying with it.
Children are always special, and I hope everyone will try their best to help them access positive things from a young age.
- How should school curricula be designed to build a positive school culture and strengthen students' resilience against negative influences?
- School culture is embedded in the content of each subject, from Vietnamese, English, Civics... to many other subjects. If subjects are designed with a high cultural education value, they will instill civilized ways of living in children from a young age.
I still remember learning the story "Two Goats Crossing the Bridge" in the past, which reminded us of the importance of yielding. Now, if everyone gives way a little when there's a traffic jam, children will learn that and develop civilized behavior.
Therefore, the content of each lesson, in addition to imparting knowledge, needs to be well-designed so that students can experience it for themselves and gradually develop their character.
I know that both parents and teachers are busy and under a lot of pressure these days. Therefore, setting a good example for children must be demonstrated at all times and in all places in daily life, not just during class time. For example, the military training program that many students participate in, which lasts only three weeks, teaches them how to fold their blankets and express their love for their parents.
Everyone wants a better society, but it's difficult for anyone to avoid making mistakes. Children are no exception. When children make mistakes, teachers and parents should create opportunities for them to correct them. Don't let a specific incident create pressure on them, leading to negative thinking.
