- In 2025, what policies will the province implement to support the comprehensive development of the lives of ethnic minority communities in the province, Madam?

Ms. Nguyen Thu Tu: In 2025, the province is focusing on decisively implementing the construction of 355 houses for beneficiaries under Project 1 of the National Target Program for socio -economic development in ethnic minority areas (already included in the Project to eliminate temporary and dilapidated houses in the province). To date, construction has commenced on 319 houses, of which 110 have been completed and put into use, and 209 are under construction; the remaining 36 houses are expected to start construction in May 2025; progress is being urgently accelerated to ensure completion by June 2025, in accordance with the directives of the Provincial Party Standing Committee.

In addition, the Department is advising the Provincial People's Committee to utilize development investment capital from the 2025 program, focusing on investing in infrastructure for particularly disadvantaged communes and hamlets in ethnic minority areas, with 27 new construction projects; and investing in the construction of an additional cultural center to facilitate community cultural activities for ethnic minorities... Regarding the support policies under the program using operational funds, they are awaiting central government allocation before implementation can begin.

In addition, the Department also actively advises the Provincial People's Committee on the implementation of several other related policies such as: policies for influential figures among ethnic minority communities; maintaining the teaching of Chinese and Khmer languages; proactively implementing the dissemination of policies and laws in ethnic minority areas according to projects and programs in the field of ethnic affairs issued by the Central Government.

In particular, attention was paid to organizing traditional festivals and New Year celebrations of ethnic minority communities fully and promptly. Specifically, during the Chôl Chnăm Thmây New Year celebration of the Khmer ethnic group, the Department organized a gathering at the provincial level with over 200 delegates; and organized numerous delegations to visit, extend New Year greetings, and present gifts to temples, salatels, and many individuals of the Khmer ethnic group in the area. The estimated cost for organizing and distributing support was nearly 1.3 billion VND.

- Could you assess the effectiveness of implementing ethnic policies in the province over the past period?

Ms. Nguyen Thu Tu: The effective implementation of ethnic policies in recent years has made a positive contribution to significantly changing the face of ethnic minority areas, primarily the Khmer ethnic minority. Notably, 100% of communes in the region now have roads leading to their centers; over 75% of inter-hamlet roads are concreted or hardened; and the percentage of households using electricity is over 99.9%... The material and spiritual lives of the people have improved step by step. The poverty rate has decreased significantly each year, by over 2% annually. In 2024, the number of poor ethnic minority households will be only 463, accounting for 4.03% of the total number of ethnic minority households in the area; a reduction of 250 households, corresponding to a 2.06% decrease in the poverty rate among ethnic minorities compared to 2023. The average per capita income among ethnic minorities in 2024 will be over 57 million VND.

Furthermore, education and training have seen quite positive changes, fundamentally meeting the learning needs of the people. Policies on health and population have been continuously strengthened, effectively meeting the needs of the people for medical examination and treatment. The grassroots political system in ethnic minority areas has been consolidated and operates effectively; political security is stable, social order and safety are ensured, creating favorable conditions for socio-economic development and stabilizing the lives of ethnic minorities. The cultural and spiritual life of ethnic minorities has improved significantly.

Through the caring activities of Party committees and government at all levels, ethnic minority people in general and the Khmer people in particular have increasingly trusted the leadership and guidance of the Party and the management and administration of the State, fully demonstrating their rights and obligations as citizens towards the government and the community, and raising their awareness of complying well with the Party's guidelines and the State's policies and laws.

- Could you please share more about the attention given by the provincial authorities and departments to the state management of ethnic affairs and the implementation of ethnic policies?

Ms. Nguyen Thu Tu: State management of ethnic affairs and the implementation of ethnic policies in the province over the past years have received close and timely guidance from the Provincial Party Committee and the Provincial People's Committee; and the smooth and responsible coordination of relevant provincial departments, agencies, and localities in ethnic minority areas. Every year, the province takes advantage of resources to fully implement ethnic programs and policies in the area, prioritizing policies that have a significant and direct impact on ethnic minorities and ethnic minority regions. In particular, the majority of beneficiaries of current ethnic policies are the Khmer ethnic group.

In addition, Party committees, government agencies, the Fatherland Front , and political and social organizations regularly coordinate in disseminating information and mobilizing the Khmer ethnic minority to effectively implement the Party and State's guidelines and policies; paying attention to and taking good care of their material and spiritual lives; creating favorable conditions for ethnic minorities in general, and the Khmer ethnic minority in particular, to preserve and promote the fine traditional cultural values ​​of their people; promptly identifying and replicating good models and effective methods, and commending and rewarding organizations and individuals who have made significant contributions to ethnic affairs and the implementation of ethnic policies in the province.
