The essence of Sa Dec rice flour
Sa Dec flour village is located along Nga Bat canal in ward 2 and Tan Phu Dong commune, Sa Dec city (Dong Thap).
People with experience in the craft village said that thanks to the neutral pH river water combined with the delicious, sticky rice grains of the Mekong Delta, the Sa Dec flour brand was created.
The quality of Sa Dec flour is famous far and wide thanks to its white, smooth, supple, fragrant flour that is unmatched anywhere and its unique flavor that is created by nature.
For decades, Mr. Nguyen Van Nuong, owner of Tu Nuong flour production facility (Ward 2, Sa Dec city, Dong Thap province) has been involved in the profession of making rice flour.
Mr. Nuong said: "This is a traditional family profession, from my grandfather's generation until now, I have continued to preserve and develop the profession. The flour making profession has contributed significantly to improving the lives of many families and the success of many generations."
He added that in the past, people made flour mainly by hand. However, in recent years, people have mechanized the production process, thereby reducing labor and lowering product costs. At the same time, increasing flour output, meeting the large quantity needs of consumers.
"When manual tasks such as washing rice and grinding flour are replaced by machines, labor productivity increases 4-5 times, the quality of flour products is improved, food hygiene is improved, and consumers prefer it more.
Every month, the facility supplies dozens of tons of raw powder to food processing enterprises in and outside Dong Thap province," Mr. Nuong added.
Sa Dec flour village (Dong Thap) sets a record for traditional cakes
The process of producing rice flour in Sa Dec flour village is increasingly improved, the thinking of flour makers is gradually renewed.
Currently, this traditional craft village has over 160 households and production facilities, with an average output of over 30,000 tons of flour per year.
Mr. Truong Thanh Hy, owner of Thanh Hy rice flour production facility (Tan Phu Dong commune, Sa Dec city, Dong Thap province) said that flour products are divided into two types: wet flour is supplied directly to factories and food processing facilities, and dry flour can be used for storage and gradual processing.
"From flour, local businesses have processed hundreds of products such as: pho noodles, hu tieu, vermicelli, rice noodles, banh canh... The consumption market is mostly domestic and exported abroad through companies and manufacturing businesses in the area," Mr. Hy added.
In 2023, Vietnam Guinness Records set a record of 102 traditional dishes and cakes made from rice flour.
On February 21, the Ministry of Culture, Sports and Tourism decided to include the Sa Dec rice flour making craft in Tan Phu Dong commune and ward 2, Sa Dec city (Dong Thap) in the List of National Intangible Cultural Heritage: Traditional Crafts - Folk Knowledge.

Ms. Vo Thi Binh - Vice Chairman of the People's Committee of Sa Dec city, Dong Thap province informed that in order to preserve and promote the Sa Dec rice flour making profession - a National Intangible Cultural Heritage, the City People's Committee has many policies to revive the craft village, oriented according to the Project to develop the Sa Dec rice flour craft village until 2020, with a vision to 2030.
Specifically, the locality will mobilize production facilities and enterprises to organize and rearrange flour production areas to ensure food safety and hygiene conditions.
Support the application of advanced machinery and equipment in flour production and post-flour product production from industrial promotion policies and related policies such as kneading machines, centrifuges, vacuum machines...
Along with that, create conditions for facilities, businesses and Sa Dec flour craft villages to have flour products and post-flour processing to participate in the One Commune One Product (OCOP) program.
"The city also increases attention to vocational training in the context of the rice flour making profession gradually fading away.
Continue to form and develop cooperative economy, link production and consumption, as a premise when there are favorable conditions to develop into Sa Dec flour craft village cooperative", Ms. Binh added.
According to Ms. Binh, the locality will also build a model for developing community tourism and experiences based on the main highlight of combining the traditional craft village of flour production and Sa Dec flower village.
At the same time, exploit tours and tourist routes to visit Sa Dec flower village combined with visiting and experiencing the traditional flour production process with flour village artisans.
"Combining two traditional craft villages contributes to attracting tourists, promoting the image, introducing unique cultural features as well as boosting local economic development," Ms. Binh shared.
Rice flour is a powder made from finely grinding soaked rice grains, it is different from rice starch (which is usually made by soaking rice in an alkaline solution, instead of water).
