Leading us to visit Mr. Nguyen Van Minh, a near-poor household, Ms. Luu Thi Tan, Head of Dong Xa Nam village (Dong Cam commune, Kim Thanh district), said that Mr. Minh's circumstances are very difficult. His wife passed away early, and his two children currently live in the South but are also poor and unable to help their father. The recent Typhoon No. 3 blew away the roof of his house.
In that situation, community organizations in the village and commune joined hands to help him rebuild his roof so that he could live out his old age in peace. Moved by the love and support of his neighbors, Mr. Minh said: "Without this help, it would have been very difficult for me to rebuild my roof because it was beyond my means. I find the kindness and solidarity of the community truly precious."

Previously, support and assistance for disadvantaged people in Dong Xa Nam were given attention but lacked depth. Since the implementation of the pilot model on civilized behavior in public places, support activities for disadvantaged people in particular, and cultural, artistic, and sports activities in the commune in general, have been given more attention and implemented in a more systematic way.
The village has established "Shelter of Love" and "Compassionate Tet" models to support and assist those in need. Support is provided regularly, not sporadically as before, and members of these models visit each household to understand the thoughts and aspirations of each family in order to provide appropriate assistance. "These models are effective, and the villagers are very actively involved in supporting them both materially and spiritually," said Ms. Tan.
Since the implementation of the model for civilized behavior in public places, neighborly relations and the way people behave in Ngoc Hoa village (Vinh Hoa commune, Ninh Giang district) have changed significantly. Mr. Nguyen Trong Giao, the head of Ngoc Hoa village, said that previously, conflicts occasionally arose between villagers over trivial matters, but recently, this situation has been resolved.
Since the beginning of the year, there has only been one dispute in the village regarding the construction of a drainage ditch, but after village officials explained the situation, the parties understood and amicably resolved the matter. "We feel that people are behaving more civilly and politely than before, paying attention to their words and actions. As a result, neighborly relations have become even stronger," Mr. Giao said.
This is a criterion for evaluating culturally exemplary families.

Because it was a pilot project, the two villages faced certain difficulties when it was first implemented. One problem was that the residents did not yet understand the criteria for civilized behavior in public places, or how to implement them. To overcome this, each locality adopted its own appropriate approach.
Mr. Nguyen Trong Giao stated that the locality prioritizes propaganda work and raising public awareness. In addition to displaying banners and posters with content on civilized behavior in public places at village cultural centers, temples, pagodas, and market entrances, they also disseminate information on civilized behavior in public places during meetings, party branch meetings, and activities of mass organizations.

In Dong Xa Nam village, village officials went to each house to sign commitments with residents to adhere to rules of civilized conduct in public places. Through this commitment signing, they also disseminated information to each household about the content and criteria of civilized behavior in public. Mr. Vu Quang Nguyen, a resident of Dong Xa Nam, said: “We all agree to implement the contents of the commitment. I find this implementation easy and beneficial for myself as well as the community.”
In both villages, the criteria for evaluating "Culturally Exemplary Families" included civilized behavior in public spaces, achieving higher results than the previous year. In Dong Xa Nam, the percentage of culturally exemplary families this year reached 97%, an increase of 1.9% compared to the previous year. In Ngoc Hoa village, this rate was 96.11%, an increase of 0.81%, and 24 families were recognized with the title "Exemplary Grandparents, Loyal and Filial Children, and Virtuous Grandchildren," an increase of 3 families compared to the previous year. In these areas, the environment is clean, and the movement for physical exercise and sports is thriving. Sports clubs, volleyball, and folk dance attract a large number of people of all ages.

Evaluating this movement, many residents and leaders of the two villages affirmed that there have been positive changes, with people behaving more civilly and politely towards each other. Major conflicts have been reduced to minor ones, and minor ones have been resolved until they no longer exist. The people and village officials in these areas hope that the movement will spread further to create more models of civilized public behavior.
