The reason for disclosure is that the taxpayer violated the provisions of Point a, Clause 1, Article 100 of the Law on Tax Administration No. 38/2019/QH14 and Point g, Clause 1, Article 29 of Decree No. 126/2020/ND-CP dated October 19, 2020 of the Government.
Topping the list of tax-indebted enterprises is Trung Linh Phat Company Limited, which owes over 195.8 billion VND in taxes.
Previously, in November 2023, the Inspectorate of the Ministry of Finance imposed administrative penalties and issued 19 decisions to enforce the deduction of money from 33 accounts of Trung Linh Phat Company Limited, with an amount of more than VND 26.3 billion, including VND 120 million in fines and VND 26.2 billion to remedy the consequences.

Trung Linh Phat Company Limited was fined for not transferring the balance of the petrol price stabilization fund to the price stabilization fund deposit account at a commercial bank. Trung Linh Phat is also on the list of enterprises importing diesel oil below the allocated limit in 2021 and not submitting an adjustment registration when there are changes in the petrol distribution system.
Trung Linh Phat Company Limited was established in 2009, headquartered in Tien Yet Street, Me Town, Gia Vien District, Ninh Binh Province, operating in the field of petroleum trading. The company has 8 branches in Ho Chi Minh City, Hoa Binh, Lang Son, Ha Giang, Nam Dinh, Tuyen Quang, Vung Tau, and the Central Highlands.
At the time of changing business registration in November 2022, the company had a charter capital of 500 billion VND, of which Mr. Tran Van Dan owned 51% of the capital, Ms. Thao contributed 6.5%, and the rest belonged to other individuals.
Prior to that, in 2022, Trung Linh Phat did not meet the minimum total source for gasoline products. The company's business activities also showed many suspicious signs when revenue in 2021 increased from VND 3,104 billion to VND 7,749 billion, but after-tax profit only reached VND 144 million. In October 2023, the Ninh Binh Tax Department announced that Trung Linh Phat owed more than VND 178 billion in taxes.
Besides Trung Linh Phat, the Ninh Binh Provincial Tax Department also named a series of enterprises with tax debts in the locality. Among them, Viet Thanh Joint Stock Company, tax code 2700340220 owes over 112.1 billion VND; Phuc Loc Import-Export Joint Stock Company, tax code 2700561879 owes over 12.6 billion VND; Ninh Binh Agricultural and Food Processing Export Joint Stock Company, tax code 2700137067 owes over 7.5 billion VND; To Tien Phat Joint Stock Company, tax code 2700415268 owes over 9.3 billion VND; Hai Chung Limited Company, tax code 2700272443 owes over 9.6 billion VND; Hung Vuong Construction and Trading Company, tax code 2700506821 owes over 5 billion VND...
Director of Ninh Binh Tax Department Dinh Nam Thang requested that in the last months of the year, affiliated units should strengthen the implementation of debt management and tax debt enforcement procedures, urge and require taxpayers to comply with the law.
At the same time, effectively implement tax debt collection to avoid prolonged debt. Focus on implementing debt collection measures for the state budget for taxpayers when the extension period for tax and land rent payment expires.
