Warm village love, neighborly love
Taking us to visit the house of Mr. Nguyen Van Minh, a near-poor household, Ms. Luu Thi Tan, Head of Dong Xa Nam Village (Dong Cam Commune, Kim Thanh) said that Mr. Minh's situation is very difficult. His wife died early, his two children currently live in the South but are also poor so they cannot help their father. The recent storm No. 3 blew away the roof of his house.
Faced with that situation, the mass organizations in the village and commune joined hands to help him rebuild the roof so that he could live his old age in peace. Touched by the love and care of the villagers, Mr. Minh said: “Without this help, it would be very difficult for me to rebuild the roof because it was beyond my capacity. I find the village and neighborhood love truly precious.”
Previously, support and assistance for people in difficult circumstances in Dong Xa Nam was given attention but not in depth. Since the implementation of the pilot model of civilized behavior in public places, support activities for people in difficult circumstances in particular and cultural, artistic, physical education and sports activities in the commune have been given more attention and implemented more systematically.
The village has established the models of “Shelter of Love” and “Compassionate Tet” to support and help the needy. The support is carried out regularly, not sporadically as before, and members of this model also visit each house to grasp the thoughts and wishes of each family to provide appropriate support. “These models operate effectively, the villagers actively participate in supporting both materially and spiritually,” said Ms. Tan.
Since the implementation of the civilized behavior model in public places, the village relations and behavior of people in Ngoc Hoa village (Vinh Hoa commune, Ninh Giang) have changed a lot. Mr. Nguyen Trong Giao, Head of Ngoc Hoa village, said that in the past, conflicts sometimes occurred between people in the village, even small things but people still raised their voices. However, recently, this situation has been improved.
Since the beginning of the year, there has only been one dispute in the village over the construction of a drainage ditch, but after the village officials explained and promoted it, the parties understood and were happy with each other. “We feel that people are behaving more civilly and politely than before, paying attention to their words and speech. The affection between the neighbors has also been strengthened,” said Mr. Giao.
Is the criterion for evaluating cultural families
Because it is a pilot model, when starting to implement, the two villages also encountered certain difficulties. That is, people did not understand what the criteria for civilized behavior in public places include and how to implement them. To overcome this, each locality has appropriate methods.
Mr. Nguyen Trong Giao said that the locality attaches importance to propaganda work and raising people's awareness. In addition to hanging billboards and posters with content on civilized behavior in public places at village cultural houses, communal houses, pagodas, and market gates, propaganda is also carried out in meetings, party cell meetings, and activities of mass organizations about the content and tasks that need to be done regarding civilized behavior in public places.
In Dong Xa Nam village, village officials went to each household to sign a commitment with households to implement the code of civilized behavior in public places. Through signing this commitment, they also propagated to each household the contents and criteria of civilized behavior in public places. Mr. Vu Quang Nguyen, a resident of Dong Xa Nam said: "We all agree to implement the contents of the commitment. I find that this implementation is not difficult and brings benefits to myself as well as the community."
In both villages, civilized behavior in public places was included as a criterion for the title of “Cultural Family” and achieved higher results than last year. In Dong Xa Nam, the rate of cultural families this year reached 97%, an increase of 1.9% compared to last year. In Ngoc Hoa village, this rate was 96.11%, an increase of 0.81% and there were 24 families recognized as “Exemplary grandparents, loyal children, filial grandchildren”, an increase of 3 families compared to last year. In these places, the environment is clean, the movement of physical exercise and sports is strongly developed. Sports clubs, volleyball, folk dance attract a large number of people, regardless of age.
Assessing this movement, many people and leaders of the two villages affirmed that there have been positive changes, people behave more civilly and politely towards each other. Big conflicts are turned into small ones, small ones are reconciled into nothing. The wish of the people and village officials in these places is that the movement will spread further to have more models of civilized public behavior.
